Process Plant Project for Abu Dhabi Gas Industries Ltd, GASCO, UAE, it consists of two
Rich Acid Gas Removal units and two Sulfur Recovery units)
DUTIES AND RESPONSIBILITIES
• The person has the overall responsibility for the coordination, management and control of all lifting activities (included transportation of heavy hauls and oversized loads from point of entry to worksite final location)
• Develop a lifting schedule for all engineered lifts
• Review the lifting schedule and documentation prior to the applicable lift
• Ensure that all lifting studies and transportation studies (when required) proposed by the • SUBCONTRACTOR are technically correct and adequately planned in all their parts. Formally revise (by signing them) prior to submit them to COMPANY for approval;
• Collaborate with the others members of CRANE AND LIFTING GROUP
• Monitor on site, collaborating with his assistants, the correct implementation of this procedure also by performing periodical inspection to SUBCONTRACTORS' tools/equipment;
• Review the competence/qualification of: SUBCONTRACTOR Heavy Lift/Rigging and Transportation Supervisor, SUBCONTRACTOR Rigger/Lifting engineer, SUBCONTRACTOR Rigger/Lifting.
• Checking and monitoring the adequacy of the technical documentation provided by • SUBCONTRACTOR prior to perform any lifting/transportation activities
• Monitor construction work breakdown, to ensure that flow of activities as per proper sequence.
• Maintain all documentation respect to progress, internal transaction between disciplines, take photos of construction activities / progress and report to Construction / Site Manager.
• Prepares daily, weekly and monthly Progress report, to monitor project production policy.
• Ensure safety practices and procedures specific to project / company requirements and are being implemented at site. Ensure work permits according to daily job requirements at site.
• Ensure all man power, materials, plant & machinery and other resources of sub - contractor in the site allocated properly to achieve maximum productivity / output without compromising quality and safety requirements.
• Checking and Clearing of punch list prepared by sub contractor on which all outstanding or rectification works shall be listed during construction and PMC phases.
• Adhere to all company policies, procedures, government laws, statutory rules & regulations.
• Provide day to day Technical Support for related Lifting Equipment safe operation in Logistic Division.
• Carryout Inspection/Maintenance/Repair of all CCU's/baskets before and after shipping.
• Carryout regular lifting equipment audits and risks assessment for Critical Lifting and ensure safe lifting practice during lifting.
• Assist to review design to international standards for fabrication/certification of lifting equipment and co-ordinate with approved third party in BI-annual certification.
• Guide the team of skilled technicians for guaranteed performance and safety standards.
• Train personal as required in safe lifting practices and assist in campaigns to improve overall safe lifting standards.
• Carryout periodical lifting risk assessment and near miss Reports with corrective actions.
• Contribute to HSE program for smooth implementation of safe lifting practices.
• Preparation of lifting study and method statement for pre-assembly and erecting of steel structure and heavy piping spool erection.
• Preparation Lifting plan of Off Gas Compressors, Thermal Incinerator WHB Pre Heaters with stack of 60mtr height, Sulfur Condensers, Re boilers, Activated Carbon Filters, Big Columns, Vessels & Drums, Pump and other Rotary Equipments, Power Generation Package including steam Turbines and Air Cooled condensers
• Perform necessary study work, categorize the handling and lifting operations, review Lifting Studies and calculations, technically evaluate lifting plan with the Construction manager.
• Responsible for the assessment of lifting operations to ensure that planning, selection of cranes and lifting equipment, instruction and supervision as necessary is in place to enable the lifting task to be safely executed.
• Preside Toolbox meeting regarding lifting operation prior to start of work.
• Participate in the Risk Assessment of heavy lifts over live plants & non-routing lifting operation.
• Ensure that Transportation and Lifting operation strategies are followed and that operations are carried out in accordance with Project specific procedures.
• Ensure that adequate inspection and maintenance of lifting equipment is carried out by the Lifting Subcontractor. Perform lifting gears audit every quarter of the year.
• Order lifting equipment such as webbing sling, wire rope sling, shackles, chain blocks, tirfor & other lifting gears. Apply for win (Work Identification No.) and stamping as well.
• Monitor the lifting operations to ensure that they are being carried out effectively in accordance with the established Work Method Statement, Risk and Job Safety Analysis.
• Ensure that all lifting and rigging personnel undergo and pass a documented thorough competency assessment before being permitted to operate unsupervised on the project.
• Perform other duties regarding rigging jobs for conversion.
• Coordinate all daily activities, monitoring progress reports to department managers.
• Develop and implement policy and procedure in the areas of responsibility.
• Erection Scheme for Steel Structure and Heavy Spools.
• Execution of construction activities on site including manpower planning.
• Monitoring the quality of work on site and ensuring that works are carried out as per project specification and relevant standards.
• Direct signaling of crane operations on all lifting jobs in the complex.
• Responsible for the safety of all lifting job in the complex either crane operations or using lifting gears.
