Responsible for cost management, project estimating and quantity surveying for oil and gas and infrastructure projects. Supervise TT cost management team to provide estimates, progress and management reports and support project and contract close out. Took a lead role in interfacing with the Client and other consultants, at all project stages.

Develop cost estimates with different level of accuracy starting from Feasibility study to Detailed design estimate and varied scale up to 40 million dollar for management review and further project execution. Ensure the estimating processes and procedures are developed, implemented and maintained through the life of the project. Support contract holders and cost managers estimating review

Managed a team of 4 Quantity Surveyors; responsible for all aspects of Quantity Surveying on site. Liaised with Construction, Engineering, and Project Controls to confirm progress reporting and identify Change Works. Maintained high quality standards of works under taken in line with Company’s procedures in order to acquire an auditable trail on all financial and business issues during the execution of HUC UP Construction project. Prepared and maintained the project quantity management program on site and prepared appropriate reports. Coordinated the reconciliation of installed quantities with the contractors. Evaluated and identified trends and deviations; recommended corrective courses of action with regard to quantity budgets vs. installed quantities. Responsible for detailed material take-offs; certified and checked and evaluated the Contractors payments.
Successfully negotiated 16 Million USD reduction on the HUC UP D island construction against contractor’s claims

Preparing the ITT Tender packages with special reference to Schedule B compensation & Payment.

Performing contractual and commercial evaluations and to provision of support to C&P.

Preparing and getting approval for Contract Board Submission relevant to new contracts and extension of existing contracts.
Liasing with the Contract Holder and the Accounts Payable Department in the resolution of invoice queries and disputes.

Assisting in tracking expenditures against Contract Board approved limits and advising Contract Holders where re-submissions for increased approval(s) becomes necessary.

Cost and Budget preparation and necessary annual, monthly reporting / forecasting.

Processing of Contractors Invoices and Change Orders for Site approval.

Responsible for all aspects of Quantity Surveying on site. Liaison with Construction, Engineering, and Project Controls to confirm progress reporting and identify Change Works.

Checking of measures and Bills of Quantities submitted by Contractor to form part of the final account.

Preparation of financial data for budgets and settlement of contractors accounts.
Identification and implementation of backcharges. Preparation of internal operating reports and trends for management review.

Monitoring of all construction operations and all relevant documentation;

Preparation and control of Bills of Quantities for Civil, Structural Steelwork, Fireproofing, Cladding, Pipework, Insulation and Equipment; Finalizing the Contract and work scope reconciliation.

Working according to Kazakh legislation, SNIP and GOST.
Development of rates for construction and inputting in ENIR rates based on prices of 2000.

Estimates of projects: Institute of Strategic Research; Health and Sanitary Complex in Almaty, Secondary School for 1200 pupils in Kyzylorda; Rakhat Towers.
