As an independent contractor for HDR Design-Build, Inc., responsible for developing and maintaining the master schedule for two design-build projects: the $45 million Hershey Medical Center East, a new facility in Hershey, PA and the $20 million Desoto Medical Center, a renovation and expansion of an existing hospital in Arcadia, FL.
As an independent contractor for the American University of Afghanistan (AUAf), responsible for overseeing ongoing renovation work at the new campus and outfitting the buildings so that the facility would be ready for classes to begin in March 2006. This included soliciting bids for the restoration of the powerhouse structure; making sure that all utilities are available and functioning; supervising the layout and uses of the rooms; overseeing the ordering and installation of furniture, computers, HVAC, lighting, floor coverings, etc. Since this was a new facility, and the timeline was relatively short there is an emphasis on obtaining locally manufactured commodities that conform to high quality guidelines. Also served on the review committee for proposals for the Master Plan for the new AUAf campus submitted by the short listed consultants.
Responsible Planning and Scheduling on the USAID funded Rehabilitation of Economic Facilities and Services (REFS) program in Afghanistan. The $665 million REFS program encompasses rebuilding highways, secondary roads, urban roads, schools, clinics, dams, irrigation, power generation, water and wastewater projects. Responsible for cost control relating to specific contracts. Responsible for the setup and administration of document control via Expedition contract control software. Involved in delay claims and impact analyses, as well as other type of cost related studies.
Supervised all aspects of the cost and schedule for the $218 million Terminal Improvement Program (TIP) at Kansas City International Airport. Reviewed payment applications, schedule cost loading, and produced various cost reports pertaining to TIP as well as non-TIP contracts. Also oversaw the reviews of the schedules submitted by the individual contractors. In addition, also involved in claims and impact analyses, as well as other type of cost related studies.
Developed and maintained a variety of schedules for design-build as well as traditional domestic and international projects. Also served as the cost engineer on several of these projects.
As the Program Controls Manager for the CH2M Hill led Construction Management Team (CMT). He was responsible for establishing all scheduling, cost control, document control, and reporting procedures for the Metro Dade Water and Sewer Department’s $53 million North District WWTP expansion.
As Senior Project Controls Engineer for CH2M Hill-Hanford was responsible for developing and maintaining schedules for various types of remediation at the U.S. Department of Energy’s Hanford Nuclear Site. Also a member of the Systems Advisory Group that developed and implemented procedures for WBS and activity coding related to cost and time controls for this multi-million dollar clean-up effort.
In the Cost/Schedule Group of the $2.2 billion Milwaukee Water Pollution Abatement Program (MWPAP) specializing in project controls, scheduling, and time impact analysis. Specific duties included updating the master program schedule, performing time impact analyses, and analyzing all contract modification initiation requests for possible impacts on the construction schedule. Also, utilized Primavera Project Planner (P3) to construct a master closeout schedule for the entire MWPAP. This involved electronic transfer of data from several information sources.
Analyzed the construction contractors’ original overall schedules for conformance with the contract requirements and also reviewed each schedule update and conducted progress review meetings. He also analyzed the contractors’ projected cash flow report, and using the data from these analyses, updated the earned cash flow report. Involved in claims and impact analyses, as well as other type of cost related studies.
