Overall in charge of the Supply Chain Division, lead, manage, control, and oversee all related activities including purchasing, inventory, logistics and Business Optimizations & Improvements. Providing strategic and operational leadership to ensure successful delivery of Supply Chain functions across QCC holdings and all of its subsidiaries, responsible for overseeing the efficiency of related service delivery and acts as a link between QCC’s core business and all supply chain services
Lead by developing and cascading the organization strategy/mission statement to the lower ranking managers and leaders, implementing appropriate rewards/recognitions, and coaching/corrective practices to align personnel with corporate goals.
Drive and direct implementation of all QCC’s supply chain function strategies (Purchasing, logistics, Inventory, and Business Optimizations & Improvements) and responsible for the supply chain division alignment with QCC’s strategic objectives.
Develop and sign-off supply chain strategies, policies, procedures, performance measures and budget proposals; authorize addendums/amendments to such deliverables in alignment with QCC’s corporate strategic direction and priorities.
Ensure the right capabilities are deployed in the right place at the right time whilst rewarding and retaining talent, and monitor the compliance of the delivered supply chain services according to the agreed targets.
Provide high quality shared services to QCC’s mature subsidiaries/new subsidiaries/special projects teams as requested and oversee development of highly qualified "Centers of Excellence" to best support subsidiaries as needed.
Fully optimize & utilize the purchasing to achieve the company target for saving & cost cutting.
Managed and executed procurement related functions (e.g., developed and implemented contract management and procurement frameworks, outsourcing strategies, negotiate agreements, draft and manage contracts, etc.)
Ensure materials availability and services (imported and local) with the best economical quantity and quality to ensure the production work continuity.
Established KPI’s to monitor ongoing performance and improve performance against set goals.
Extended the payment terms analyzing and adapting financial tools to the local culture (from 35 to 60 days).
Reviewing and approving budget for the procurement departments.
• EXCOM member responsible to improve the company performance and achieve all supply chain KPIs and acting as Managing Director during rotations.
• Improve logistics targets for safety, availability, productivity, saving & efficiency.
• Fully optimize & utilize the purchasing to achieve the company target for saving & cost cutting.
• Improve cement dispatch cost per ton/KM in line with the company targets for safety.
• Reviewing and approving budget for the procurement & logistics departments.
• Ensure inventory reduction to improve the working capital.
• Successfully led the restructuring and revamping of the Procurement, Warehouse & logistics function, in a highly demanding environment.
• Leading a multicultural team of thirty people (reduced from an initial department head count of 69) with an annual purchasing budget of 95 MM USD. Use of effective team building and personal coaching enable us to achieve Lafarge Standards (department head count 17), while overcoming the communication and cultural differences at work.
• Development and Implementation of country Purchasing, Warehouse and logistics Policies and Procedures.
• Extended the payment terms analyzing and adapting financial tools to the local culture (from 17 to 47days).
• Reduction of Working Capital by more than 60 mm USD.
• Improvement of commercially negotiated conditions related to core operational Supplier Agreements of services (Raw Material Extraction, External Operational Manpower, ect.), resulting in over 3, 6 mm USD of operational savings.
• Follow up and review all the procurement, warehouse & Logistics key performance indicator (KPI) in line with Lafarge KPI’s
• Insure achieving Lafarge shareholders targets for the new production lines schedule and the current operation.
• Ensure materials availability (imported and local) with the best economical quantity and quality to ensure the production work continuity.
• Review all the procurement & logistics reports & dashboard in line with Lafarge reports and auditing needs.
• Responsible to Director, EMEA Strategic Sourcing for a 400M € spare parts portfolio for 130 plants to include inventory control, procurement strategy and direction-setting for spare parts purchases within the Europe, Middle East and Africa Zones.
Suppliers Management and evaluation by Review all the suppliers’ datasheet according to their historical supply, financial statement and quality control procedures.
Evaluation of Field Material Requisition content, estimation of associated Approved Budget Value and selection of bidders to preparation of Request for Quotation to approved suppliers.
Clarification of commercial & operations requirements associated with tender preparation relating to Quality Assurance, Vendor Appraisal, Bid Evaluation, Delivery Programming, Payment Terms, Performance Guarantees, Contract Documentation, Expediting, Surveillance, Packing, Transportation, Insurance, Warranties, required to be fulfilled by nominated.
Operations & Commercial bid evaluation of submitted supplier quotations and the best supplier selection.
Managing items codification & standardization program with CEMEX central 2001 - 2002
Managing all Egypt preparation for CEMEX global supply plan 2004 - 2005
Evaluate all offers and select the best total value deals for the company regarding the supplies and services.
Manage, Review and Follow up all the contracts using supply chain management and e-procurements.
Review and approve big value Purchase Orders, Frame Agreements and Service Contracts prepared by the buyers.
Review all the Monitoring, tracking and weekly reporting of all Requests for Quotations and Purchase Orders and associated Frame Agreements involving suppliers manufacturing and delivery progress, provision of usable material tracking information for all end users of deliverables required on-site
Follow up constant cooperation between buyers and End Users, Subcontractors, Materials Management and Financial Department.
Review, Ensure that the efficient & timely execution of the Materials Control Plan.
Tracking control and recording the status of multilevel supply chain on an itemized basis until its recorded receipt at site;
Review & Ensure that materials required for the dressing of tagged items all arrive prior to their requirement for piping fabrication/construction;
Follow up the Participation in vendor quality surveillance and expediting meetings;
Development of instructions to vendors;
Participation in Vendor symposiums organization to clarify Company requirements for manufacturing and supply of materials;
Review and update the project schedule & Resources plan.
Follow up daily & weekly scheduling, test, commissioning report for cables, equipment & transformers
Preparing overall plan schedule according to ANSDK or MIDOR requirement, weekly & monthly progress.
Follow up the plan using critical pass method, equipment installation & connection from the field
Push the tasks that affect the target finish date.
Charting project information, Prepare plan schedule tasks and resources.
Directed corporate engineering regulatory affairs, safety & quality assurance
Set the projects specifications & approve the project drawings.
Approve samples from subcontractors & setting construction plan.
Setting installation plan for steel structure, building & towers.
Review the dimension, surveying & cut-list.
Responsible for obtaining quality goods and services as requested by
Company at the lowest total cost meeting due dates required; this
included inventory material, capital equipment, expensed items and services;
Preliminary search & screening of suppliers including advanced internet techniques;
Preparation and distribution of Requests for Quotation to selected suppliers;
Commercial Bid evaluation, the best supplier selection based on quoted price, delivery and quality;
Purchase Order and Service Contracts preparation;
Expediting, resolving vendor performance issues, contract administration in conjunction with Treasury, Local Banks and Customs; documents preparation for customs clearance;
Check and verification of suppliers invoices; documents preparation for accounts payable;
Inspection and check of materials & equipment upon receipt;
Ensure incoming materials & equipment are provided with all required documentation;
Weekly status reports preparation;
Input to supplier performance assessment.
