Reporting to the Vice President of Health, Safety, Worker Welfare, Accessibility & Assurance, I am responsible for conducting HSE & Worker Welfare research and development for the new ECD Authority HSE model. This will encompass working with external stakeholders to understand regulatory and licensing requirements

Develop an ECD Authority HSE Communications Plan, working closely with the Sustainability and Assurance Manager responsible for divisional communication and the ECD Communications and Marketing teams

Develop and deliver a clear and effective HSE and Worker Welfare Assurance programme, including the implementation of an in-depth inspection and audit plan, ensuring compliance with UAE legal requirements and worker welfare labour laws. Including assurance against ECD departments with a particular focus on Community Management, Site Development & delivery (SD&D), Education & Culture and Entertainment & Experience

Develop and coordinate Environmental Monitoring through all operational projects delivered by internal and external stakeholders

Developing relationships with HSE divisional leads, creating positive engagement and operational alignment and direction across all ECD divisions and functions

Interpret UAE legislation, translating this into ECD Operational plans and ensuring effective implementation and enforcement

Act as the ECD Authority HSE assurance focal point between divisions and functions.

Responsibilities:
- Responsible for safe and comfortable management of pedestrian flows between the transport
hubs and the dedicated stadiums/sites, including but not limited to crowd management, accessibility
support, emergency and medical support, signage and wayfinding, spectators experience and
entertainment overlay.
-Conduct daily Health and Safety inspections for all Last Mile Areas in Ahad Ali Stadium and prepare
a status report submitted to the cluster stadium lead.
-Conduct Last Mile area training for supervisors, marshals and volunteers.
- Support the Last Mile functional area to meet the Safety objectives and requirements for the
Tournament and readiness and test events.
- Detailed planning for the operational activities for the area of responsibility.
- Responsible for the integration of the team to operate in the area of responsibility.
-Coordination and control of operational activities for the area of responsibility.
-Manage and support Last Mile operational staff.
-Report operational issues such as infrastructural works and liaise with the relevant authority be it
ashghal or stadium authority clients and manage their resolution.
-Ensure that all services are provided as per the Last Mile Operational Plan.
-Ensure the highest level of services for the spectators

Projects:
• Roads and Infrastructure in Doha Industrial Area - Package 03 (QS001-P03) Qatar South- The scope of this Project is to provide full infrastructure including earthworks, roads and paving, street lighting, landscaping and irrigation, surface water drainage, foul sewer, treated sewage effluent (TSE) system, and utilities (telecom, potable water and electrical works) in accordance with standards supported by reference to international good practice.

• Flight Deck Training Academy Facility at Hamad International Airport Expansion (HIAEPSC-0002 (Design & Build).
The FDTA facility project houses the Simulator Training Facility comprising of 28 Full Flight Simulators (some of which are relocated from the existing ITC facility), FTD’s, Plant rooms, clean and dirty workshops, Briefing& debriefing rooms, classrooms, canteen areas and MEP Services. The proposed facility is part of a larger development which is under the scope of the 3rd Party Executive Consultant. It will allow Qatar Airways to relocate the existing simulators and expand its regulatory training requirements under one roof allowing better quality control over training.


Responsibilities:

- Manage the Health & Safety aspect of the project as a Supervising Consultant and jointly the
Environmental Specialist for DAR on the project.
- Review and approve Main-contractors’ HSE documents.
- Review and approve HSE personnel of all Contractors on the project.
- Ensure detailed implementation of Qatar Airways Health & Safety procedures/requirement on
the project.
- Conduct inspections and raise reports for non-conformances and other related project elements.
- Review contractor’s compliances and performance.
- Attend Qatar Airways scheduled inspections (site Health, Safety, welfare, accommodation camp,
environment, assessment inspections.)
- Audit Contractors HSE management system and its implementations and other task specific Audits.
- Responsible for all Environment scope of the project in all plots
- Guide Contractors on compliance and measure contractor’s performance.
- Developing trend analysis for developed KPIs’ for the project whilst measuring contractor’s
performance.
- Chair accident investigations on the project and other times participate in Accident investigation
team.
- Interface with Quality department to ensure compliance in related Quality elements of the projects
as it interfaces with HSE.
- Attend and participate in all relevant project meetings and workshops
- And other routine and non-routine project HSE responsibilities.

Develop compliant Company (Project) HSE Plans, coordinate, implement and address issues and directives within the organization. Issue all HSE Permits. Attend all the client HSE meetings. Deliver specific trainings to the project leaders and the Teams. Prepare weekly/monthly reports for the client and corporate Management. Schedule and lead internal HSE meetings. Manage all the subcontractors. Conduct/Lead inspections and audits on the project. Ensure safe environmental working conditions for all employees. Regular visits to all the construction sites to ensure compliance with the project goals, policies and practices. Put all the best efforts to prevent incidents, accidents, injuries and property damages.

 Ashghal Package 01: redesign and upgrade of existing road network and infrastructure (110 kms)
for QS001-P01-Roads and Infrastructure in Doha Industrial Area. Qatar. USD80 Million.

Responsibilities

Check and apply corrective and preventive measures to any unsafe acts by the workers on site.
Monitoring the presentation of Tool box talk and task briefing by the foreman or supervisor
Ensuring work permit is valid before commencement of any work
Daily and routine walkthrough inspection of the premises
