CICS (Communications-, Information-, and Command & Control Systems) is a three-year bachelor-level program at the Netherlands Defence Academy. It was established to train officers in the Signals, Information Systems, and Command & Control branches, combining military requirements with European academic standards. The purpose of CICS is to prepare officers for Network-Enabled Capabilities (NEC) environments, where information superiority and rapid decision-making are essential. The program emphasizes the operational use of ICT rather than just technical knowledge, aiming for graduates to reach NATO NEC Maturity Level 4 so they can operate effectively in joint and multinational contexts. The curriculum covers communications (voice, data, wired, and wireless systems), information systems (processes, architectures, and governance), and command and control (decision-making and operational application). It is built on foundations in computing, communications, and organizational theory, and benchmarked against NATO doctrine, European accreditation standards, and civilian computing curricula. Within the military structure, the Signals Branch ensures information flow across networks, the Information Systems Branch manages how information is processed and delivered, and the CIS Branch provides the technical infrastructure. At higher levels, officers specialize in command and control, focusing on information management and the role of ICT in operational decision-making. CICS is closely aligned with the Netherlands Defence Doctrine (2005), which stresses agility, interoperability, and effects-based operations. It reflects NATO’s NEC vision of federating sensors, weapons, communications, and information systems into a unified network. Ultimately, the program produces academically trained officers capable of making knowledge-intensive decisions in complex operational environments.

In the Netherlands, VWO (Voorbereidend Wetenschappelijk Onderwijs) is the highest level of secondary education, preparing students for university studies. The Natuur en Gezondheid profile prepares students for university programs in medicine, biomedical sciences, pharmacy, dentistry, veterinary medicine, and other health-related or life science fields. It also provides a pathway into studies focused on environmental science, nutrition, and climate-related disciplines. In short, VWO’s Natuur en Gezondheid profile equips students with a strong background in the natural sciences, tailored to those aiming for academic careers in healthcare, biology, and environmental studies.
