• Responsible for supervision of construction works executed by contractors to ensure Department’s assigned projects are constructed in accordance with the approved Scope of Work, engineering design, QHSE standards & specifications. Review and provide comments on construction method statements, material submittals, commissioning procedures from start of construction of projects till completion
• Perform Site Inspection based on the RFI submitted by the contractor.
• Site Surveillance for the ongoing project.
• Supervision of the sub-contractor’s civil & structural work and taking responsibilities for the quality control and inspection all true out the project.
• Maintaining records for daily activities on site including progress photos and ensure they are readily available for inspection as and when required.
• Carry out receiving, construction activities and pre-fabrication inspections, witness test at project site or at laboratory. Raise Corrective Action Report (CAR) / Non-Compliance Report (NCR) for any non-compliance in the materials, fabrication or construction works or sub-contract works and ensure that all corrective actions are completed. Handling of customer complaints and ensure that all complaints are closed with satisfactory corrective and preventive actions.
• Ensure the implementation of all QAQC procedures, Inspection & Test Plan, and Method Statements.
• Inspect receipt materials/equipment as per relevant purchase order; customer note/ delivery note and relevant mill/test certificate as applicable. Indicate inspection status on delivery note/ custom note for accepted materials/ equipment other than items involved in functional test.
• Reviews shop drawings and method statements to ensure that they are incompliance with the design drawings, specifications and standards.
• Ensure compliance to HSE requirements applicable to their works.
• Documents and communicates inspection results in a clear and concise manner.
• Understands contract requirements and subcontractors contract requirements.
• Performs other responsibilities associated with this position as may be appropriate.
• Completing quality assurance and providing feedback to the team.

• A Pressurized TSE Pipeline with More than 63 Km construction using DI Pipe. (ASHGHAL PROJECT)

 Performs inspections/surveillance based on training received.
 Interacts cross-functionally with project team members and management.

 Plans inspections, evaluations, and tests; setting up tests, including preparation and set-up of related equipment
 Evaluates the validity and acceptability of inspection, examination and testing results and reports inspection, examination and testing results.
 Responsible for Civil & structural related activities for Sequential Batch Reactor, Inlet Works, Manhole, Inlet Piping Station, Substation Building 1 & 2, Work Shop, Guard House, TSE Pumping Station. Disc Filter, and Toxic Waste Water Dump Lagoon
 Render monitoring and surveillance on site to control the quality of work being implement by the construction group. SOR/NCR to subcontractors if needed and responsible for NCR closure issued by the client representative

Duties and Responsibilities:
• Preparation of Project quality planning, inspection and test procedures to maintain high standards and quality of all processes.
• Execute QA/QC initiatives and measures across assigned project(s) ensuring compliance to the QA/QC procedures.
• Daily monitoring and inspection over the site activities such as Balancing tank and Attenuation tank (Excavation, Structural and reinforcement concrete) Micro-tunneling (excavation, pipe jacking, grouting and implementation of manhole reinforcement concrete), Road works (sub-grade, sub-base primer and tack coat, base and wearing coarse) Trenches and Manholes (excavation, pipe laying & Backfill with compaction test).
• Close supervision of water, sewerage, drainage, road works and other utilities (MEP for civil works) network projects.
• Attend monthly quality meeting with the Project Management Consultant and Project Supervision.
• Ensure the implementation of all QAQC procedures, Inspection & Test Plan, and Method Statements.
• Liaise with QAQC manager to resource QAQC Staff and other required inputs for QAQC functioning.
• Responsible to prepare Method statement, ITP and ICL on various items of work prior to their commencement on site.
• Responsible to proposed corrective and preventive action required for closure of NRC, CAR and SOR.
• Establish a field Quality Management System that will be implemented consistently throughout the project and by any sub-contractor.
• Review technical submittal, shop drawing, prequalification and materials as required.
• Responsible to prepare the monthly and weekly report.
• Render monitoring and surveillance on site to control the quality of work being implemented by the construction group.
• Coordinate with the construction department for closing out NCR/SOR.
• Assist with QC inspector to ensure knowledge of all quality standards and ensure compliance to all quality manual and procedures and collaboarate with contractors and suppliers to maintain quality of all systmens.
• Manage non comformance processes and evaluation all documents to ensure maintenance of optimal quality and prepare monthly reports to evaluate performance.

OTHER RELATED RESPOSIBILITIES:
• Ensuring that all measuring and test equipment’s are calibrated with updated calibration certificate and in good working condition.
• Witness 3rd party testing: FDT for approve backfilled materials, compression test for concrete (7 and 28 days), tensile test for steel, core test, evenness test, asphalt, and other related quality control test.
• Checking for concrete slump, temperature, and ensure proper placing and curing of concrete.
• Frequency sampling for materials (aggregates, structural fill, trench fill, sub-grade, sub-base, Asphalt materials test report etc.).

KEPPEL SEGHERS is privileged to partner the Public Works Authority of Qatar (ASHGHAL) to develop Doha North Sewage Treatment Works. The landmark project will be the largest Greenfield wastewater treatment, water reuse and sludge treatment plant in Qatar when completed. With a peak design capacity to treat wastewater of up to 439, 000m3per day, the Doha North Sewage Treatment Works will serve a projected population of over 900, 000 when completed.

• Supervision of the sub-contractor’s civil & structural work and taking responsibilities for the quality control and inspection all true out the project.
• Carry out receiving, construction activities and pre-fabrication inspections, witness test at project site or at laboratory. • Oversees preparation and implementation of the project quality management system and all other QA/QC work-related responsibilities.
• Materials inspection and monitoring of subcontractor’s work verifying materials & equipment, workmanship and assure quality of work meets the project design standard.
• Maintaining continuous track with work in progress by reviewing material & drawing submittals, key design changes and specifications developed for the project.
• Liaise with Consultants/Engineers in matters pertaining to Inspections, and Quality check for materials and Installations.
• Proficient in the interpretation of project specifications, designs, Inspection Test Plans (ITP) & Engineering Methods.
• Responsible for QAQC Civil & structural related activities for both Liquid, Solid & Process & Non- process building, foundation works, Retaining walls, pumping station, substation, storage bldg, Mosque, administration Bldg, Pipe Support structure, central canteen, Work Accommodation Bldg, Pipe Support,
• Assist on Road Works activities on Rigid Pavement & Asphalt Pavement from surface preparation to the final laid of Concrete or Asphalt.
• Review method statements for various items prior to their commencement on site.
• Render monitoring and surveillance on site to control the quality of work being implemented by the construction group. Issue either direct or back to back SOR/NCR to subcontractors if needed and responsible for NCR closure issued by the client representative.
• Conduct material inspection to ensure that all materials to be use on site are approve and in proper storage as per product data specification.
• Conduct final inspection with client’s representative prior to in-situ casting and other succeeding works activities that requires step by step inspection as per ITP.
• Responsible for the acceptance and rejection (if not in accordance) of scheduled RFI’s/RFIA’s.
• Analyze failure, corrective and preventive action to respond to customer complaint.
• Continuously improving QC receiving inspection process and procedures.
• Any non-conformance observed during the inspection shall be notified to the construction engineer for immediate action prior to the next stage of construction activity.

• Serve as the site representative for all matters related to construction quality assurance of civil works.
• Performs and documents periodic verifications and independents to confirm overall program compliance.
• Maintaining continuous inspection of works at site and issuing the necessary remedial notes for any defected works observed.
• Reviews contractor submittals for materials and equipment to ensure they are in accordance with design drawings, specifications and standards
• Reviews shop drawings and method statements to ensure that they are in compliance with the design drawings, specifications and standards.
• Implements all modifications on drawings as required by client and as well as field condition in full coordination with the Design Team.
• Reviewing the contractual validity of any claim for variation orders and issuing recommendations to the Project Manager.
• Inspect the steel works for fabrication of steel cylinder tank for Waste Oil recycling Plant and other structural, architectural that include in the construction of WASTE OIL RECYCLING PLANT.
• Monitor and checking the concrete works including the results for the tests on sample taken every casting of concrete.
• Inspect receipt materials/equipment as per relevant purchase order; customer note/ delivery note and relevant mill/test certificate as applicable. Indicate inspection status on delivery note/ custom note for accepted materials/ equipment other than items involved in functional test.
• To establish a design procedure at site in order to have a good flow of works.
• Ensure that the construction group are working in accordance with the procedures/Plans and complying with the inspection and test requirement.
• To monitor and check the documents including drawings submitted by the contractor.

• Administers effective procedures check and maintain Accuracy of work and compliance with Contract requirements
• Advises solution to address specific construction issue, direct task force for its implementation and closely monitors to guarantee safe quality projects are being completed.
• Directs and supervises all partakers involved in construction project.
• Coordinate activities of all parties involved for the satisfactory and timely submission of their respective technical inputs to the project.
• Inspect the construction works of the tower site engineers for quality, materials controlling and maximizing the works of manpower and also to avoid further delays as per construction schedule.
• Checking drawings and quantities and ensuring that the calculations are accurate for the work, planning the work and efficiently organizing the construction work.
• Supervised structural building construction to architectural works and external ground work like underground utilities.
• Supervise and monitor the execution of the on-going structural and civil works based on the approved plans and specification.
• Inspect the installation of the underground utilities like the storm drainage, sewer pipe, catch basin, potable water pipeline and other pipeline that will connected to Tie-in point from UDC Pipeline.
• Updates weekly and monthly status accomplishment report and other updates on the project.
• Estimates the quantity for the additional units for Jumana Tower, parcel #16B as per revise shop drawing.
• Quantity is undertaken in Conformity with the Al Salam, Jumana Tower Parcel #16B Project manager for the additional variation order.
• Monitor all activities from structural works to concrete and up to the architectural Finish.
• Prepare checklist to the contractor for their rectification for pre-final handover.
