Main Duties and Responsibilities
• Lead the implementation of the National Health Insurance communication work plan on
sensitization of the public, employers and providers about health insurance schemes, their
benefits, and operational mechanisms at federal level and in regions.
• Provide high level Technical Advisory to the Ethiopian Health Insurance Agency (EHIA) & the Project
Director, and write reports, communication strategy, and policy and technical briefs to inform
relevant audiences.
• collaborate with different Federal & Regional level government offices, Civic Societies (Federations,
Associations, etc), and partners to provide technical direction for smooth rolling out of the social
health insurance (SHI) and the expansion of community-based health insurance (CBHI) schemes,
including the planning, costing and implementation.
• Set up systems to facilitate monitoring and early identification of problem areas during the roll-out
and implementation of the CBHI schemes and work with management to address these problems
as they arise.
• Highly involved in the designing process of Health Insurance legal frameworks and Health Insurance
Design Features (PPM, Benefit Package, Premium amount, etc).
• Provides health economics, health finance and costing expertise/technical assistance to the Health
Financing programme.
• Lead development/refinement of health insurance communication materials to promote the
National Health Insurance System in print, broadcast, and Social Medias.
• Guide use of communication materials at central level as well as adaptation of these materials to fit
into the regional contexts.
• Identify appropriate mass media programs and facilitate development of mass media messages as
well as transmission of timely messages through mass media.
• Proven ability & skill to develop and implement communications or advocacy initiatives, using
appropriate tools and channels.
• Coordinate partner forums, one plan, one budget & one report who work in Health Financing &
Health Insurance.

programs with team.
