1- Review, update and develop the HSE procedures and instructions to ensure that it meet evolving requirements in the industry.
2- Implement, establish and continuously improving health, safety and environmental programs according to the industry standards to prevent harm to-people, property, process and environment through a management system that is effective, efficient and expects excellence.
3- Promoting a proactive approach and solutions to health, safety and environmental at all level through the HSE meetings and the observation system.
4- Ensure that HSE related reports and relevant statistics are duly issued and distributed to the concerned parties.
5- Set HSE training requirements for plants personnel and make sure that it is updated and fulfilled.
6- Assess the HSE performance of the site engineers and evaluation form to be sent at the end of every month to the HSE Corporate Office.
7- Investigate accident / incident at the plants, record such accidents and prepare necessary report and statistics.
1- Ensure that the HSE system is fully implemented in all EDC rigs.
2- Co-operate with the QM-HSE Manager ensures that the EDC QM-HSE system properly maintained and updated.
3- Prepare annual ISPS-Code security audit plan for off-shore rigs, which should be approved by QM-HSE Manager.
4- Keep a good contact with the authorities, clients, and all EDC departments, rigs and locations in matter related to QM-HSE.
5- Check that the handling and distribution of documents, particularly QMS related documents are carried out according to procedures and instructions in the EDC QMS System.
6- Keep the QM-HSE Manager updated on all QM-HSE matters.
7- Develop, review and issue QMS procedures and instructions as well as develop them to ensure that they continue to meet evolving requirements in this industry and requirements of the clients.
8- Review weekly/monthly/annually QMS reports and make recommendations as appropriate.
9- Prepare QMS statistics and status report as required.
10- Through QMS audits inspections, follow-up implementation of QM-HSE procedures, instructions standards and plans in all EDC locations, and report findings to the responsible department.
11- Ensure that all EDC drilling units are equipped with safety equipment in compliance with the established requirements and review requisitions for it.
12- Participate and represent the company in meetings, conferences, etc. as be delegated by QM-HSE Manager.
13- Carry necessary QM-HSE conduction and participate in training to EDC Sr. personnel as required.
14- Carry other QM-HSE duties within the scope of this job description and the instructions from QM-HSE Manager.
15- Ensure that all EDC rigs and locations are compatible with the required legislations that enforced by the labor law.
16- Keep good contact with authorities, labor offices, off shore unit’s class & flag state in matter related to HSE.
17- Oversee rigs Safety Engineers; arrange for training and follow-up their performance.
18- Ensure that safety promotion and awareness systems are being conducted and communicated to rig personnel.
