Supporting the Estimation Manager and Unit Head as he is responsible for the preparation of Bid/Proposal Estimation works. In addition he is also assigned as Project Estimate Unit Head from time to time.
a. Receive assignment and bid document from the Estimation Manager/ discipline Unit Head
b. Adhere to the Bid preparation schedule
c. Attend Job-ex meeting and site visit
d. Study the Bid documents (ITB, scope, drawings, BOQ, specification, terms and conditions, addendums and clarifications ensuring that all items are being clarified and considered in the bid).
e. Review scope and requirements with the Est. Manager and Bid team as per procedure; highlight all areas of scope, concerns, critical issues, discrepancies etc.
f. Prepare RFQ schedule, prioritize enquiry items and large volume items (per lead time and/or affect the total value of the project).
g. Ensure the preparation of MTO’s and BOQs per bid + site conditions input for the Costing basis.
h. Coordinate with the Engineering Dept. (if necessary) if detailed design is required for the submission of bid.
i. Prepare the technical requirements in the coordination with the Technical Unit Head for the Manpower, Construction equipment, input to the Construction schedule, methodologies and statement, Subcontractors… etc.
j. Utilize actual purchase prices available from the procurement database identical or similar items.
k. Prepare bid clarifications to the client all the conflicts and discrepancies in the Bid document.
l. Compile the complete estimation sheets and documents in the Bid file for discussion and review with the Discipline Estimation Unit Head or Estimation Manager, quotations, drawings, specifications, General conditions and Contract, including all addendums, inclusion and exclusions later update all the corrections made to constitute a pre-final bid price.
m. Support the Discipline Unit Head in the process of discussion of final bid costs.
n. Incorporate all final adjustments in the BOQ for submission to client
o. Carryout additional related works as requested by the Estimation Manager
p. Propose alternative options for value engineering (if necessary).
q. Attend meetings, trainings as scheduled or organized by the management.
