• Oversea and manage the full cycle of all subcontract agreements and support for all ongoing and/or future projects, that includes subcontractor selection, source evaluation, sending RFQ/RFP, bids and proposals analysis and evaluation, interface with cross-functional team of engineering in starting and closing the Technical Bid Evaluation, Commercial qualifications with legal, quality, document control, and project management team and subcontract awards in accordance to company policies and department SOP for Remotely Operated Vehicle (ROV), Piling Equipment, Survey & Positioning (S&P), Saturated Diving service, As-Built Survey etc.
• Managed all procurement activities and managing full procurement cycle by planning, researching, reviewing, sourcing, soliciting, tendering, negotiating, awarding, administering and closing out Purchase Orders for Offshore materials and equipment requirement such as Long Lead Items (LLI) Mechanical Packages (Gas Turbine Generators, Fire Water Pump, Fuel Gas Heaters and Switchgears), bulk materials including Steel Structures, Electrical / Instrumentation items, Piping material as well as high valued packages such as Flexible Flowlines (estimated value at USD 7 Million), Subsea Umbilical (estimated value at USD 11 Million), Subsea Valves (USD 4 Million) etc.

Handled the sourcing, tender, and purchasing of more than 1, 500 line items related to
Spare Parts, Material and Equipment, Mechanical (non Rotating), Static Machines,
Machinery, High Pressure Equipments, Common Spares and Lab Equipments. Conducting
technical clarification with end users, supplier selection, market assessments, requests for
quotations, bid evaluations, commercial negotiation & award recommendations

Responsible for the provision of end-to-end subcontract agreement and support for all
ongoing and/or future projects, that includes bidder selection, source evaluation, sending

engineering, legal, quality, document control, and project management team for the
closing of technical and commercial qualifications and subcontract awards in accordance

Positioning (S&P), Saturated Diving service, As-Built Survey etc.
* Managing full procurement cycle by planning, researching, reviewing, sourcing, soliciting,
tendering, negotiating, awarding, administering and closing out Purchase Orders for

Packages (Gas Turbine Generators, Fire Water Pump, Fuel Gas Heaters and Switchgears),
bulk materials including Steel Structures, Electrical / Instrumentation items, Piping
material as well as high valued packages such as Flexible Flowlines (estimated value at
USD 7 Million), Subsea Umbilical (estimated value at USD 11 Million), Subsea Valves (USD
4 Million) etc
* Saved between 25% - 35% of the budget in major packages by negotiating pricing and
delivery, while ensuring technical specifications and requirements are not compromised

Developed and maintained 11 (Eleven) Price Agreement Contracts consisting of 4, 900 line
items with local and International suppliers for the supply of common items to eliminate
repetitive procurement process. Constantly strived for Annual price reductions, buyback
schemes, volume discounts to reduce spending
* Continuously increased number of line items to be included in Price Agreement Contracts
by more than 5% (of targeted 2%) that resulted in higher annual discounts given from
regular Suppliers/Vendors. Participated in 10% reduction of Warehouse stock value by
negotiating Suppliers/Vendors to keep and maintain Dubai Petroleum’s stock at their
warehouse. Ensured more than 76% of annual PO (issued 1, 959 POs) is covered by Price
Agreement Contracts, instead of, spot POs
* Initiated early notification system in MAXIMO ERP System to alert Buyers in renewing
and/or increasing Price Agreements’ budget 2-months ahead of expiry date and instigated
a bi-weekly “Pro-Active” Expediting Report to increase “On-Time” deliveries by more than
4% (higher than target minimum 84%) to ensure uninterrupted supply of required
materials are purchased through Price Agreement Contracts
