• Study the project documents (drawings, specifications, and schedule, review tender documents, contract) to plan for the required materials according to the project’s schedule in order to ensure its availability in site in the recommended time.
• Coordinate with Procurement Department Head to assure the technical specifications of materials and with the Purchasing Department Head in terms of prices and budget.
• Direct and administer production control, inventory control, shipping and receiving, and materials stores.
• Control receiving and distributing materials according to the project’s needs.
• Negotiate and handle agreements with sub-contractors and verify offers.
• Evaluate the performance quality of the sub-contractors or suppliers and provide input to Procurement and Purchasing Departments’ Heads and propose termination of subcontractors as required.
• Receive remarks from technical office related material specifications and follow up with other functions heads.
• Resolve problems with consultant regarding quality of the received materials.
• Ensure that the performance of various assigned tasks, and the conduct of staff within the department are in accordance with the department's policies and procedures.
• Provide direction and manage Procurement engineers / senior procurement engineers’ staff in performing their delegated tasks linked to the department policies and procedures.
• Monitor and review the training needs and recommendations highlighted for the staff and track trainings and coaching.
• Train, coach and mentor new team members (Senior Procurement Engineers, Junior Procurement Engineers, Trainees) to ensure their ability to handle their responsibilities in effective and professional manner.

• Conduct research on service providers and provide recommendation on potential new sources or alternative materials, prices and equipment in cooperation with SRM Division.
• Help Procurement engineers and Junior Procurement Engineers in finalizing their tasks effectively and efficiently.
• Evaluate subordinate & update their performance to Team Leader.
• Review catalogs, Cooperate with SRM division to search for and add new Suppliers in different trades.
• Act as a Coordinator for projects under supervision of the procurement team leaders or upper levels

• Issue and handle Requests for Quotations RFQ’s to subcontractors/suppliers, using the e-procurement and updating the Tracking systems.

• Negotiate subcontracts/P.O.s terms with subcontractors/suppliers to obtain optimum quality, cost, terms, etc.
• Prepare both technical and financial comparisons to be reviewed by Team Leader and manager .
• Prepare submittals for consultant’s/client’s approval in line with the selected vendor and as per the department standards.
• Attend meetings, conferences, conventions and seminars necessary to network with others involved in the procurement process (contractors, suppliers, etc.) to improve the Procurement Department function and effectiveness.
• Follow-up all of the above responsibilities in conjunction with Team Leader.

• Create RFQ for materials, services, fixed assets, equipment and sub contracts for projects and department’s needs.
• Float RFQ to bidders, follow up and obtain open and sealed bids.
