• Prepares Project HSE plan including emergency response plan, fire prevention plan and other plans as requested by client/consultant.
• Developing, monitoring and implementing policies, programs and procedures with respect to the organization’s health, safety and environmental program
• Manage and coordinate the activities of HSE staff including training, employee development, performance evaluation and the establishing of goals and performance objectives.
• Conducting daily site audit and inspection for safety
• Coordinating with Nakheel subcontractor on health, safety and environmental issues and ensure immediate close out by the subcontractor.
• Conduct risk assessment for each new activities
• Maintain HSE related document
• Coordinate with traffic manager to resolve traffic issues
• Co-ordinate with project management to resolve HSE issues
• Monitoring and implementing confine space requirements/procedures
• Request for safety materials
• Follow up the issued Permit to Work (PTW), renew PTW and issue new PTW as needed by the construction team.
• Follow up on validity and conditions of Issued PTW
• Prepare and submit weekly & monthly HSE statistics report to the client/consultant
• Prepare and conduct HSE training for construction team.
• Conduct and coordinates emergency drill and prepare drill report for the project
• Ensure that PTW are available at site and STARRT Meeting conducted by the work supervisor prior starting any activity
• Prepares Project HSE plan including emergency response plan, fire prevention plan and other plans as requested by client/consultant.
• Ensure that as built drawing are available, the excavation areas are scanned with cable detector and trial pit carried out prior to any excavation work
• Carry out a risk assessment of the conditions and the work and activities to be conducted in the confined space (trench) and identify the necessary safety precautions to be taken according to the findings to avoid posing hazards to workers.
• Monitoring and enforcing confine space requirements.
• Conduct risk assessment for all new activities
• Ensure proper traffic management.
• Review traffic diversion plan
• Monitor to ensure that safe work practices are implemented and enforced in all operations and stops work where condition or practices are unsafe
• Follow up and monitor all risk related activities at site.
• Conduct HSE induction for new employee to the project and visitors
• Conduct training for the project team
• Conduction daily HSE inspection at site
• Conduct daily inspection on excavation, equipment etc
• Participate in incident investigation
• Ensure all equipment, excavations are secured before leaving the site
Roles and Responsibilities
•Conduct risk assessment and enforce control measures
•Carry out a risk assessment of the conditions and the work and activities to be conducted in the confined space (tank) and identify the necessary safety precautions to be taken according to the findings to avoid posing hazards to workers.
•Ensure that the safe system of work, including the precautions identified, for the confine space activity, is developed and put into practice.
•Ensure that everyone involved in the confine space activity must be properly trained and instructed to know what to do and how to do it safely.
•Ensure that the individuals working in the confined space meet certain requirements such as certified workers, suficient experience, fit to use required PPE.
•Ensure to disconnect and properly locking of the power supply of all machinery and equipment that could cause hazards in the confined space (tank)
•Ensure that atmospheric testing is carried out by a competent person using a suitable gas detector that is correctly calibrated prior to entry and during work activity in the confine space
•Ensure safe handling, usage and storage of chemical
•Ensure that proper chemical inventories are maintained
•Ensure that MSDS and Chemical labels are maintained and available to workers
•Conduct job hazard analysis
•Monitoring and assessing hazardous or unsafe situation
•Stop unsafe act and correct it through the regular line of authority
•Carry out permit to work monitoring and review.
•Inspect premises and work personnel to identify issues or non conformity(eg not using protective equipment)
•Conduct HSE training for all employees
•Ensure proper waste management( waste segregation, storage and disposal)
•Ensure proper storage and labelling of hazardous material
•Conduct monthly inspections on fire extinguishers, equipment, power tools etc
