PRIMARY DUTIES:

*Ensure the implementation of the HSE management system in compliance with international standards and best practices.
*Administer the project environmental safety and health program and communicate to the project management team the progress of the safety program.
*Administer project HSE policies and procedures with a focus on potentially hazardous operations and emphasizing proactive solutions.
*Support the project and site facility management in fulfilling environmental safety and health responsibilities.
*Assists in the investigation of all accidents, injuries/illnesses, property damage, and other related incidents and issues reports as required.
*Develop and implement programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
*Develop safety and occupational health standards, practices, and procedure to eliminate or control potential hazards.
*Contribute to the development and maintenance of safety and health culture at the workplace.
*Maintain the profile of safety as a company goal and give safe behavior a high value through actions and communications.

DUTIES AND RESPONSIBILITY:

*Awareness and understanding of all Safety rules and regulations in the Company.
*Implement, read, and, understand the site-specific Safety Manual and requirements
*Ensure emergency response arrangements are in place to manage emergency situations.
*Ensure that Subcontractors operate in a safe manner and comply with the project safety policy.
*Carry out a regular and random inspection on the site and record results.
*Compile and record safety statistics.
*Maintain the necessary Safety related records.
*Develop and implement safe systems of work for the project in conjunction with the Project Manager.
*Ensure risk assessments have been carried out for work activities.
*Ensure the use and wearing of protective clothing and safety equipment provided.
*Ensure the use of the correct tools and equipment for the job.
*Report to Project Manager and Project Engineer any unsafe conditions or defects in plant or equipment.
*Report any injuries resulting from work activities.
*An Investigation into site accidents and analysis of the causes and associated preventative actions.
*Ensure the maintenance of a high standard of housekeeping at all times.
*Conduct training & induction to all employees regarding policy, procedure, rules, and regulation of the company.
*Make a program for toolbox talks for sites.
*Produce the necessary safety-related records.

*Implement company health and safety policies at work.
*Ensure occupational health and safety legal compliance.
*Conduct induction and safety training at the site to new and returning employees coming from their leave.
*Carrying out site safety inspection and preparing reports and submitting to the management for rectification.
*Oversee implementation of operational system and procedures to include but not limited to: Permit to work, lock / out tag out system, hazardous chemical MSDS, PPE system, H2S awareness induction to new employees, and other training activities.
*Monitoring and ensuring the operatives are aware of their HSE responsibilities and they follow it.
*Reporting to the management if the site activities are deviating from the company safety policy and project health and safety plan.
*Advising site management in all safety-related matters.
*Accident/incident near-miss investigation and taking necessary steps to prevent the reoccurrence.
*Monitoring crane, mobile elevating working platforms, and other construction plants.

*Ensure that all construction activities are carried out in a safe manner and according to company HSE policy, statutory regulation, and guidelines.
*Ensure that all construction safety systems and equipment are in place, fully operational, and correctly services. (firefighting system, Confine space Rescue system, Signage, etc.)
*Periodic checking of all mechanical, civil, Electrical, Instrumentation tools, and equipment.
*at site communicating with all levels of the workforce to danger their issue related to HSE.
*Conduct the HSE Meeting with site engineers and managers on-site issues.
*Give training to the employees for awareness of aspects on site.
*Monitor overall Site Safety requirements such as personal protective equipment’s (PPE), proper working tools for construction, proper certified equipment’s, conducting regularly toolbox talk meeting, and verified the certification of the equipment which used on site.
*Obtain work permits for works (work at height, excavation work, confined space, etc.) that need working permits before executing the task.

*Establish, implement, and monitor the management of occupational health and safety policy, program, and procedures.
*Assess management in complying with current health and safety legislation and/ or regulations with the objectives of ensuring that all reasonable and proper measures are taken to protect the safety and health of workers, staff, and visitors conduct the accident investigation.
*Ways to improve existing work methods to better accident/incident prevention.
*Identified and foreseen safety hazards that may affect the health and welfare of site employees and the execution of work.
*Areas of concern at a site where stricter control requests for effective loss prevention & loss control.
*Required changes, supplementary instruction, and other safety aspects essential to improve the existing safety program.
*Increase health and safety awareness at all levels within the organization, investigate and report all accidents, and the damage that occurs within the vicinity to the appropriate authority.
*Investigate and report complaints about hazardous working conditions to management.
*Undertake site inspections acquire a work permit for works they demand it.

Reports and assist the Safety Manager in the overall implementation of approved project HSE program with a primary function of performing continuous monitoring at work site to ensure continuing conformance of field workforce with all relevant safety, health, and environment programs and other existing pertinent policy.
Ability to work under pressure in difficult situations.
Assist Safety Manager in carrying out his duties and responsibilities and in assumes supervisory and other functions called for on the project.
Assist Safety Manager in conducting a full investigation of / incident, including near misses. Determines probable causes, develops, circulates and enforces appropriate permanent preventive measures.
Liaises with the Client safety representative other plant concerned authorities or contractors on work-related safety requirements at work site.
Closely monitor scaffold erection and dismantling work, permit-required confined space entries, crane work/lifting operations, hot work equipment energization, tie-ins, and similar hazardous activities and ensures that all relevant requirements comply.
Carries out the daily site inspection to ensure safe work methods are in operation, adequate fire and fall protection are in place, adequate welfare and first aid facilities are properly maintained, approved tools are being used and enough personal protective equipment provided and properly worn.
Conducts documented Per-Deployment safety Orientation with new site employees or returnees prior to mobilization to the project site.
Checks and ensures compliance with the site workforce with the approved safe work permit system, JSA/JHA, and method of Statements procedure in the plant.
Coordinate with the project management thru his field supervisor, as a result of field safety monitoring on
