Project: PMO (Program Management Office) Consultancy Service to Jeddah Municipality (Stormwater Division)

Establish Program Management Systems and controls for Jeddah Municipality Stormwater Division to improve the stormwater system across the city of Jeddah spanning an area of 1, 629 sq. km, Manage Design Consultant, Construction Consultant, and Contractors, and report to HE. the Deputy Mayor of Jeddah city.
Budget Value: SAR 8.4 Billion (Phase 1)
• Participated in performing As-Is analysis of current processes and procedures.
• Participated in several brainstorming events to develop improved and efficient processes and systems.
• Spearheaded the development of 26 plans and manuals including Program Management Plan, Execution Plan, Communication Plan, Total Quality Plan, Project Controls Plan, Contract Administrations Plan, HSE Plan, etc.
• Developed program KPIs (Key Performance Indicators) and proposed periodic improvements.
• Developed interactive dashboard in Microsoft Power BI (A cloud-based Business Intelligence software). It was published to cloud facility (public) and Jeddah Municipality internal server facility. The end-users had the privilege of using the BI dashboard from their mobile phones, tablets, and laptops from anywhere in the world, hence aiding in understanding the real-time status of the projects and taking quick decisions.
• Developed schedule in P6 for PMO implementation in Jeddah Municipality.
• Developed and maintained the master schedule of all projects under the Stormwater drainage program.
• Developed various forms and templates for its use by the program stakeholders.
• Developed progress reporting system, formats, and templates.
• Prepared and presented various proposals, methodologies, and status reports to the client.
• Developed a manual for creating and updating baseline schedules. Proposed WBS templates and weightage distribution for each node of the structure.
• Participated in delay analysis of various contracts and recommended EoT for qualified contracts.
• Coordinated with Consultants to analyze the schedule trends and advice necessary corrective actions.
• Identify Critical and near-critical paths in the program and communicate the same with the team.
• Allocation of approved budget among projects identified based on priority, risk, and complexity.
• Maintained Budget control register to track the allocation of budget, highlight budget deficit and request additional budget.
• Developed interactive dashboard in Microsoft Excel.

Doha Metro project (QAR 660 Million) which includes Architectural Fit out works for 6 Stations. Major scope includes Structural steel erection for Shelters, Glass claddings, GRG roof cladding, Mineral Acrylic Paneling, architectural enhancements within the Station, Terrazzo flooring, lightings, Vault construction, Petal ceiling including heavy sub structure framing, Sanitary & Public facility finishes. My responsibility included the following,
• Prepare Baseline programme in Primavera P6 and integrate in the project Web Server.
• Identify Critical and near critical paths in the programme and communicate the same with the team.
• Perform schedule risk analysis and update the project Risk Register.
• Prepare Manpower requirement (Histogram) based on the agreed and factored company labour productivity chart.
• Present the programme strategy and construction sequence with what-if scenarios to the Client.
• Liaising with Client and management to get the Baseline Schedule approved.
• Prepare supplier’s schedule for procurement department and sub-contractor’s schedule for construction managers.
• Categorize material into priority 1, 2 & 3 based on their early requirement at site. Monitoring of Long Lead materials.
• Prepare Look ahead Schedules for Construction Managers.
• Prepare Daily, Weekly and Monthly reports for Client.
• Document delay events for its notification and claim.
• Attend internal and external meetings to discuss progress and mitigation plans.
• Prepare impact programme to demonstrate effect of any self-caused or client instructed change.
• Update baseline programme based on actual progress and notify the team of any delay or divergence from plan. Submit the updated programme to the client.
• Prepare internal recovery programme to bring the progress back to track. Submit recovery programme to client upon request.
• Assisted the planning manager in preparing tender programme for new metro station projects (Mishreib Station). Also assisted in preparing baseline programme for Al Riffa Metro station project (Arch. Fitout works).

Project: Construction of Amiri Flight Facilities at New Doha International Airport

Project value: QAR 1.15 Billion

Responsibilities:
• Prepare Design Management Plan which includes processes and procedures in design, tender and contract award phases of the project. It includes processes such as Schedule/ Cost Management, Change management, Risk management, Communication management which are finalized after consultation with internal subject experts and the end users.
• Preventing impractical solutions or time-consuming processes, frequently jeopardizing a project’s funding and, eventually, implementation.
• Liaising with Client (NDIA) and management to develop procurement strategy.
• Discuss and present before the client various scenarios of sequencing and methodology and finalize the most feasible program.
• Implementation plan validation: Time plan optimization, Information Release Schedules, identification of critical milestones, and control points which will aid in early identification of schedule divergence.
• Prepare high level schedules to indicate the tentative project time schedule which forms a part of RFP (Request for Proposal).
• Prepare micro schedule of events associated with tendering of the project for its internal control.
• Management of the design and tendering process, so as to have an effective control of the design process; to ensure this doesn't impede on the construction works further down the line.
• Evaluation of proposals submitted by the pre-qualified bidders from the project management perspective and derive at outline method statements. Also prepare a review report on the bid submittals.
• Co-ordinate with the design team in delivering the “approved for construction” documents as per the design management plan at the required time in the required hard and soft copy formats to the required users.
• Revise processes in the document management system to reflect any changes in the project procedures
• Set up programs, schedules and even organize cluster meetings with relevant parties to ensure all are aware of the scope, timelines, delivery methodology and changes.
• Demonstrate through graphic and visual aids/ software how the project will be delivered.
• Highlight the critical path and perform a high level schedule risk analysis.
• Prepare project management templates and formats for its use during construction phase.
• Claims management for evaluation of Time Extension requests by the consultants/ contractors.
• Identify Key Performance Indicators (KPIs) such as SPI, CPI, SV, CV, delayed activities parameters, financial parameters etc. to monitor project performance during the project life.
• Arrange training sessions for staffs to enhance their knowledge in various project management functions and software such as Primavera P6.
• Prepare formats and dashboards for monthly/ weekly reports in accordance to that mentioned in the contract document.
• Prepare and compile monthly report including design and tender program updating.
• Attend Bi-weekly meetings with the client and design management consultants to discuss schedule/ program and to enforce better control over the design process management.

Responsibility:
