Currently leading the Installation, Startup & Commissioning Team at site to roll-out Central Process Facilities Systems for the BP Khazzan Project, covering an area of 2, 800 km², for the development of the tight gas production using fracturing technologies. Integration of all the contractors schedules into one master site wide schedule using Primavera P6, tracking and controlling Mechanical Completions, Livening up, Pre-Commissioning, Commissioning and System Handover. Our workforce consists of several cultures of international specialists applying the latest technologies and project process methodologies. This EPC project consists of detailed design in Italy, international procurement, installation, startup and commissioning, life cycle support for a period of 2 years in conjunction with WorleyParsons, Veolia, Atkins, Petrofac and CCC.

Materials were sourced from the US and Europe and all equipment was installed during normal operation of the Cement Plant utilizing Hot Cutover techniques to minimize disruption to the production process.

Led a large project construction team (approximately 210 site staff) of Design Engineers-QA/QC-HSE-Project Controls/Planning-Construction-Commissioning Engineers, Procurement-Logistics-Document Control-Interface Management and Regulatory Specialists for the design, procurement, installation, integration, startup, commissioning and maintenance of 26 Security/Port Special Systems for the nationally strategic KPIZ Project. Our scope of work consisted of 1960 deliverable drawings and specifications that we prepared while utilizing 36 major system suppliers for hardware supply and executed this lump sum turn-key project within the budgeted 826, 000 man hours. The scope of systems supply consisted of Data/Telephony Networks, Intrusion Detection, Access Control, Perimeter Security, CCTV, Fire Alarm, NAVAIDS, TETRA, Vehicle Management/Number Recognition, Vessel Tracking, PAVA, PLC, BMS, SCADA, OSP, SCS and the proprietary Port Operating System. My team interfaced with six other major construction contractors including Bechtel, Hyundai, Habtoor Leighton, Larsen Toubro, CCC and Zublin which were tasked with all the Civil Works on this project.

Our scope is full turn-key from the security team to accommodations/offices/industrial facilities/IT-Telecoms and on-site utilities at remote locations. Construction methods range from pre-fabricated modular to concrete block and include side and overhead ballistic protection steel structures for direct impact of 120mm mortar projectiles and 155mm artillery shells. Technologies utilized include intrusion detection, access control, biometric and residual detection systems, PA/GA, VSATs, CCTV networks with Command/Control central control rooms. Local Iraqi content is maximized through vetting of Iraqi subcontractors and close cooperation with the local institutes and universities.

Led a project team of 47 Russian specialists and 4 American managers to install, start up and commission a $42MM telecommunications infrastructure for an off-shore platform, on-shore processing facility, 265km pipeline, and tanker terminal in the Russian Far East for ExxonMobil. Our project scope consisted of erecting telecommunications towers, installing microwave systems, digital trunking systems, telecom shelters, VSAT MCPC earth stations, PBX systems, data network systems, UPS systems, dispatch consoles, radars, VHF radios, non-directional beacons, EPIRBs/SARTs, CCTV circuits and a fiber optic backbone alongside the pipeline. Worked closely with Russian design institutes for the design approval, regulatory licensing, permitting and frequency approvals. The following departments were directly reporting to me: Engineering, Construction, QA/QC, Document Control, Project Controls, Scheduling, Procurement & Logistics, Regulatory Approval, Accounting and Legal.

Led the Project Management for the installation, start up and commissioning of a 12 MW steam turbine at the Leninogorsk Electrical Power Station in the East Kazakhstan region. Full responsibility for the selection of the prime contractor, approval of design documentation from a local institute, approval of local financing, procurement of materials and turbine/generator instrumentation, regulatory/safety/environmental approval from government agencies and subsequent delivery of electricity to the local power grid. This generation expansion project was the first addition of new generation capacity in the East Kazakhstan Power Grid since the early 1990s.

Researched and organized a strategic partnership with a leading US based satellite broadband provider (iDirect) for a unique single hop connectivity between West Kazakhstan and the Eastern US internet backbone.

Directly responsible for the restructuring and strategic development of 4 energy service companies (over 3000 employees in three regions) for the production and distribution of both heat and electricity to core production units. Directed the procurement, construction and startup of associated gas Micro Turbines that operated on flare gas and a distributed generation program for over 300MWs, with critical improvements to project turnaround time ($90M). Overall responsibility for the construction of a company-wide SCADA system coupled with the creation of a special-purpose electricity sales company (annual sales of $55M) for entry into the wholesale power market. Successful implementation of improved water injection pump system (Sulzer) for main upstream production facility ($11M) which resulted in savings for the company of over $30M in electricity costs over its life cycle. Construction of 112km of 220kV line during the winter season together with fully interconnected 110/220kV substation on time and under budget, to supply the largest upstream online oilfields in the Caspian Region of Western Kazakhstan.

Reconstructed the TETS (Combined Power Station) consisting of 11 steam boilers and 9 turbines for a combined total Electrical output of 245 MW and Heat Generation capacity of 1, 222.2 MW. Construction consisted of Pipe Racks, Underground Piping for all systems, 420 kV & 132 kV GIS Switch Yard, 87000 m3 of Earth work and roads, 506 Piles, 12500 m3 of Concrete, 12 Building, 9 Tanks, WWTP & WTP. Improved transmission efficiency by balancing the loads at each substation and feeder, intensive loss reduction programs including re-metering, organizing energy efficiency demonstration projects (which were subsequently approved by the tariff regulatory committee and financed by an increase in tariff for city wide installations) and modernization of the dispatch center Supervisory Control and Data Acquisition (SCADA) system.
• Participated in all aspects of regional management, including business planning, budgeting, income enhancement and capital improvement projects, and renegotiation of contracts.
• Restructured government organization to secure an additional 15% increase in cash flow to parent project.
• Successfully managed creditor relationships and maintained discipline in Joint Stock companies and developed overall strategy for the transfer of assets into new, structure with no negative implications.
• Implemented common and preferred share buyout plan and administered bankruptcy procedures for Joint Stock companies
• Improved reporting standards and increased labor force productivity and administrative efficiency while simultaneously reducing staff by 40%.

As Manager of International projects and based in Moscow, I led a team of engineers to construct multiple projects in Russia, Kazakhstan and Uzbekistan for the supply of distributed control and plant wide process automation systems for major manufacturing complexes, power generation plants, oil & gas production, refining and pipeline transportation networks. This technology expanded processing capacities and improved efficiencies in raw material consumption through optimized plant wide control/measurement telemetry systems. Implemented large turnkey projects which included the full automation system design and procurement of the package. Services provided included engineering and site services. The process design review, process and instrument diagram development and drafting shutdown cause and effect diagrams were designed by my team in Moscow. Specifications for cable, transmitters and instrument specifications for valves were part of our automation services scope. The communication systems design for automation, control room layout, loop diagrams and control interfaces were provided by Honeywell Worldwide Centers of Excellence with full project management from my Moscow team. Implemented projects and established technical training centers in Ufa, Samara, Perm, Sterlitamak, Nizhnekamsk, Saratov, Novosibirsk, Achinsk, Irkutsk, Angarsk, Khabarovsk, Almaty, Aktau, Atyrau, Kyzylorda, Baku, Tashkent and Bukhara.

After six months, I was promoted and assigned full responsibility for all engineering, manufacturing and customer interface requirements for the product. I led a team of 14 engineers and 2 technicians toward the successful development, test and production start-up of a new higher performance model of the system. I conducted in-house customer training classes in English and French, resolved daily factory manufacturability issues and managed the product budget and schedule. My central position also required that I assist in customer sales presentations and travel to remote field repair sites for customer support. Received an Achievement Award for project management excellence.

Managed a $16.5 million contract to design, test and manufacture control room test equipment for the Joint Tactical Information Distribution System (JTIDS) used on the US Air Force AWACS Command and Control aircraft. JTIDS is a very sophisticated secure communications system that was jointly designed by a consortium of companies (GE, Hughes, Singer Kearfott, Marconi, Colins Radio) for simultaneous command and control communication with multiple nets. The system utilizes spread spectrum, TDMA, frequency hopping and pseudocode generators to avoid detection and maintain all of its secure links. This system has built in GPS functions for synchronization and positioning and utilizes TACAN and ILS functions for navigation. In this role I led an organization of 23 engineers to conduct all design reviews, prototyping and proof of design, preparation of all manufacturing specifications, manufacturing support and first article testing. Traveled to Washington D.C. on a quarterly basis to conduct the formal program reviews. Met with the end users (US Air Force personnel), at several facilities throughout the country, to review the design specifications. We were successful in designing, producing, testing and delivering the first system within budget and ahead of schedule by one month.

Designed the hardware test adapters and software to test thru hole and Surface Mounted Technology (SMT) circuit card assemblies with fault isolation to the failing component. Presented formal quarterly reviews to the customer (U.S. Air Force) and traveled to assist in field support.

I used the Fortran and IEEE 488 languages to control the instrumentation and successfully completed the trial run with the customer within schedule.
