• HSE Shift Team Leader
• Covering safety aspects of area consisting of (crude units, hydrogen units, Hydrocracker
units, delayed Coker units, Sulphur recovery units, amine regeneration units, CCR units,
Storage tank area, utility area, WWT area, pump stations and substations). Checking all
safety and environment protection measures and procedures to ensure that all
hazardous tasks are implemented in safe manner.
• Providing the safe work environment for all radiography activities performed in MIDOR
EXPANSION PROJECT.
• I have developed MIDOR procedure on NORM management including (NORM
monitoring - Control over NORM waste handling and disposal - Workers protection,
awareness, and training.
• Measuring physical hazards (e.g. noise, ionizing radiation) using proper instruments like
noise level meter, radiation survey meter (Geiger counter) and dosimeters.
• Issuing all work permissions (confined space entry, excavation, cold, hot, radiation) and
advise the shift team leaders on preparation and issue of permits to work
• Monitoring gas / vapor leaks by using modern gas detection devices (MSA-ALTAIR5X,
Ventis Pro5) as required for refinery areas
• Monitors compliance of rigging & lifting operations with approved lifting plan
&applicable codes
• Ensuring that contractors and sub-contractors working in MIDOR extension during
construction phase are in consistent with all applicable HSE laws whether international,
regional, or local
• Review all construction works and giving advice for any deviation of rules and safety
standards
• Following up & supervise for new projects Construction and upgrade of existing facilities
happened in MIDOR Refinery by TECHNIP Company in crude unit, Coker unit & offsite
• Inspection for scaffolding, forklift, lifting equipment & cranes for the contractors and
approve for use for refinery areas
• Measuring monthly safety performance and auditing safety violations and unsafe acts.
Advise and support shift team leader on the refinery health and safety management
system:
• Inspect Equipment and vehicle entering the refinery or associated areas
• Assist in investigation of accidents and incidents for refinery areas
• Review designs for new projects and upgrade of existing facilities for compliance with
company safety standards and good industry practices.
• Work with vendors and subcontractors, provide subject matter expertise in meetings
and advise solutions requirements
• Involved in plant change request (PCR) for any process change / modifications / update
for controlling of management of change (MOC), participate in risk assessment sessions,
do pre-start safety review (PSSR) before startup of the unit
• Ensure that staff works in accordance with the set rules, policies and procedures
• Develop, plan HSE related issues and participate in major shutdowns of processing
plants and implementing HSE requirements (HSE plan, PTWS authorization for
contractors’ representatives, permits issued and reporting and analyzing of incidents
reported during shutdown - conducting HSE-MS audits and inspections)
• Develop annual HSE action plan for HSE division, objectives and KPIs and HSE internal
audit plans for HSE Management system
• Develop HSE critical competency criteria, assessment, and matrix and personnel profile
for each individual of HSE department - Doing bi-annually performance evaluation for
identifying training needs / skills gaps of individuals.
• Conducting HSE audits (internal & external) and inspection to ensure complying with
HSE-MS and MIDOR policy and standards requirements and identify the gaps &
shortfalls, opportunity for improvement to be in line with company commitment and
state of intent.
• Share, participate and attend PTWS, HAZID and HAZOP sessions for ensuring safety
requirements are settled in place during normal maintenance & major shutdown and
any management of change take place in plant or processing facilities.
