Reporting directly to the EGM in KSA, I direct a group of team managers and coordinate with different project directors and departments heads, and take full role in whole bid lifecycle to systematically prepare, manage, review and submit competitive technical and commercial proposals based on tender documents in compliance with HLG’s standards and procedures.
The Pre-Contracts/ Tendering department, handles simultaneously tenders that range in number from 3 to 12 at any one time, and are worth billions of dollars. The duration for the preparation of each of the tenders ranged from two to six months, and sometimes extends to eight months for mega size projects. The projects types included essentially infrastructure, healthcare, educational, residential, hospitality and commercial buildings and complexes.
The Pre-Contracts Department include multiple discipline teams for Estimation, Procurement, Engineering (Architects, Civil, MEP), Planning, Quantity Surveyors, Commercial and Contracts Administration. Services of specialist consultants are pursued whenever needed for specialized projects or scope of works. Responsibilities also include liaison with the Client, Design Consultants, vendors and sub-contractors. It also includes assignment and coordination of different teams roles in case of Joint venture or consortium with other contract companies, whenever applicable.
During the course of this work I am involved in the recruitment, appraisal of staff along with budget control, forecasting and achievement of department performance targets. These targets include department cost, tender targets and achievement of specified revenues through the pursuit of tenders.
Prepared immaculate set of documents that are discussed with the executive management to enable them to take final decisions on the tender submittal. These documents include, according to HLG standards: initial Tender assessment to get authorization to prepare tender offers; tender preparation budget and programme; site visit report; BOQ’s and verification of quantity takeoffs; key Commercial/ Contractual Issues report; Technical and Commercial qualifications list; Health, Safety and Environment Management plans; Design overview report; Construction methodology including site setup and mobilization/ demobilization plans; labour histograms; Project Organization Charts; level 2 Programme; pricing of direct and indirect works; cash flow; project risks and opportunities assessment register; escalation and currency exchange details ..etc.
* Provided technical support for tendering activities.
* Procured and managed the Pre-Contracts consultancy and design services.
* Determined the engineering requirements for projects during the tendering stage.
* Provided full engineering support during projects initiation stages at sites.
* Determined engineering requirement for each construction project.
* Provide initial kick-off support for site engineering team.
* Established an integrated system for receiving, processing and storing engineering documents for HLG construction projects in KSA.
* Created a core database to verify integrity of documents data before distribution.
* Delivered high level follow up on principal engineering activities on sites and provided crises technical support whenever required.
Engineering and design manager for the Special Projects Business Unit in charge of management across the whole spectrum of all design disciplines involved in construction projects.
During the past five years successfully accomplished the management of all engineering services related to three of the company’s leading projects, one of which was a mixed-use residential and commercial complex, and the other a design and build contract to construct 3 sets of specialized facilities for air force operations. A considerable knowledge was also acquired through substantial involvement in biddings for high-rise buildings, healthcare, and academic institutions projects.
Study and evaluate the design drawings, specifications and contract documents.
Raise Requests for Information and assess consequent responses on the technical and commercial levels.
Manage the development and production of shop drawings in line with the main construction schedule, ensuring expedient approvals by client’s consultant.
Manage the subcontractors’ technical submittals (design drawings, shop drawings, Request For Information, method statement, as-built drawings).
Collaborate with procurement management for the production of materials technical packages, and initiating material submittals accordingly.
Collaborate with QA/QC to ensure that all site engineers and subcontractors are using the latest revision of shop drawings.
Take part in the weekly senior management review meetings.
Take part in the weekly client’s progress review meetings.
Liaise with the local authorities for endorsement of design changes to construction drawings.
