Provide advice and guidance to project management on Training & Competence related issues and to ensure correct training and development activities are identified and completed by project personnel.

Responsibilities
- Overall responsibility for the Health and Safety of all personnel under control on the project.
- Ensure all Training & Competence related procedures are administered and followed.
- Ensure availability of competent personnel as required by the project in line with resourcing schedule.
- Ensure Local Content Development project requirements are met.
- Develop and maintain project Training Matrix, annual project Training Plan and Budget.
- Facilitate development of competence frameworks and assessment forms for all functions on the project and ensure Competence assurance process is followed by all project personnel.
- Ensure every in-country national project employees have individual development plans and these plans are regularly reviewed and followed.
- Source all relevant training courses as per project requirements focusing on developing in-country (Iraq) capability for covering external training needs of the project.
- Coordinate and ensure that payments are made correctly whilst covering training sessions.
- Liaise with training providers to ensure that identified needs are met and that delivery is high quality and continually reviewed to ensure continuous improvement.
- Establish regular reporting process about the progress with Training & Competence key performance indicators (KPI’s) - Support Training & Competence related global corporate initiatives, i.e. Graduate development, Leadership development, High Potential development.
- Attend all project meetings with relation to training & competence as and when required.

FLBM Project: Manage the Learning record-keeping and Compliance Training Processes in SOU (Shell Open University). Primary responsible for assuring LMS (Learning Management System), LCMS (Learning Content Management System), and Cognos Report systems and features of SOU (Roles, Certification push learning)) are used effectively to manage, deliver, track, and report training.

Responsibilities:
- Following the LMS processes for the FLBM (Front Line Barrier Management) project; i.e., course to Role assignments, and Role assignments to Learners.
- Provide Weekly, Monthly or on-demand Training Status Reports to employees, Managers and Supervisors.
- Providing a Support Service to Learning and Development and the site for SOU.
- Providing quality assurance oversight for products and services delivered via LMS.
- Administration of training records, i.e., maintain & update the Training & Development Database & hard copies as required to ensure compliance and readiness for audits and investigations.
- Ensure that the course data is reviewed on quarterly basis and updated where required.
- Work with the global SOU & HRSD team to implement improvements when needed.
- Define and maintain metadata schemes for the different libraries in SOU.
- Manage libraries, Declare records when needed on SharePoint & TRIM GRM Drop Zone tool.

Non-Technical Programs: Responsible for providing an efficient and professional Supportive and administrative service to all Majnoon Learners for English Language, IT & FLIP (Foundation Leadership for Individual performance) courses and other HR, learning programs in MTC (Majnoon Training Center).

Responsibilities:
- Ownership (collecting, updating and issuing the L&D Dashboard).
- Organize and manage training related correspondence between Iraq- based stakeholders & Shell HR, L&D.
- Administrative management of L&D contracts for the Contract holders.
- HR, L&D Contract Focal Point/Site Representative role.
- Organize events and HR, L&D engagements in Iraq.
- Handle routine contractor management issues in terms of daily operations, monitoring performance and financial data, logistics and communications.
- First interface with Iraq based L&D providers.
