1. Tender Analysis and Cost Estimation
▪ Analyze project scope, constraints, and assumptions by reviewing tender documents, including drawings, specifications, and contractual conditions.
▪ Develop Work Breakdown Structures (WBS) to categorize project costs and resources effectively.
▪ Prepare detailed cost estimates for EPC (Engineering, Procurement, and Construction) projects, ensuring alignment with the project charter and objectives.
▪ Conduct quantity takeoff from construction drawings and specifications to determine resource requirements.
▪ Utilize cost estimation techniques, such as parametric, analogous, and bottom-up estimating, to improve accuracy.
▪ Identify cost risks and develop a risk response strategy, including contingency reserves.
▪ Forecast project cash flow to ensure accurate cost projections and financial planning.
2. Procurement and Subcontractor Management
▪ Develop procurement strategies for subcontractors and suppliers, ensuring cost-effectiveness and compliance with project requirements.
▪ Solicit and evaluate proposals (RFPs, RFQs) from subcontractors and suppliers, aligning with the Procurement Management Plan.
▪ Compare subcontractor and supplier quotations using bid analysis techniques, assessing cost, quality, and contract terms.
▪ Prepare detailed cost-benefit analysis and comparison sheets, highlighting variances and scope differences.
▪ Negotiate contract terms with subcontractors to optimize procurement performance and cost efficiency.
3. Budgeting & Cost Control
▪ Develop and maintain project budgets, integrating cost elements into the Cost Management Plan.
▪ Implement Earned Value Management (EVM) techniques to track cost performance against baselines.
▪ Monitor cost performance index (CPI) and schedule performance index (SPI) to ensure financial health.
▪ Identify cost variances and implement corrective and preventive actions to mitigate overruns.
▪ Continuously monitor the performance of the estimating process as part of the Key Performance Indicator (KPI)s for the contract.
▪ Prepare and present cost reports, cost forecasts, and variance analysis to senior management for decision-making.
4. Contract Administration & Compliance
▪ Develop forms, formats, and procedures to improve the quality of work produced in the Department.
▪ Assist in claims management by reviewing and resolving subcontractor change requests and disputes.
▪ Participate in stakeholder engagement meetings, addressing technical, commercial, and contractual concerns.
▪ Reviews of contractual documents and modifications to determine scope of work and scope of changes.
▪ Ensure all contract deliverables comply with regulatory, quality, and financial standards.
5. Resource & Workforce Planning
▪ Coordinate with Project Managers (PMs) and site team to enhance workforce efficiency.
▪ Monitor and optimize resource utilization rates to improve productivity and reduce idle time.
▪ Monitor workforce productivity and adjust manpower allocations to meet project milestones.
6. Pre-Tender & Site Meetings
▪ Attend pre-tender meetings and site visits, ensuring all necessary documentation is reviewed.
▪ Highlight missing information during pre-tender meetings for clarification.
▪ Interfaces directly with clients.
7. Reporting & Compliance
▪ Create estimation reports for the project manager.
▪ Ensure compliance with Integrated Management System (IMS) policies, Quality Management Plans (QMPs), and Environmental Health & Safety (EHS) standards.
▪ Contribute to lessons learned documentation and continuous improvement initiatives to enhance future project performance.
