* Daily and weekly checking of all material used on site for compliance, availability and quality.
* Monitor activities to ensure construction, materials, and installations comply with project specifications and quality control criteria.

* Review and approve contractor’s material submittals, also maintain the material sample library.
* Review and evaluate the material test results and reports submitted by contractor.

* Deal with any other duties that may be assigned from time to time by the SRE and the RE.
* Ensure that HS&E are in compliance with the Contract agreement i.e. Ministry of Environment and HSE plan towards the site personnel as well as to the public.
* Ensure that the quality of the work is delivered according to the Halcrow's Safety Management Plan / Quality Plan, PMS and to the satisfaction of the Client.
* Supervise daily inspection routines of 2 Materials Inspectors

• Develops and initiates standards and methods for inspections, testing and evaluation, utilizing knowledge in Civil Engineering.
• Develop sampling procedures, forms, instructions for recording, evaluating and reporting quality and reliability data.
• Carry out concrete pre pouring and post pouring inspections.
• Carry out site preliminary inspections and prepare RFI submitted to Consultant for Final Inspections.
• Responsible for the main quality control concrete laboratory.
• Developing detailed Inspection and Test Plans based on contract, project and industry quality standards.
• Ensure that all raw materials (cement, coarse and fine aggregates, water and admixtures) used in the batching plant are checked and tested in accordance with project specifications.
• Ensure that only materials which comply with standard and project specifications are used and report to QA/QC Manager the materials not complying with specifications for further actions.
• Ensure that the standard procedures in testing are properly implemented.
• Liaise with third party materials testing independent laboratory regarding reports, test results, test requisitions, trial mixes and calibrations.
• Randomly visits Coarse Aggregate Stevin Rock crusher and washing plant to check quality and availability of 10-20 mm, 5-10 mm and 0-5 mm washed sand aggregates.
• Responsible for the effective implementation of ITP and Quality Control Plan.

Duties and Responsibilities:

• Supervise and perform field and laboratory testing of asphalt, concrete, sub base, sub grade and backfilling soils.
• Manage overall testing activities of project site laboratory.
• Check preliminary materials testing reports.
• Ensure standards procedures of testing are being perform.
• Liaise and coordinate with Project Consultants and Contractors regarding materials testing quality issues.
• Ensure quality control procedures and safety standards are being followed.
• Construction supervision, inspections and tests witnessing (static and dynamic load tests, integrity, calliper and sonic logging) of cast in bored piles.

• Liaise and coordinate with Project Consultants and Contractors regarding concrete quality issues.
• Prepare concrete mix designs submittals for approvals to Consultants and Contractors according to project requirements.
• Supervise sampling and testing of fresh concrete batched and report any variations in consistency to the Production In Charge.
• Coordinates with independent materials testing laboratory, project contractors and project consultants in witnessing tests.
• Checking of laboratory testing results prior to submittal to Project Consultants and Contractors.
• Check and maintain calibrations records of laboratory equipments and batching plant weighing scales.
• Maintain testing reports for filing and records.
• Arrange and supervise full scale trial mixes for witnessing by Contractors and Project Consultants.
• Reporting to QA/QC Manager.
