• Evaluation of the Contractors Quality manual in conjunction with the Project Manager / Resident Engineer.
• Review the contractors Inspection Test Plan and all QA/QC documentations including Project Quality Plan.
• Evaluate the QA/QC system implementation by the contractor on site and ensure the compliance with their Quality manual.
• Plan and lead (as necessary), assessment visits/audits to suppliers and sub-contractors. Also conduct internal audit to ensure company’s compliance with quality management system.
• Ensure the contractor performing inspections, sampling and testing of materials in accordance with the specified standards and as approved in the Inspection test plan.
• Inspect the on-site and off-site materials to be used in the project, organize/witness field and laboratory Tests, conducted by third parties on construction materials to ascertain their compliance with the specification.
• Provide feedback to the Project Managers and Resident Engineer, as needed, regarding QA/QC issues that need to be addressed.
• Review and comment on submittals, including test results, method statements, materials and alternate proposals submitted by contractors.
• Review and comment on the contractors testing and commissioning plan/procedure.
• Conduct and co-ordinate site quality meetings in conjunction with PM/RE, client, PMC and contractor.
• Raise non-conformance notices (NCNs)/reports; site inspection notices (SINs) identify quality deficiencies in conjunction with the PM/RE.
• Review the corrective actions proposed by the contractor, respond/follow ups and close out procedure.
• Review and respond to the preventive actions proposed by the contractor.
• Participate in Mock up inspections/ stage inspections and ascertain that the work is executed in accordance with the contract document and approved standards.
• Prepare weekly and monthly reports.
• In charge in the viaduct substructure including civil works (bored piling works, pier works, etc), soil investigation, diversion of underground utilities, traffic management and diversion.
• Coordinates and manages all daily activities which include staff, construction trades, and sub-trades to ensure the project is on schedule and within budget.
• Setting up of construction site in initial stage including review of shop drawings, utility information, materials requisition, effective planning of manpower and equipments and scheduling of activities.
• Prepare monthly, weekly and daily accomplishment reports.
• Liaise daily with the QA/QC and consultant (SYSTRA/PARSONS) regarding Inspection and work schedules.
• Ensure that all in-house prepared engineering drawings meet company quality standards.
• Deals with the designer and different authorities in Dubai (i.e. DEWA, IRRIGATION, ETISALAT, etc) regarding design issues, revisions and diversions of services . (i.e. utilities affecting pile alignment)
• Meet with Site Engineers and sub contractors to gather, analyze and resolve field construction related problems like design, materials and equipments.
• Fully in-charge of the site operation including planning and schedules, construction execution, meeting with clients and contractors, preparation of bill of payments and manages day to day activities at site.
• Monitor and regularly inspect activities at site with contractor’s representative to ensure the quality of works.
• Regularly meet and liaise with the owners to meet their requirements and resolve issues regarding design changes, schedules and cost.
• Prepare weekly report and update the project baseline programme.
• Responsible for quantifying and preparing monthly progress billing
• Prepare Bill of Quantities (BoQ) and other related matters pertaining to BoQ, get quotations and prepare Bill of Materials
• Regularly liaise with the local authorities (Municipal Office) regarding work permits and land titles.
• Reply to the queries (Request for Information and Request for Change) sent by the contractors.
• Design the base isolation device of a house used as a countermeasure to lessen the effect of earthquake.
• Design the size of the I-beam used to support the entire dwelling units and the number of supports and roller for the isolation device.
• Design the location of the stopper that is used to limit the movement of the isolation device.
• Design the bracing of the wall using the earthquake resistant design system.Draw the details of the drawing using AUTOCAD.
