- Involved with the feasibility studies of Qetaifan Island North project up to and including all design stages from Concept Design to Detailed Design, Tender Documents as well as Construction Supervision.
The project is a Major Development of Katara Hospitality which is a mixed-use development island consisting of complete infrastructure package, marine works, beach club and beaches, water parks, hotels, shopping malls as well as residential buildings.
- Evaluate bid documentation of main contractors, evaluate and negotiate with main contractors prior to executing contracts ensuring project scope is fulfilled and within estimated budgets and timeline.
- Responsible for overall Master Programme development and coordination of all the construction packages on Master Planning role.
- Coordinating work estimating and bidding on residential and commercial projects.
- Lead a team of 20+ estimators responding to clients request for proposals. Responsible for overall estimate coordination and turnover to operations for residential (ground-up developments) and commercial projects to include fit-out construction / tenant improvements.
- Pre-qualify subcontractors, evaluate bid proposals and negotiating with subcontractors prior to executing contracts ensuring project scope is fulfilled and within estimated budgets.
- Responsible for preparing technical responses /write-ups to client in support of the cost estimates.
- Recruitment and development of estimating personnel.
• Appointed to this newly created role in the company to manage seven (7) regions in excess of 150+ active projects of various sizes. Merged the project management strategy, processes and tools to one manageable point while designing several different processes, planning / forecasting tools and programs. This resulted in minimizing the high level of communication between project management, finance and procurement and also saved 150 man days annually.
• Appointed as Senior Project Planning Manager to newly awarded Mega projects to the company such as Dubai International Airport Terminal 3, Dubai Parks & Resorts project, New Doha International Airport, Cleveland Clinic Abu Dhabi, etc. Implemented Project Controls procedures while managing the on-site team including quantity surveyors and planning personnel. Developed and implemented the Project Management Plan (PMP) documenting assumptions and decisions regarding communication, management processes, execution, monitoring and overall project management defining the overall team roles, responsibilities, procedures and processes to deliver the project on time and within budget.
• Assigned in Projects Pre-Sales Development and Post Sales Delivery: Identify project objectives, develop scope definition and work breakdown structure, outline reporting baselines, project mobilization, project management training, etc.
• Provide project support services, program development management and start-up services in new project planning, scheduling, cost control and risk management for all other Middle East regions, North Africa and Turkey.
• Manage project and site managers with project initiation activities, deploying and implementing of process strategies to effect the contractual and operational objective.
• Solely developed and implemented the tool named TARGET 20/20 providing to VP and Executive Management complete financials and progress reporting strategy in MENA Region for contracts in excess of $300 million USD, which improved the accuracy on forecasted margins by 5%. To this effort, have been awarded the annual company Gold Star Award for Innovation category being the highest category in the company.
• Provide leadership over team of seven cost specialists/estimators managing projects with annual budget of over $30 million, in support of United States Army Europe (USAREUR) Area of Operations.
• Developing the project controls execution strategy to achieve the contract requirements for different types of contracting such as Cost Plus Award Fee, Cost Plus Fixed Fee, Firm Fixed Price and Cost Reimbursable contracts.
• Provide progress, cost and risk monitoring analysis on weekly basis and reporting to Program Management.
• Managing Option Year 4 proposal planning for Kosovo and Romania whilst consulting with Program Management on execution plan for multiple Performance Work Statements (PWS).
• Managing the risk and claims management plan, document control and managing change control.
Provide leadership in the implementation of all Project Controls procedures using Earned Value Management on setting up and reporting multiple projects in excess of $600M, from start to completion including:
- Project schedule development and Work Breakdown Structure (WBS) set up in Primavera suite of applications such as Cost Manager, P6 Planning/Scheduling and Contract Manager (Expedition) and used these applications for all reporting requirements to better manage projects and their successful timely completion within budget.
- Setting up projects WBS structure in SAP for Cost Controlling/Reporting and Client/Subcontractor billing purposes and responsible to generate billing invoices for Clients and Subcontractors using the planning and reporting tools.
- Development of Cost Reports including all analysis on spending trends, historical expenses, and future cost projections. Closely monitored actual project costs against budget, performed periodic auditing efforts and ad hoc cost analysis.
- Traveled to different job sites and countries to getting actual data as it was main function to accomplish project reporting’s accurately.
- Consulted with Project Managers to ensure adjustments were made in accordance with project changes in order to facilitate long-term planning and solid change management control in place.
- Developed Request for Proposals (RFP’s) as well as providing peer review of RFP’s prior to Compliance and Senior Management submission.
• Projects were as diverse as: Airfield expansions/repairs in Baghdad International Airport and Air Force bases in Iraq and Afghanistan; Construction of Dinning Facilities, Power Plants, Water Treatment Plants, Helicopter Maintenance Facilities, etc
• Solely responsible for Sarbanes-Oxley (SOX) Assessment for Project Controls Middle East Region Office to include assessment on Planning/Scheduling, Cost Control and Contingency / Risk Management.
• Responsible for providing the Senior Management and Vice Presidents with monthly Project Status Report (PSR’s) updates on project development and completion.
• Received MVP Award for meeting and exceeding mission needs for successful operation and completion of multiple CENTCOM projects, for contributing to $160M in new work won and enhanced profit margins.
Provide leadership in the implementation of all Project Controls procedures. Managed a team of 30 employees including planning, estimating and cost control personnel. Worked closely with senior project management to provide regular updates of project progress, actual vs. budget analysis as per planned scope of work, and new unscheduled client project directives.
Successfully passed continuous three days DCAA Audit (Defense Contract Audit Agency) on $1.8 billion projects with no audit findings and reporting’s. Received certificate of appreciation from DCMA (Defense Contract Management Agency) to this effort.
• Monitor status of technical directives from client. Provide leadership on an average of 10 project schedules monthly.
• Provide development, oversight, and guidance on Cost Reports including all analysis on spending trends, historical expenses, and future cost projections. Closely monitored actual project costs against plan, performed periodic auditing efforts and ad hoc cost analysis. Provided management responsibilities to a team of 20+ cost specialists reviewing expenses related to multiple projects exceeding budgets of $1 billion (invoices, subcontract review, expense reports, daily requisitions etc.). Team responsible for providing Cost Avoidance Measure review and analysis for a total project cost savings of approximately $150 million.
• Directly responsible for Basis of Estimates on proposals for multiple projects totaling in excess of $1 billion. These budgets varied in complexity for missions such as Base Construction and Contractors Support, Power Plants, Middle East Regional Transportation (logistics) missions, etc. Base Construction project estimates were as diverse as dining facility construction, base housing, water treatment, to base road construction (base supports on average 40 thousand personnel). Provided guidance and technical direction to a team of estimators to complete over 500 detailed project estimates annually. On average, construction estimates came within 90% of original estimate (excluding technical direction or scope changes).
- Instrumental in assisting the Lead Estimator and Regional Project Controls Manager in reorganizing and rebuilding the estimating team within Project Controls. The estimating team had lost key staffing resources; played an active and vital role in identifying, training and mentoring of new personnel. Identified other Project Controls staff to cross-train in estimating responsibilities. Provided detailed training on Rough Order of Magnitude (ROM) estimates, budget proposals and other estimating requests.
- Created and reviewed the team’s ROM and Notice to Proceed (NTP) requests from the Army and prepared estimates and proposals as required. For example, was solely responsible for the $114 million Man Camp Construction Project estimate. Organized job site visits with internal departments and the client to ensure solid understanding of client needs and request. Coordinated with Engineering and Trade Departments in developing accurate ROM estimates and ensuring solid understanding of client needs and scope of work.
- Served as Project Lead for the creation, compilation, review and submission of the Balkan Support Contract Extension Proposal. This entailed the direct leadership of five cost specialists and estimators with an extended virtual team of approximately 20 project stakeholders. Led the group in preparing over 20 separate proposals for client review. This effort resulted in full acceptance by the client of this five year contract.
- Interfaced with the Functional Area Managers (FAM) to resolve cost performance and funding issues. Responsible for formulation and development of cost control concepts, implemented a cost forecast process, management of Work Breakdown Structure (WBS) and various special projects. Compiled and validated Cost Avoidance Measures (CAMs) submitted to the government demonstrating cost savings programs in excess of $5 million.
- Enhanced processes and systems tools for tracking Notice to Proceed (NTP) requests issued by the Administrative Contracting Officer (ACO) to KBR. This involved developing new procedures, designing tracking tools and standardized pricing databases in Access and Excel. Additionally, created several databases tools for cost control validation, tracking employee labor and vacation time, and employee incentive programs.
Supported the Engineering & Construction Teams as a Field Supervisor and Administrative Assistant. Responsible for organizing and planning various construction jobs. Successfully worked in a team environment which required excellent communication and organizational skills. Responsible for coordinating and directing the work activities at various organizational levels including working with the appropriate Army contacts. Accountable for ordering project materials as well as preparation of equipment (transportation movement requests) for installation, maintenance, or enhancements that may have been needed to ensure the project remained on schedule. Effectively monitored multiple projects according to safety regulations and ensured compliance with all applicable safety, environmental and regulatory procedures. Provided the appropriate daily project updates to senior management as required. Took initiative to standardize all daily reporting metrics across organizations into one format and compile in a centralized database. Performed other essential functions assigned by management to ensure success of the project.
