• Develop documented standards, processes, procedures and related guidance and policy to support implementation of the accreditation system;
• Research international quality assurance systems for vocational education and training to develop models for consideration;
• Ensure the accreditation system complements the national licensing system for vocational education and the quality assurance systems and policies of other national organizations, where appropriate;
• Establish result-based monitoring framework for the project based on the contractual agreement with USAID, develop the goal, objectives, outcomes, and output for the project.
• Establish monitoring and evaluation system including (MEL Plan, KPIs, Data Collection Tools and Protocols).
• Develop and implement the communication strategy to promote effective partnerships and support external clients and organize and coordinate communications with stakeholders that includes publications, events and workshops;
• Liaise with other Government departments to ensure the accreditation system integrates with the national vocational education and training system and other related developments;
• Manage and oversee the overall implementation of project activities from operational, technical, administrative and financial aspects to ensure the streamlining of project progress with USAID requirements.
• Provide strategic leadership directions to ensure that activities are executed in alignment contractual agreement with USAID, with full compliance to regulations and obligations.
• Prepare timely project annual reports, quarterly reports, monthly and ad-hoc reports, progress reports, final reports and presentations to meet USAID requirements.
• Supervise the performance of technical, operational, finance and administrative staff to ensure their productivity and meeting work standards and ethics.
• Build the capacity of project staff on community assessment, communications strategies, project management cycles, monitoring and evaluation practices.
• Develop Communication strategy to ensure fruitful relationships with the relations with local and international partners, local NGOs and CBOs, community leaders and key figures.
• Develop scopes of work for local and international consultants, manage and oversee their performance, review and approve their deliverables to ensure meeting the overall project activities and achievements.
• Support the team to ensure that communities and relevant stakeholders are adequately informed about programs, are comfortable to give feedback, that feedback is used to improve the quality of our programs and referral mechanisms are in place.
• Communicate with National Awarding Bodies to deliver credit-bearing technical and vocational education and training Qualifications endorsed by the National Accreditation Commission (NAC);
• Oversee the quality of the delivery, assessment and internal verification of National Qualifications and ensures standards are met.

• Develop institutional effectiveness regulations and procedures to conduct self-assessment reviews for training providers;
• Develop accreditation standards, policies, procedures according to quality assurance principles and excellence model methodologies;
• Develop the accreditation system, compliance inspection processes and instructions for training providers according to quality assurance system and excellence model requirements;
• Train the RTPs on the accreditation regulations and guideline issued by Vocational Education and Training Awards Council (VETAC) to deliver National Qualifications and Awards;
• Develop quality assured procedures for the foreign qualifications delivered in the UAE through formal agreements with awarding bodies;
• Develop a strategic plan, incorporating key outcomes and critical milestones, to implement the registration system and report on progress as agreed;
• Upgrade standards, policies and procedures according to national vocational education and training regulations;
• Improve the registration processes on continuous basis to meet stakeholders and customer requirements and achieve higher satisfaction;
• Manage the implementation of the registration system and monitor outcomes against the standards.

• Develop tools, templates and guidelines for academic quality assurance, program assessment facilitation, support and training;
• Ensure quality compliance with schools accrediting standards and meets all quality contractual obligations as required pertaining to the external quality review organization audits
• Manage the application process for initial and full accreditation of academic programs in Jordan for educational institutions.
• Direct the development of school programs, quality policies, and procedures that support and enhance enterprise-wide corporate quality improvement, ISO (9000/14000) Certification, compliance, and operational efficiency;
• Lead the quality function in ministry and its field directorates and all marketed product corrective action activities in partnership with regulatory;
• Ensure quality systems are implemented in schools and that compliance issues are addressed in a timely manner;
• Lead quality management review board with and participates on leadership team to help develop business strategy and ensure that quality strategy supports business strategy while also maintaining compliance/regulatory requirements.

• Design M&E system, including managing databases, cleaning data, guiding data collectors, and providing information for Performance Monitoring Plan (PMP) reports;
• Develop narrative and empirical write-ups for all project progress reporting and in the documentation and development of project success stories;
• Develop results logical framework according to strategic goals and objectives, output and outcomes expected for the operational activities;
• Develop the learning matrix, success stories and lessons learned framework to capture and disseminate events, information and learning outcome to other initiatives and entities.
• Develop performance measurement plan, associated with data collection and indicators measurement tools and methodologies.
• Develop a common performance monitoring framework that guides all project activities, including school interventions and institutional development;
• Work on all technical aspects related to the General Survey Assessment and School-Specific Assessments of 320 target schools;
• Design of quasi-experimental research and its implementation to gauge project outcomes and impacts;

Develop Performance Management Plan (PMP) as per USAID requirements and contractual obligations for program implementation;
•Develop Results Framework Indicators (RFIs) and Performance Indicators Reference Sheets (PIRS) as per contractual requirements and deliverables;
• Develop M&E system and designing monitoring tools, data collection and verification tools;
•Conduct baseline survey to inform PMP and RFIs as per program interventions, analysis and design to capture all baseline measurements;
•Monitor project activities, outputs through site inspections to the targeted municipalities to measure progress towards anticipated results;
•Identify and adapt data platforms, databases and select technologies to capture and organize data, present findings to USAID and other stakeholders;
•Develop monthly, quarterly, annual and ad-hoc reports based on project requirements and contractual deliverables;
•Train M&E specialists and field staff on monitoring and evaluation concepts processes, and providing ongoing support coaching
•Determine and implement data analysis procedures and use of quantitative or qualitative analysis tools;
•Analyze quantitative and qualitative data, summarizing findings to LGDP management, USAID and stakeholders.
