I put a complete plan and established a new structure to regulate the Procurement Department and integrate the different warehouses. I implemented a Bar-code system to automate the Stock movement, and added policies to control the purchasing process of and the storage. This structure acquired the “A-Grade” by the Lebanese Ministry of Health (Accreditation).
The objectives have been achieved during only a year and half. This required overcoming many challenges such as the existence of different scattered and disorganized warehouses, and the need to rehabilitate and coach the involved human resources. Throughout this time, the hospital was operational at full pace without any service disruption.
Achievements:
• Modifying the three already existing policies, and adding ten other policies and twenty five forms in order to cover all aspects of procurement managements. Selected policies and forms are:
o Policies: (purchasing, goods handling, specification matching, warehouse opening and closing, check invoices before payment to suppliers, return and exchange goods, borrow, consignment, goods evaluation, eradication, announcing for goods are not available, inventories).
o Forms: (Request for Medical Supplies (Prosthesis), return goods, delivery invoices to the accounting department, delivery of goods from the Procurement department, evaluation for goods, borrow, receive goods, follow the procurement process, follow consignment, follow-ups weekly, destroying, delivery of goods from department warehouse, request damaged medical supplies, file format for payment between procurement and accounting, open warehouse outside working hours, not currently available items in the warehouse, re-evaluation of the goods, merchandise unusable.
• Preventing adding fake items on the invoice during the implantation of Prosthesis and others: the surgeon, his assistant, the operations officer and the supplier are asked to sign an operation form, which I created. This form list all used components during the operation.
• Integrating the different already existing warehouses in a unique one that meets to the International Standards. This later covers prints, hotel, stationery, sterilization supplies. Also, I separated the medical supplies from the pharmacy and added them to the unique warehouse. Currently, it contains more than three thousand items. I created new policies to insure a good management for this new warehouse.
• Redefining all items in a scientific way and controlling of their movement. This allowed us to define the minimum and maximum required storage, and identify unused or underused items in order to hand them back to the suppliers. Hence, we were able to solve many problems, such as:
o Same items were mentioned repeatedly, but under different names.
o Existence of unusable items.
o Expired or close to expiration items.
o Identifying the items without knowing the minimum and maximum storage.
o Existence of many items for many years with the lack of consumption.
o The presence of not listed items.
o The procurement was done through five people in different ways.
o Almost all departments send their invoices directly to the accounting, without entering their bills in the stock software.
• Applying Barcode Reader System to identify items, in particular in all billing transactions.
• After fifteen months of being appointed as the Director of Procurement, the Procurement Department acquired the “A grade” by the Ministry of Health.
