• Focal point for FIFA 2022 World Cup Ashghal related projects
Support and provide expert guidance to Ashghal Roads Operation & Maintenance Department (ROMD) to improve its Capability, Capacity and Flexibility in delivering its works programme.
Design (with ISD and Contracts Department) e-tendering solution for Framework Contracts. Once completed by Ashghal ISD, commence roll-out of e-tendering across ROMD.
Create key Systems, Processes and tools to align with Zonal, Tunnels, Structures, ITS Frameworks and e-tendering.
Ensure compliance with all processes and procedures relating to EDAMs, EAMs and other Ashghal systems and processes and identify and discontinue duplicate activities.
Implement and manage innovative strategies for enhancing Ashghal supply chain and procurement to ensure value for money, increasing flexibility and improving performance.
Launch and award of new tenders to replace all historical contracts and meet new requirements.
Develop and implement Supply Chain Strategy for supporting FIFA 2022 World Cup event.
Support Organizational Design and rollout (by Ashghal) within ROMD
Collaborate with Engineers, Legal and Finance departments in all aspects of Tendering Process, Contract and Procurement Management
Change Management activities to implement required transition to new ways of working
Up-skill and train of ROMD PCM team and wider stakeholders (e.g. Section engineers, Ashghal Management) on new ways of working
Interface with Ashghal stakeholders to secure on-time delivery of supply chain & procurement requirements
Gather contractor Performance data, manage KPI reporting, implement new ways of scoring/ weightings to ensure continuity of performance
Procurement, Contract Risk Management and representations with other Ashghal stakeholders and committees
Construction and Upgrading of Mesaimeer Road including the Design and Build of the Peripheral Roads
(Sections 1 to 9) (P008 C3) QAR 1.78bn.
•Pre and post-contract Commercial Manager / Contracts Manager duties for P008 C3, D-Ring Road and Rainfall in Qatar (Micro Tunnelling works). Prepare all requests for Proposals, Draft Contract Agreements and attend Client facing meetings.
•Responsible for managing the commercial team and monitoring, reviewing and recommending the contractor’s, variation / addendum claims and managing the site instruction process from establishment of entitlement to preparation of papers for submission to the supervision consultant and Ashghal Public Works Authority (PWA).
•Maintaining ACMS (Ashghal Contract Management System), preparation of contractors monthly / yearly KPI scores based on performance. Part of the CCC Knowledge Management initiative - Contract Administration and Project Control Captain for the Middle East.
•Managing, reviewing and submitting the contractor’s monthly interim application for payment contractor’s to the supervision consultant.
•Established project specific procurement and contracting guidelines and participates in negotiations with the supply chain, supervision consultant and Client to protect the organizations interests.
•Lead and manage timely and effective contract administration and procurement activities at the Project site, guiding the Contracts Administrator and ensuring compliance to contracting policies and procedures.
•Ensuring compliance to contracting policies and procedures and ensuring effective monitoring of all contractual terms and conditions related to all stages of the Project, i.e. Key Stage Milestones.
•Established best practices in the preparation of contract documents.
•Lead qualification process for appointment of subcontractors, suppliers and service providers
•Chair subcontract and supplier meetings and negotiate contracts terms and conditions
•Interpret all contractual (tenders and subcontracts) agreements in the context of Project Management timelines, cost and other parameters and advise the Project Management Team on contractual rights and obligations.
•Prepare, recommend and review contract documents for signing and ensure contractor compliance with LOI / LOA requirements and the terms and conditions of the Contract including insurances, performance bond guarantees and related mandatory requirements.
•Managing and submitting all CAR / Third Party insurance claims through OCIP Insurance.
•Providing all cost claims and substantiation for CAR / Third Party insurance claims to insurance companies (Marsh, Cunningham Lindsey International and Qatar General Insurance.
•Reporting to the Project Director whilst managing a team of 9 no. Quantity Surveyors at all levels.
•Attend board meetings with Senior Directors and Country General Manager.
•Drafting of all Commercial / Contractual internal and external correspondence.
•Advise on most suitable and alternative procurement route and contract type.
•Analyze and plan the final account and extension of contractual agreements and provide continued support to the business units.
•Work with the Project Team for the preparation of documents and legal transcription of contracts.
•Advise of legal status and provide mitigation proposals to minimize risk exposure.
•Support the Project Team in contractual response to Subcontractors, Supervision Consultant, Stakeholders and Client for technical issues.
•Ensuring confidentiality, protecting the rights and obligations of the organizations, in compliance with information and document security policies.
•Ensuring compliance of all contracts and procurement activities with client requirements.
Pre and post-contract Contracts Manager duties for Ashghal Public Works Authority on the new Expressway programme liaising with Qatar Rail for entrusted works. Responsible for managing the commercial team and monitoring, reviewing and recommending the contractor’s, supervision consultant’s and design consultant’s variation / addendum claims and providing engineer’s determinations, managing the site instruction process from establishment of entitlement to preparation of papers for committee approval and formal issue to the contractor. Maintaining ACMS (Ashghal Contract Management System), preparation of consultant’s monthly KPI scores based on performance. Managing, reviewing and recommending the monthly contractor’s and consultant’s applications of payment provided by the supervision consultant and initiating the payment process for the Client.
•Secondment to ASHGHAL Public Works Authority’s Highways Projects Department as Contracts Manager and Commercial Mentor to Qatari Graduates.

•Commercial Lead overseeing and processing the major commercial aspects of 7 projects with an approximate combined Contract value of circa QAR 10.4bn:

o Prepared contract documents, sent out tender enquiries and placed sub-contract orders.

o Prepared and completed over 450 Operation and Maintenance Manuals for 150 CSO sites around the Yorkshire area. Inputted electrical and mechanical data on the Yorkshire Water Asset Inventory Data System. Prepared electrical and mechanical inspection and test plans for audits on various sites.
o Liaised with Peter Duffy Ltd and Johnston Construction Ltd with handovers to Yorkshire Water
