• Lead, plan and manage the implementation of the Digital Transformation in Education project (ICT4E - ICT for Education) in all schools under UNRWA umbrella.
• Responsible for the overall implementation of the project, from a strategic, compliance and coordination perspective.
• Responsible for the technical IT components of the program on the field level which Include service desk help officers, who will be responsible for the preparation of the devices (installing security and other relevant software, logging the devices into UNRWAs asset management system) and act as points of contact for any school IT queries or device maintenance issues via the service desk help officers. Communicates with Education and IMTD at HQ level, School IT Focal Point.
• Creates and maintains consistent, quality documentation to meet ongoing operations and business continuity requirements. Documentation that includes system topologies, operating instructions, system configuration, mapping, processes, and service records.
• Works with stakeholders and business analysts as the Subject Matter Expert (SME) to design and develop solutions to address business needs and opportunities.
• Participates in the development, implementation, and maintenance of Information Management and Technology standards, policies, and procedures in coordination with
IMTD and FIMTO teams including related audits, compliance activities, and managing projects related to services deployments.
• Contributes to the development of policies, procedures and technologies associated with training plans to ensure effective use of developed solutions and related systems.
• Assists with information security- related activities, including reporting exposures, investigating incidents, analyzing alerts and vulnerabilities, and implementing remediation and audit recommendations.
• Participates in enterprise service delivery support activities related to the use account and assess management of applications and systems.
• Performing periodic reviews and audits on policies to check all compliances with IMT policies, frameworks and standards, UN best practices and industry standards as well as relevant technical guidelines.
• Gathering, validating & documenting IT services and business requirements on the assignment for the Monitoring & Evaluation system (M&E) of the National Social Protection Project in Jordan Funded by the European Union at the Ministry of Social Development.
• Develops, maintains, and revises proposals for assigned projects including project objectives, technologies, systems, information specifications, timelines, funding, and staffing.
• Development of key performance indicators (KPIs) for the purpose of the Monitoring & Evaluation System development process, Monitors KPIs and works towards betterment of services by improving the KPIs.
• Design a comprehensive M&E framework based on an effective management information system (MIS) that includes concurrent input-output and process monitoring, and periodic impact assessment and to develop project Performance Monitoring Plan with relevant data collection systems.
• Collect and analyze data to identify areas for improvement within an organizations IT infrastructure and running systems.
• Establishes and implements project communication plans, providing status updates to affected staff and stakeholders.
• Developing and implementing IT policy and best practice guides for the organization in addition to designing training programs and workshops for staff.
• Act in alignment with user needs and system functionality to contribute to organizational policy.
• Oversee the organizations comprehensive insurance and risk management program, assessing and identifying risks that could impede the reputation, safety, security, or financial success of the organization.
• Performing a risk assessment: Analyzing current risks and identifying potential risks that are affecting the organization.
• Performing a risk evaluation: Evaluating the organizations previous handling of risks and comparing potential risks with criteria set out by the company such as costs and legal requirements.
• Supports and advances the organization governance framework and governance processes and understanding of the characteristics of effective governance, including effective methodologies for board evaluation, growth and development and succession planning.
• Provide inputs, information, and statistics for quarterly, annual and other reports to Project Management Team & Project Implementation Partners in various INGOs.
• Lead, Manage & direct the ICT technical team & ensure that service level agreements
(SLAs) and operational level agreements (OLAs) are in place with both external and internal
services.
• Lead & monitor the implementation of new technologies, hardware, software and ensure
that these systems are secure and do not create any new vulnerabilities for the existing
network.
• Ensuring that all security programs, tools, and technologies are working correctly, as well as
providing the necessary protections to the company's networks, digital communications,
and databases.
• Reduce the risk of data breaches and attacks in IT systems. Apply security controls to prevent
unauthorized access to sensitive information. Prevent disruption of services, e.g., denial-of-
service attacks. Protect IT systems and networks from exploitation by outsiders.
• Oversees the provision of end-user services, including help desk and technical support
services.
• Training & Upgrading of the ICT technical team and ensure that they deliver the optimal
service, solution and troubleshooting techniques according to the IT standards.
• Analyses the business growth, the current IT infrastructure status and the IT development
plans, to identify the requirements of the network infrastructure and provide
recommendations to build and maintain a scalable and agile IT infrastructure.
• Defines & designs all related IT infrastructure aspects (Data centers, hardware, network,
servers, security solutions & appliances, storage & end-point protection, VoIP & telephony,
and database management) to facilitate the efficiency of operations.
• Develops analytical plans and technical requirements, to enable the development of the IT
infrastructure according to business needs, makes studies for budgeting, investments and
costs plans for various projects.
• Ensures compliance to all service management process, including, but not limited to,
Incident Management, Request Management, Problem Management, Change
Management.
• Keeps abreast of market trends and technical / technological improvements to identify and
propose solutions that will add value and support the accurate operation of the network.
• Audit systems and assess their outcomes, monitors the infrastructure’s performance,
identifying & recommending improvements while ensure timely and accurate response to
technical issues.
• Managing and reporting on allocation of IT budget, running, and sharing regular operation
system reports with senior staff.
• Installing, Configuring and Troubleshooting of Networking Equipments: Data Centers, Routers & Switches, Gateway & Firewalls in addition to WAN connections and links to the organization branches.
• Installs, configures, and tests operating systems, application software, and system management tools.
• Performs feasibility studies, requirement specifications, budget estimates, design, and implementation plans.
• Manage IT staff by recruiting, training, and coaching employees, communicating job expectations, appraising their performance, and providing technical direction to IT support staff.
