-Serves as Senior Airworthiness Inspector. I have also been assigned to act in the position Chief Airworthiness Inspector since 2011 to date on alternating basis.
-I have more than 14 years’ experience at a senior supervisor level of the CAA regulatory practices in safety oversight functions, airworthiness administration, surveillance, auditing, certification, inspection, overhaul and repair, implementation of acceptable means of compliance.
-Manages and administers the Airworthiness Inspectorate departmental requirements, duties and welfare.
-Sets performance criteria for the department’s team members
-Participates in the amendment of the Civil Aviation Act and formulation of specific regulations as member of the Regulations Development Committee (REDCOM).
-Extensive experience in the preparation, approval and use of Aircraft Maintenance Manuals and other appropriate aircraft engineering documentation, the development and implementation of Master Surveillance Plans, Inspector Policy and Procedure Manuals, SMS manuals, other aircraft engineering documentation such as MELs.
-Manages Zimbabwe compliance status with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs) as specified in Annex 1, 6, 8, 13, 16, 18 and 19 of the Convention on International Civil Aviation and related documentation with the aid of the ICAO CMA online framework; the activity which is on-going.
-Develops and manages implementation of an audit and inspection programme including the ramp and where required en-route inspections of Zimbabwe and foreign registered aircraft and all facets of Aviation Training Organizations, Aircraft Maintenance Organizations and Air Operator certification, and surveillance and enforcement requirements.
-Surveying the maintenance facilities including training provisions, organization and quality control procedures of applicants for the issuance, renewal and variation of Approved Maintenance Organisation (AMOs) certificates, both foreign and domestic, and making recommendations to the AMO and the Director Flight Safety and Standards as appropriate with regards to the applications;
-Surveying the facilities and procedures of applicants for issuance, renewal and variation of certificates of approval to conduct activities bearing on the airworthiness of aircraft, making such issuance, renewal or variation, as appropriate, and maintaining records of same;
-Develops and manages guidance materials for the inspectors and the industry
-Maintains aircraft register for all Zimbabwean registered aircraft.
-Manages requests for deviations from requirements and specifications ensuring adequate due diligence is exercised in granting/rejecting the requested deviations.
-The investigation and subsequent reporting on major aircraft incidents and accidents, particularly in regard to deficiencies in airworthiness.
-The issue of Notices to Aircraft Maintenance Engineers, Aircraft Maintenance Organizations and Aircraft Owners and the revision of Notices as required.
-Chairs and co-coordinates committees for the removal of crashed aircraft from runways.
-Manages department financial performance in light of revenue collection and expenditure of funds allocated to the Airworthiness department.
-Monitoring the reviewing of aircraft and component manufacturers’ service bulletins and airworthiness directives issued by foreign airworthiness authorities to determine their applicability to the national aircraft, and directing corrective action where airworthiness may be affected;
-Resolution of Safety concerns
-Approving applications for MELs, EDTO, RVSM, special Operations approval, including Aircraft mass and balance evaluation; etc;
-Providing advice on compliance and enforcement actions required to be taken by the Authority;
-Domesticated Legislation, Regulations, Civil Aviation Authority of Zimbabwe technical personnel and industry guidance material
-Performing other related duties, as assigned.
