Participate in the development of Hospital objectives, HR philosophy and strategic planning in relation to HR programs and current trends in human resources management
Develop goals and objectives for the Human Resources Department and initiate specific programs for the various functions of the department to implement Hospital policy of the Human Resources Department and procedures, Terms and Conditions to achieve goals and objectives
Ensure the implementation of Hospital Executive Committee decisions relating to HR through the development and implementation of relevant policies and procedures
Ensure that all Human Resources policies, procedures and practices comply with Hospital and MSD regulations, and with the laws and customs of the Kingdom of Saudi Arabia
Direct the planning, development and implementation of the Hospital compensation/benefits program, reviewing periodically for market currency and internal consistency
Provide guidance and control of the activities of the managers and staff in all divisions of the Human Resources Department, ensuring maximum utilization and efficient deployment of the Human Resources at his disposal
Maintain the integrity of the budgeted staffing establishment, and evaluate the validity of requests for creation/deletion of positions for all departments and divisions in the Hospital
Develop and maintain progressive human resources systems, control systems and capabilities for the analysis of human resources related statistics
Liaise closely with other division and department heads in order to anticipate, identify and resolve human resources related issues
Attend meetings as required, participate in and chair committees as requested, and action decisions and recommendations
Participate in professional activities to keep abreast of developments in the Human Resources field
• Guides and manages the overall provision of Human Resources services, policies, and programs for the entire company.
• Overall talent management strategy including workforce planning; recruiting; hiring; training and development; performance planning, management, and improvement; succession planning, employees relations and administrative services.
• Organization development, change management initiatives, and company-wide environment for employees.
• Oversee labor law compliance and compliance to regulatory concerns.
• Demonstrated proficiency in policy development, documentation, and implementation.
• Oversees employee safety, welfare, wellness and health.
• Managing external employment agencies, recruiters.
• Analysis of the effectiveness of all human resources efforts.
• Maintains a pay plan by conducting periodic pay surveys.
• Maintains payroll system, aligning and approving the calculation of labor law and GOSI.
• Maintains annual ISO review and ensuring compliance with its requirements and continuous improvement.
• Supervising the entire employment function and managing various activities of planning and Recruitment, such as preparing job descriptions and personnel specifications, providing applicants with instruction and assistance, screening application forms, short listing applicants, interviews, selection, negotiating employment offers and appointment.
• Providing suggestions to reinforcing the performance of the section.
• Preparing regular reports of the section activities and achievements.
• Following up employees administrative affairs such as vacations and leave.
• Carrying out the TNA and building the master and projects training plan.
• Recommending suitable training courses as per training needs analysis and evaluating them.
• Monitoring and supervising all the training activities of the training and development dept.
• Planning and establishing Training Operational Manual & Strategy.
• Planning and budgeting for the Human Resources Section.
• Designing and delivering training on basic selling, presentation skills.
• Designing career development plans.
• Facilitate modules on the agreed delivery dates.
• Ensure that delivery dates for each module are agreed and communicated to employment advisors and their clients.
Ensure a minimum of 90% of starters complete the program.
Contact all clients on attendee list prior to the start of the modules where necessary.
Work with Managers and Learning and Development team about development needs of program.
Regularly communicate with other facilitators/co-facilitators about modules to share best practice.
Create and communicate a quarterly timetable of the different modules and their availability to managers and local administrators.
