• Directly responsible for Basis of Estimates on proposals for multiple projects totaling in excess of $1 billion. These budgets varied in complexity for missions such as Base Construction and Contractors Support, Power Plants, Middle East Regional Transportation (logistics) missions, etc. Base Construction project estimates were as diverse as dining facility construction, base housing, water treatment, to base road construction (base supports on average 40 thousand personnel). Provided guidance and technical direction to a team of estimators to complete over 500 detailed project estimates annually. On average, construction estimates came within 90% of original estimate (excluding technical direction or scope changes).

- Instrumental in assisting the Lead Estimator and Regional Project Controls Manager in reorganizing and rebuilding the estimating team within Project Controls. The estimating team had lost key staffing resources; played an active and vital role in identifying, training and mentoring of new personnel. Identified other Project Controls staff to cross-train in estimating responsibilities. Provided detailed training on Rough Order of Magnitude (ROM) estimates, budget proposals and other estimating requests.

- Created and reviewed the team’s ROM and Notice to Proceed (NTP) requests from the Army and prepared estimates and proposals as required. For example, was solely responsible for the $114 million Man Camp Construction Project estimate. Organized job site visits with internal departments and the client to ensure solid understanding of client needs and request. Coordinated with Engineering and Trade Departments in developing accurate ROM estimates and ensuring solid understanding of client needs and scope of work.

- Served as Project Lead for the creation, compilation, review and submission of the Balkan Support Contract Extension Proposal. This entailed the direct leadership of five cost specialists and estimators with an extended virtual team of approximately 20 project stakeholders. Led the group in preparing over 20 separate proposals for client review. This effort resulted in full acceptance by the client of this five year contract.

- Interfaced with the Functional Area Managers (FAM) to resolve cost performance and funding issues. Responsible for formulation and development of cost control concepts, implemented a cost forecast process, management of Work Breakdown Structure (WBS) and various special projects. Compiled and validated Cost Avoidance Measures (CAMs) submitted to the government demonstrating cost savings programs in excess of $5 million.

- Enhanced processes and systems tools for tracking Notice to Proceed (NTP) requests issued by the Administrative Contracting Officer (ACO) to KBR. This involved developing new procedures, designing tracking tools and standardized pricing databases in Access and Excel. Additionally, created several databases tools for cost control validation, tracking employee labor and vacation time, and employee incentive programs.
