HSE Manager for Operations of Facilities.
• Maintaining a culture that allows all individuals and teams to provide positive input into Safety, Health and Environment in their workplace.
• Preparing HSE deliverables and other sort of procedures required for the smooth flow of project.
• Developing and maintaining excellent communications with all levels of staff providing advice, guidance, support and management assistance in a timely and quality manner. Engaging in active personal development while assisting project resources in their individual development.
• Communicating effectively with external colleagues (Health & Safety and Environment Authorities, Local National and International Authorities, Clients representatives, consultants Contractors etc ensuring a coordinated and compliant approach to Safety, Health and Environmental management.
• Determines cause of unsafe acts and conditions through procedure review, equipment and facilities inspection, and worker observation with corrective action recommendations provided.
• Participates in the investigation of site accidents and incidents.
• Collects and analyzes injury and safety survey statistical data.
• Attend pre-job, planning and other consultants/ Contractors’ meetings as required and supervise the company on area specific HSE audits, reports, certifications, permits, etc.
• Conducting regular audits and inspections at project locations.
• Investigating all accidents and near-misses be investigated, preparing report of findings, including recommendations to prevent recurrence and implement approved course of action.
• Development and implementation of HSE Plans and emergency response plans that comply with Company policies and procedures as well as local requirements on site.
• Ensuring that all project personnel comply with HSE training and medical requirements.
• Assists work site HSE professionals and line management in development of work site HSE and Cause No Harm promotions and campaigns.
o Prepare, review & administer the implementation of CSSP, ERP, EMP, HIP, WMP, Heat Stress Plan, Fire Protection Plan and Ancillary Facilities Plan for site projects.
o Conducting gap analysis of actual site implementation based on approved CSSP program.
o Coordinate with Saudi Aramco and PMT for all safety requirements and facilitates compliance.
o Participate in safety-related events, conferences, meetings and represent the Company in these activities.
o Audits the Company’s Safety Performance, recommends corrective actions and measures for continual improvement.
o Collaborate with Project Site Managers for the implementation of the CSSP Program.
o Develop, review and implement Safety Training Program for employees.
o Review current files, records, literatures and publications of safety related to the Company’s operations.
o Prepares and submits consolidated safety reports to management.
o Coordinate and interact with all corporate and project site departments of the Company to facilitate compliance of Safety Programs.
o Keeps abreast with new developments in the field of Safety and Loss Prevention.
o Facilitate the appointment of qualified HSE Staff for every project site.
o Supervise the performance of Site HSE Staff.
o Facilitate improvement and enhancement of the working knowledge of HSE Department.
o Manage a team of HSE Supervisors/ Officers, Environmental Coordinators, HSE Coordinators and Clinic Staff.
o Conducting PHAs, HAZOPs, JSAs, incident investigations, compliance reviews and part of insurance surveys.
o Provide ongoing support to assist in implementing the Saudi Aramco Safety Management System and in meeting safety objectives and expectations of standards.
o Develop and implement the Health & Safety, Security and Environment Management Plan including training, monitoring, enforcement, incident investigation, coordination with engineer and client safety staff and supervision of company health, safety, security and environment department staff.
o Educate, engage and evolve employees to focus on constant improvement through well managed systems.
o Develop policy, plan actions, implement plan, monitor performance and evaluate programs for improvement in accordance with company goals, project requirements and local regulations.
o Interface with project and operations management, sales, clients, and relevant government agencies.
o Contribute to development of new techniques and standards.
o Direct and guide employees based on general policies and management guidance and provide interpretation of compliance requirements. Provide HSE leadership and technical expertise to company and sub contactors personnel to continuously improve safety and security. Review and approve all method statements and risk assessments, to ensure compliance to international standards, before submission for final client approval.
o Managing HSE Department, day to day ensuring team work, high performance standards and targets are met.
o Coordinate with respective Line Managers and Operations Team for effective management of HSE policy and procedures.
o Monitor, inspect, communicate and verify the status of HSE related activities, non-conformance reports, and corrective actions and provide feedback to managers.
o Direct and oversee the HSE training programs and monitor employees’ training.
o Maintain an appropriate level of awareness, knowledge, and preparedness across the company to create a culture that prioritizes effective HSE.
o Review existing HSE policies and practices of the company to ensure they are current and appropriate; conduct hazard and risk assessments and change existing or develop new recommendations from these assessments.
o Provide direct support and resource coordination during account transition or refresh, including direction as to account HSE requirements.
o Develop a Corporate Health, Safety, Security and Environment Management System focusing on continual improvement.
o Develop corporate policy with senior management; plan action program; implement plan; monitor performance, evaluate improvement areas and revise plan in accordance with corporate goals, various project requirements and local regulations.
o Develop a management system that can adapt to various types of projects and scopes of work while providing a safe, secure, healthy and environmentally friendly work environment for all employees.
o Educate, engage and evolve management and supervisors to develop a shared ownership approach to safety management.
o Manages the entire HSSE Department for various projects including safety, security, medical and environmental personnel. Produce, develop and implement the Project HSE Training Plan. Train and coach all levels of management.
o Manage HSE Program for multiple offices and project locations within a region.
o Maintain accident statistics, analyze trends and propose and take remedial actions.
o Investigate all accidents and near misses.
o Prepare report of findings, including recommendations to prevent recurrence and implement approved course of action.
o Assist and support facilities and departments in the preparation of risk assessments.
o Monitor the availability and appropriateness of risk assessments where necessary, safe working practices.
o Periodic safety inspections & audits of sites
o Involved in the evaluation and management of sub-contractors from safety point of view
o Interface with client and PMT on safety issues
o Set direction and lead by example to embed a positive H&S culture.
o Promote H&S at Senior Management level.
o In liaison with senior management, ensure that sufficient resources/funds are available to meet the requirements of the company policy.
o Attend the H&S Unit audit and ensure an action plan is established to address issues identified.
o As a team member from Integrated Project Management Team (IPMT) responsible for HSE compliance during Construction, Pre-Commissioning, Commissioning, Transition & Startup Phases. Managed PMT and EPC contractors in their HSE programs, at a project where man power was more than 40, 000.
o Manage the health, safety and environmental arrangements for the project against the SABIC HSEQ Management System requirements, to ensure the protection of workforce.
o Manage HSE Inspectors to ensure they are monitoring the implementation of health and safety arrangements at project site level, in accordance with legal and client requirements.
o Develop and deliver health, safety and environmental training to project employees including but not limited to; induction, safe working practices.
o Review and approve contractor’s health, safety and environmental plans, risk assessments and method statements against legal and client requirements prior to the work being carried out.
o Plan daily morning site visits across project sites to ensure health and safety measures are in place before works begins.
o Carry out weekly joint HSE inspections with HSE Inspectors and contractor personnel and ensure all the corrective/preventive actions are closed out.
o Organize HSE meetings with clients, project staff, and contractors.
o Initiate and test emergency response plans and ensure the drills are carried out as per the project schedule and performance standards.
o Ensure HSE Inspectors follow up on contractor’s incident investigation reports are completed and corrective actions are identified and closed out to prevent a recurrence and provide necessary technical guidance for accident protection.
o To ensure client’s (SHARQ) EHS standards are being implemented & adhered properly.
o To ensure that Contractor’s EHS procedures / plans are in line with client set standards.
o To conduct Project Safety Index (PSI)
o To assist, participate & review the incident investigation reports.
o Coordinate and follow-up training needs and requirements required for PMT and Contractors.
o To review contractors EHS procedures, EHS plans, job safety analysis & risk assessments etc.
o Ensure Safety and Health alignment between Project & Construction Teams.
o Chair the EHS & contractors coordination meetings.
o To participate in weekly PMT Sr. management meeting and discuss safety issues of concerns.
o To ensure complete implementation of all corrective actions and recommendations resulted from safety auditing and incident investigation. Compiling HSE based presentations and presenting them in the meetings and investigations.
o To Ensure the EPC & sub-contractors are conducting and executing the JSA / Safety action plans for all critical tasks that are planned on project.
o Monitoring the duties & responsibilities of HSE Departments of EPC/ sub-contractors.
o Monitoring pre-commissioning and HSE in Transition issues.
o To develop training needs matrix and to implement.
o Report Safety incidents and Safety concerns to Program HSE Manager & Asset Management.
o Participate in the safety incident investigations.
o Ensure implementation of the Emergency Response Plan (ERP) and contractor is updating the Emergency Plan in various site conditions.
o Review night work radiography, confined space and other permits requirements and making sure that activities are in line with project procedures.
o Supports the top management in the HSE policies, procedures and guidelines development.
o Supports the top management in the organization roles and responsibilities definition, for what concerns safety aspects.
o Monitors the effective implementation of appropriate HSE System procedures and provide for their updating in line with changes in Legislation and Company Directives.
o Conducts safety audits both internal and external.
o Takes part in accident / incident investigation.
o Carries out analysis of accident / incident statistics, identifying trends and suggesting improvement plans.
o Provides technical support to Senior Management on any safety related subjects.
o Carries out any in-house safety training.

o Provides Safety support and advice, including supervision on preparation of plans and procedures for initial contract start up activities

o Act as the project resource for related HSE information on procedures, guidelines and standards, project contact for HSE issues and coach teams and individuals on HSE related tasks and activities
o Assist in developing and achieving project HSE goals and ensure compliance tasks are completed
o Perform / coordinate certain HSE monitoring, data collection, analyzing and reporting for the project. As required, participate in the HSE related project reviews
o Coordinate schedules for and complete project HSE audits and assessments. As required, conduct and document incident investigations and follow up corrective actions
o Provide HSE support to various project activities and ensure a safe work environment for the overall workforce
o Carry out training in HSE procedures, control the level of compliance with safety specifications, suggest corrective measures, and report safety performance
o Make adjustments required to HSE sub-contractor management plans as required
o Coordinate arrangements to ensure that the working procedures are implemented correctly.
