IT Regional Manager and Chief Information Officer (CIO) leading NAMRU-3’s IT Program to support the Head Quarter in Sigonella - Italy, Regional Office in Cairo - Egypt and the remote offices and labs in the Middle East and Africa. Supports the operations and the scientific projects in NAMRU-3 and locations spanning over remote and regional labs. NAMRU-3 model changed from a centralized research unit and reference lab to become a regional research office operating over remote/regional labs, managing projects and scientific activities among 5-6 different countries in the Middle East.
Job Duties:
Team and Capacity Building: Building the IT teams and capacity to support Italy, Cairo offices and regional labs in Ghana, Djibouti, Nigeria, Liberia and Jordan with plans to open new projects in other countries within the Middle East and Africa.
IT Strategy: Formulating the IT strategy, support model and the IT team structure.
Business Transformation and Program Management: Leading the change of NAMRU-3's system to be more Hybrid Cloud based system Vs traditional Data center model. Determine and implement all required changes to the IT operations.
Information Assurance and Cyber Security: develop and maintain the organizational cybersecurity program that includes cybersecurity architecture, requirements, objectives and policies, cybersecurity personnel, and cybersecurity processes and procedures.
Budgeting, Contracting and Material Management: Formulate the IT budget, develop IT procurement
standards for hardware and software, manage the financial and material resources allotted to IT. Negotiate with vendors/service providers in Egypt, Italy and other regional offices.
Organizational Communications: leading the IT communications with different US/Non-US agencies. Examples:

Projects Highlights

NAMRU3’s New Data Center: challenging project that included many details (Floor Space, Ceiling, Electrical and Power Management, Lighting, Cooling system, Fire Protection system, Security system, Network relocation and servers’ relocation). The project was implemented based on the TIA 942 standard with high availability model.

Cisco Voice over IP (VoIP) Implementation: upgrade the MITEL PBX digital system to Cisco Voice over IP (VoIP).

DOD Common Access Card (CAC) Implantation: in adherence to DOD security requirements the Username /Password authentication model was replaced with secure CAC infrastructure.

NAMRU3 Network Upgrade Project: Upgraded NAMRU3 network from obsolete switches running through Cat5 Ethernet to Cisco switches running through Cat6 Ethernet with fiber infrastructure connecting eleven buildings.

Migration of NAMRU3 Domain to DON Domain: NAMRU3 Active directory domain was migrated to join the Department of the Navy active directory and infrastructure. The project involved major network, servers and security upgrades/implementations in adherence to the DOD/DON requirements.

NAMRU3 Servers Upgrade: Upgraded NAMRU3 Servers, operating systems and applications and added new services, storage system, backup solution, redundancy (cluster) technology and sever virtualization
