o Support the HSE Manager and team with planning, coordinating and implementing of effective HSE policies, guidelines and procedures to ensure that the department objectives are met.
o Provide support to Project and Operation team in all aspects of safety, occupational health, safety and environmental issues.
o Attend pre-job, planning and client meetings as required on HSE related matters.
o Provide support to the department on the implementation of Company-wide HSE initiatives
o Assist with developing HSE plans that comply with Company policies and procedures as well as client requirements
o Ensure training, tool box meetings, are implemented as part of the company’s training and HSE program, i.e. emergency response systems, etc.
o Investigate and complete the process for close out of all Accident Investigation Reports and prepare/submit lessons learned to the Regional HSE Manager for promulgation to the management
o Manage Safety Statistic reporting within Qatar. Track and provide regular HSE performance reporting to the Department head.
o Assist in the development of project specific HSE procedures.
o Conduct HSE trainings and orientation to all new employees.
o Ensure all worksites are HSE compliant with Company policies and safety standards.
o Support HSE personnel’s in the development of work site HSE campaigns and good practices.
o Assist in ad-hoc HSE tasks/projects as required.
HEJ Construction and Installation Services
o Over all in charge of supervision and management for the implementation of cell site construction from foundation to tower erection including site developments and all variation works that may occur during implementation.
o Prepare/consolidate reports for from site Engineers for project monitoring purposes.
Discharging such other duties and responsibilities as time to time, permanently or temporarily delegated by the project manage
o Monitor and update day to day activities from various sites to achieve target dates.
o Responsible For All Safety Issues Engaged In Various Multi Safety Activities
o Prepare/consolidate reports from site Engineers for project monitoring purposes.
o Review and evaluate plans before implementation in the field
o Assists the project manager in the preparation of all necessary documents required
o Coordinate with Site Acquisition (SAQ) team in performing SKOM (Site Kick Off Meeting)
o Responsible in supervising, monitoring and inspecting on-going cell site construction (Civil, Mechanical, and Electrical) and Telecom installation work progress.
o Verifying the Sites if implementation is done according to Customer specifications, standards & guidelines, work processes and Quality, Health & Safety standards.
o Oversees all civil construction, electrical & telecom installation works in accordance to the design plans and specifications. Manages Tower erection, installations of antenna mounts and fixtures and Cabin (Shelter) installations.
o Manage and supervise all civil work related of the proposed sites for Greenfield, Rooftop or Co-location as per approved construction drawings and specification.
o Check and review detail design drawings prior to implementation.
o Inspect and assess the quality of workmanship of contractors during construction of proposed sites (Greenfield, Rooftop and Co-locate) from Site Acquisition, Technical Site Survey, Equipment Shelter and Site Development Construction.
o Conduct s Technical Site Survey (TSS ) during the preliminary stages and prepare TSS Report of proposed sites for evaluation
o Represent the company together with Site Acquisition representatives and Contractors representatives during Site Kickoff meetings.
o Acts as controller / inspector during site construction from foundation to tower erection including site developments and all variation works that may occur during implementation
o Conducts Site / Quality Audit when needed
o Assists the regional Team Leader in the preparation of all necessary / required reports and documents needed for the completion of the project
o Ensure to achieve the target RFI as well as PAT and FAT dates.
o Recommend disciplinary action to safety violators who unnecessarily expose themselves or other personnel to injury and property damaged
o Coordinates with the contractors or implementation group with regards to some problems, discrepancies that may arise during the fabrication and execution of certain projects.
o Prepare report on the actual status of projects.
o Ensure HSE procedures are executed as planned and within specified time schedules
o Provide support to the management for all necessary information and action related to HSE that will impact to the company
o Collaborate with the line management to resolve HSE issues
o Monitor and analyze the work compliances with the relevant legal requirements.
o Investigate incidents, accidents and near misses in work places and report them; recommend measures to prevent recurrence
o Discussion of Safety aspects with supervisors/workmen before starting jobs
o Conduct Safety workshop to improve safety awareness among staff
o Dissemination and implementation of various learning points arrived from the different accidents/incidents
o Properly checking of all equipment

• Implement fall prevention and protection (working at heights, scaffolding and ladder safety)

• Acts in the advisory capacity on all matters pertaining to health and safety for the guidance of the employer and works.
• Initiate immediate stoppage of any operation that in his judgment could cause death, injury of extensive damage to property and notifying all concerned, especially Supervisors and workers for immediate corrective measures to eliminate hazards.
• Recommend disciplinary action to safety violators who unnecessarily expose themselves or other personnel to injury and property damaged
• Conduct periodic assessment and inspection to all workplace and all fire inspection equipment to ensure their integrity.
• Participates and analyzes accident/incident reports and statistics to uncover underlying causes, trends, particular problem areas.
• Coordinated with engineering and maintenance sections with respect to safety and health standards compliance. Conduct accident investigation relative to work-related injuries and property damage.
• Maintain and helps in the maintenance of an efficient accident record system and coordinates action taken to eliminate accident cause.
• Arranges for preparation of statistical reports and evaluation of safety program performance, activities, and distribute these to all levels of local management.

• Performs probationary and final acceptance test of newly installed/integrated BTS/RBS, NODE B, MWR transmission equipments and civil works like towers, equipment shelter, genset rooms, etc.
• Performs installation, commissioning, upgrades and integration of Nokia 3G WCDMA Flexi BTS, Nokia BTS.
• Performs cable testing (VSWR, Return Loss, DTF using Anritsu Site Master); transmission testing (BER tester) and functionality/drive test of 2G and 3G sites.
• Performs commissioning and maintenance of microwave radio transmission NEC pasolink.
• Performs antenna tilting and re-orientation to maximize network coverage and signal strength.
• Make sure that all safety procedures are followed on the construction of telecommunication tower site

• Assist workers regarding company safety regulation to comply with.
• Reports and documents daily activities Responsible for enforcing safety rules, as well as identifying and correcting unsafe condition at the job site
• Assist to supervise safety during erection and lifting activities such as Permit to work, barricading, signage, certification of lifting gears/ color coding, inspection of certification of operators and riggers
• Assist to affiliate safety policy, documentation and implementation. State safety goals, method and safety guidelines. Rules, implementation and enforcement methods, program descriptions, volunteer training requirements, and any other necessary and relevant information
• Ensure proper use of PPE Identify hazards and respond to eliminate incident and ensure safety
