► Ensure compliance with national and international quality standards and legislation across the company departments.

► Review Project Quality Index (PQI) for each sub-contractor which includes documentation, material and construction quality aspects, and direct the QA/QC team for improving the sub-contractors’ quality performance on site to reach the required level of precision.
► Review quality performance data and charts against defined parameters and recommend the best course of action as needed to the organization.
► Ensures QA/QC technical conformance and standards are understood, maintained, and aligned across the Business Management system (BMS).
► Provides mentorship to QA/QC personnel lead to ensure that QA plans are consistent with all aspects of the BMS.
► Collaborate with Quality leads to ensure comprehensive Quality Assurance plans are developed and implemented including the execution of the appropriate health checks during the entire project lifecycle.
► Act as custodian of all corporate policies & procedures manuals, ensure they are properly understood, carried out and implemented across the company, and ensure all modifications are communicated and addressed to concerned parties.
► Provide advice, guidance, direction, and authorization to department personnel to carry out major plans and procedures, consistent with established policies.
► Conduct and drive actions from management reviews and non-conformance.
► Manage and review the process of Implementing and maintaining Project Management Consultants’ QA/QC system on projects site.
► Review QA/QC project management consultant performance to ensure timely quality monitoring, control and remedial actions are taken efficiently.
► Analyze site quality reports to ensure a QA/QC service provided by PMC is abreast of industry trends and best practices.
► Review Project Quality Index (PQI) for each contractor which includes documentation, material and construction quality aspects, and direct the PMC QA/QC team for improving the contractors’ quality performance on site to reach the required level of precision.

► Oversee the development and implementation of a Performance Management System in order to measure the organization’s performance through the use of the Balanced Scorecard methodology.
► Oversee the implementation of awareness sessions for management and staff to enhance their awareness of the Performance Management System and how it applies to appraisals and their performance.
► Manage the process of data collection for each performance measure and the reporting on Key Performance Indicators (KPI's) and the Balanced Scorecard.
► Manage the measuring and analysis of results for each performance measure.
► Provide guidance and orientation for Department Directors in order to use the Balanced Scorecard framework (setting targets, defining initiatives, and measuring performance).
► Provide advice, guidance, direction, and authorization to department personnel to carry out major plans and procedures, consistent with established policies. Ensure effective and efficient flow of work, and ensure all employees recognize their fundamental role in the department.
► Communicate and discuss the department’s guidelines and procedures with employees to ensure responsibilities, authorities and accountabilities are defined and understood.
► Delegate some of the responsibilities to appropriate subordinates to benefit from smooth running of the department’s operation.
► Conduct annual performance appraisal to review employees’ work performance.
► Recommend/approve salary adjustments, rewards and promotions based on employee performance. Carry out disciplinary meetings when needed.
► Monitor the adherence of department employees to guidelines, policies and procedures.
► Ensure effective departmental performance through the selection, development, deployment and motivation of competent staff.
1-Representing the Top Management in all QMS matters.
2-Ensuring the establishing, implementing and maintaining of all processes required to the QMS.
3-Preparing and maintaining the Quality Management System Documentations;
4-Establishing, scheduling and organizing the Quality Auditing system
5-Reviewing the quality requirements of all materials submittals and supplier’s technical prequalification prior to submission to the Owner Representative.
6-Planning and Performing suppliers and subcontractors quality surveys and quality management system second party audits.
7-Reviewing the suppliers Material Inspection Assignment Package (IAP) prior to submission to owner representative.
8-Coordinating and attending suppliers’ pre-inspection meetings (PIM) to arrange all inspection activities.
9-Coordinating and participating in the Management Review meetings.
10-Liaise with certification bodies / client organization for external audits.
11-Preparing Monthly Quality Management Report to the Top Management on the performance of the QMS and to suggest needed improvements. This report includes statistical data analysis, implementation of corrective / preventive action, customer feedback / complaints.
12-Ensuring promotion of awareness on QMS and customer requirements throughout the organization
1- Establishing and maintaining the quality management system (manual, processes, flow charts, procedures, work instructions and records) in accordance with ISO 9001/2000.
2- Preparing quality plans for different projects / contracts.

5- Ensuring that suitable and sufficient training is provided at all levels of organization.

12- Following up the process of internal and external training to make sure of its quality and its effectiveness.
13- Updating the training data base.
14- Updating approved and black list Training Centers.
15- Evaluating the return of Training the company employee.
16- Preparing Training status report for the QMS & Training Mgr.

2- Controlling the process of handling all quality assurance system documents in H.Q. and all company sites.
3- Updating the Quality Assurance System through taking the conducted audits findings results inconsideration.
4- Performing periodical audits over the internal parties to insure of its compliance with the documents and records control system.
5- Preparing the Quality Assurance Audits System including:
a) Preparing the Audit Plan.
b) Preparing the Check List.
c) Preparing the Audit & Follow up Reports.
6- Assisting the QA Mgr. to perform the Quality Assurance Audits.
