• Construction Supervision team as HSE Inspector, includes activities such as, structures (bridges, culverts, etc.), earthworks (cut and fill), tunnelling (drilling, blasting, scaling, lining, etc.).
• Provides and serves as a focal point for HSE advisory and guidance with the Main Contractor and its affiliates.
• Provides and serves as a focal point for HSE Monitoring and Site Implementation.
• Responsible in supervising JV Contractors named ASO (Arabtech, San Jose and Oger) and subcontractors' with around 20 plus Safety Officers from both day and night shift with an approximate 3500 to 4000 manpower per day.
• Develops a positive Occupational Health, Safety, & Environmental culture in the organization and promote OHSE awareness to avoid potential work associated risks in all levels of departments, offices, and site personnel.
• Ensure that Contractual Agreement between Client-Consultant-Contractor specifications is being levied and upheld.
• Overseeing and enforcing the implementation of the Safety Program Site Wide (Client’s given scope) that includes multiple Main Contractors and Subcontractor’s under them.
• Liaison with local enforcement bodies and enabling regular high profile visitors to access the ongoing construction.
• Impose sanctions and penalties to the Contractor on Safety Violations that has been found repetitive and that corrective actions given to them are not being initiated for rectification OR that the Safety Violation pose an imminent threat to major injuries, multiple injuries, fatality, and/or vast damage of property.
• Ensure all the health and safety statutory and contractual requirements is identified and is being provided by the Main Contractor in an acceptable/tolerable level.
• Reviews Contractor’s and Sub-Contractor’s safety performance, qualifications and programs.
• Assigns and provides technical supervision on the project safety performance, qualifications and programs.
• Ensure the implementation of procedures is benchmarked and that safety audits will be conducted in order to analyze, assess, and conclude improvements & progress of the organization’s standard.
• Conducts Safety Audits through review and analysis of performance of safety records and safety inspections in various Offices and Construction Projects in compliance with the statutory requirements.
• Setting safety goals, such as Man Hours worked without a lost time accident, and implementing a safety incentive program to motivate safe behavior.
• Ensure that competency training and certification is provided and carried out to supplement the required legal compliance and that workers is assured to be knowledgeable, skilled, and well-informed of the risks associated with his tasks.
• Monitoring the contractor and all sub-contractors for HSE compliance to all regulatory and project requirements on a daily basis.
• Review and approve Contractor HSE plans (HSE Plan, Fire Safety Plans, Emergency Preparedness / Response Plans, etc.).
• Actively participate in all HSE activities (HSE Inductions, HSE training & awareness programs, HSE promotional activities, Tool Box talks, etc.).
• Monitoring and coordinating all HSE aspects during the design process (where applicable), ensuring that all the hazards identified & HSE risks are reduced to as low as is reasonably practicable.
• Review, assess, and approve all Method Statements and Risk Assessments submitted prior to start, especially for critical activities pertaining to HSE and that supplemental comment are given for revision/resubmission if non-conformances are found.
• Provide a proactive approach to identifying potential safety risks and assist in development of strategies for resolution.
• Possess an understanding and knowledge of applicable federal, state and local regulations, region specific HSE manual including, but not limited to, site safety rules, code of safe practices, emergency response plans and environmental policies.
• Ownership for and functionality of site Emergency Response Plan, initiate preparatory toolbox training/meetings (first aid, firefighting, etc.) prior to conduct FIRE DRILL in order to promote accurate motivation to manpower and that impact of importance for emergency preparedness is high.
• Ensure the thorough investigation and follow up of all HSE incidents / accidents (including high potential near misses) and injuries.
• Initiate regular (daily) safety inspections and monitoring of the High Risk works and activities in the site and advise the In-charge/CM/PE/Site Engineers, Supervisors and Workforce against any dangerous practice that is being notice to be in progress.
• Championing safety to change job-site safety awareness and culture.
• Inspecting the project daily, and recording all visible safety hazards, including identification of violators.
• Following through on timely correction of safety hazards, and/or making immediate corrections as necessary.
• Fostering "Safety Awareness" in all tradesmen on the project.
• Implement the Company's Health, Safety and Environmental procedures.
• Preparing and communicating job hazard analysis for each major phase or element of work prior to commencement of task.
• Ensuring training is carried out for specific tasks, especially work of a "non-standard" nature.
• Attend Top Management Minutes to coordinate and raise major issues for them to be notified of the concerns.
• Planning, organizing and conducting daily inspections, audits, HSE etc.
• Issuing improvement notices (HSE violations) and prohibitive notices (HSE stop work notices).
• Ensuring timely close out of various HSE notices.
• Facilitate the thorough investigation and follow up of all HSE incidents / accidents (including high potential near misses) and injuries.
• Facilitates the compilation and submittal of accident/incident reports required by Local Authority.
• Support the project manager and site management team in driving a "Zero Accident Culture".
• Communicate and implement safety policies and procedures in compliance with HSE Manual.
• Ensures that all HSE reporting is accurate, complete and distributed as per the Company HSE Management System.
• Maintains safety files and training records.
• Adoption of best HSE standards, procedures and working practices.
• Responds to inquiries regarding policies, procedures and programs from the contractors.

• Support daily tool box meetings and de-briefs with subcontractors and site management team.

• Provide lessons learnt and contribute to performance development initiatives.
• Authorize to stop any construction activity or task which, in my assessment, constitutes an immediate or evolving danger to life or property.
• Review all Documentation relating to HSE and advise any changes necessary to maintain a safe work environment.
• Monitor the construction program and look ahead at activities or operations that may create unacceptable risks or hazards and inform the parties to eliminate or initiate control measures to manage the concerns.
• Facilitates the compilation and submittal of accident/ incident reports required by Company.
• Maintains safety files and training records.
• Plans and conducts inspection and safety meetings with crews.
• Responds to inquiries regarding policies, procedures and programs.
• Ensure all Consultant Personnel are issued & wear the relevant Personal Protective Equipment and that these individuals and visitors are provided with relevant information and training to maintain their safety when visiting the office and/or the site.

• Review all contract documents related to the Project for HSE related issues.
• Assist the development and revision of policies, procedures and programs.

• Conduct Risk Assessments, Permit-to-Work, and Internal Audit to All branches and departments with regards to Occupational Health and Safety and Quality (OHSAS 18001, ISO 9001).
• Conduct safety training and induction sessions regarding Fire Safety/Firefighting, First Aid, Emergency Evacuation, Hazards, and promote Health, Safety and Environmental Hazard awareness to the entire employees.
• Ensure that all equipment and machineries are certified/ registered and serviceable, in good condition and meet all standards.
• Ensure that any hazards that are reported are fully investigated and assessed, and control measures are implemented with accordance to the legal requirement of the local government.
• Ensure that PPE issued to the workforce is appropriate to the task and that all personnel should wear mandatory PPEs and be aware of their duties regarding safety.
• Assist the relevant engineer/supervisor to investigate any accident, incident or near miss occurrence with a view to ensuring, as far as is reasonably practicable, that any similar such accident, incident or near miss does not recur.
• Ensure that firefighting equipment or appliances are relevant, serviceable and certified and that records of such are available.
• Handle and contribute to the development and maintenance of Corporate Safety standards and guidelines (manuals and procedures).
• Ensure that works are being carried out within the scope of any relevant ‘Permits To Work’ and have the authority to withdraw a permit if any works are contravening the terms and conditions of the permit.
• Conduct regular safety inspections of the offices and premises with regard to Fire, Electrical and General safety and ensure that monthly inspection of Fire Extinguishers, Exit Lights and Emergency Lighting are carried out and record at the same time.
• Organize and conduct Fire Safety Drill/Emergency Evacuation Drill with supervision of Civil Defense Authority.
• Advice and train personnel of proper Waste disposal and Hygiene for Food and Beverage handling.
• Initiate the suspension of any works that would be an immediate risk to life or limb.
• Initiate regular (daily) safety inspections and monitoring of the High Risk work and activity in the site and advise the Site Engineers, Supervisors and Workforce against any dangerous practice that is being notice to be in progress.
• Provide advice, information and instruction to Site/Execution Team on local Occupational Health and Safety issues.
• Initiate daily safety inspections and monitoring of the High Risk work at the site.
• Give Safety Observations, recommend immediate action and corrective actions that needs to be taken to eliminate, reduce, and control hazards and risks as low as reasonably practicable.
• Ensure that all recommended corrective actions and agreed control measures are implemented with accordance to the legal requirement of the local government.
• Review and analyze Incidents/Accidents root cause. Investigate, Record and Report all data. Develop prevention strategies and controls to avoid recurrence.
• Handle the application of Occupational Health and Safety procedures.
• Manage risks and hazards in all Site Locations.
• Liaise with the Site Team/Execution Team and Head of the OHS Unit and other safety personnel.
• Monitor local area compliance with OHS policy and procedures.
• Audit local area OHS compliance with regard to risk, emergency and hazardous waste management.
• Promote OHS awareness in the whole organization.
• Supervise Construction and Renovation of new Projects and branches including installation/dismantling of large complex machineries and Electrical Activity.
