ZATCA PMO Program
Lead the management and delivery of a EPMO program wide projects specifically in KSA Eastern Region (Al Batha Land Port and Salwa Land Port) to achieve the 2030 Vision within ZATCA (Zakat, Tax and Customs Authority).

Responsibilities:
- Maintain and provide consistency of service delivery across the EPMO programme for my assigned region (Eastern Region Land Border Crossings).
- Provide leadership and direction for the functional areas of EPMO, including knowledge transfer.
- Guide, inspire, motivate, and encourage a high performing team environment.
- Provide expertise to ZATCA for developing the EPMO processes and procedures necessary for the delivery of the agreed upon strategy.
- Lead and manage the project team through all projects’ phases consistent with established project delivery processes to the meet the scope, schedule, and budget.
- Oversees establishment of Project Charters, Project Execution Plan, Project Stakeholders Engagement Plan, Project Delivery Strategy Plan, Quality Assurance/Quality Control Plan, and other documents as required.
- Ensure that a formal risk management process utilizing agreed risk register and management process.
- Engage with all aspects of recruitment interviews for approval of the Construction Supervision Consultant team on site and monitoring performance of the personnel.
- Develop organizational breakdown structures and human resourcing requirements, formal routes of reporting, and team development appraisals.
- Support preparation of the SOW, BoQ, and Milestones for the projects and other related RFP documents and attended meetings with Stakeholders to include their necessary requirements in the SOW of the projects prior to tendering.
- Managed prequalification evaluations for selecting external consultants and contractors to be added to the qualified list to bids reflecting previous and current projects scopes, financial statements, and expertise requirements.
- Managed technical evaluations for selecting tenders.
- Review and approve proposed design changes, addendums, and claims arising from awarded construction contracts.
- Assign site project managers and site engineers to projects and maintain functional responsibility of site managers and site teams.
- Maintain projects delivery schedule and monthly reports.
- Assess the capability of ZATCA existing engineering staff and assigning appropriate roles and responsibilities.

Study & Preparation of Project Documents for the Design & Execution of 600 Dams - MEWA, KSA, (Tabuk, Madinah, Makkah, Asir, Abha, Jizan, and other regions).
Client: Ministry of Environment, Water, and Agriculture

The program included: Hydrological Studies, analysis of Potential 600 dams’
locations. Mobilization of multiple geotechnical resources for soil investigation. Liaise with local government ministry representatives in various KSA regions. Collect all available data. AECOM was undertaking the conceptual design. RFP’s will be prepared for packages which will comprise of comprehensive tender documents, prepare a pre-qualification document, tender evaluation criteria and evaluation matrix.


Responsibilities:
- Visiting proposed dam sites in remote areas in various regions in KSA (Tabuk, Madinah, Makkah, Hail, Qassim, etc.) to provide detailed assessment of the proposed dam locations, utilities, access to sites, existing developments, farms, settlements, water wells, overhead powerlines, or transmission towers.
- Ensure all safety and security issues for the visiting team are being managed and the safety plan and site visit journey plan are in place and are being followed.
- Participated in preparing and checking the Site Visit Reports.

Waad Al Shamal “Northern Promise” 450 km Pipeline Project
Client: National Water Company.

The Waad Al Shamal project consists of the design and execution of treated water transmission 450km pipelines to the project of King Abdullah Waad AL Shamal City Industrial Development. The pipelines are running from Sakakah, Arar and Turaif cities in North of Saudi Arabia to Waad Al Shamal Development Industrial city. The network is composed of several installations of Pumps Stations, Surge Towers, and Storage Tanks.

Responsibilities:
- AECOM’s Team Leader on sites to take custody of the project and evaluate actual progress of the works after the client terminated the contract of previous contractor and consultant teams on the project due to severe delays.
- Prepared a complete termination field survey report to assist the client in processing final payment for the contractor.
- Prepared Survey of Existing WWTPs report.

The program included Metro Transit System (Orange, Red, Blue, and Green Metro rail lines), Commuter Rail linking North and South Jeddah, LRT and Tram, Marine Transportation Lines (Ferries and Water taxi services), Buses Network, AL-Muntalaq Public Transportation Station, Obhur Suspension Bridge and other secondary bridges, and Parks and Rides facilities.

• Member of a committee (TBC, MOE, AECOM) to survey sites in various cities like Jeddah, Rabigh, Khulais, and Makkah to be developed for new schools’ projects to determine if the sites have any obstructions, fill material, and the availability of utilities.
• Member of a committee (TBC, MOE, AECOM) to examine old existing vacant or occupied schools to determine if they need to be demolished and replaced or if they need repairs (in Makkah, Jeddah, and Khulais).

Duties and Tasks: Package Lead and Senior Civil Engineer,
(Field Engineering Support Department)

Responsibilities:
• Worked with the design engineers (in house and in UK) and managers by providing efficient, reliable, and responsive service to them when reviewing and checking design drawings, shop drawings, and resolving field issues. My job included but was not limited to the following: Carried out site investigation and prepared reports as required by the design team, reviewed revised drawings, checked IFB, IFAs drawings, Contractor’s shop drawings, assisted in responding to TCQs, and communicated to Leed Office in UK regarding changes and updates.
• Attended Interface meetings with Ministry Of Transportation, Saudi Railway Organization, Saudi Electric Company, and National Water Company to resolve conflict issues such as lowering culverts, widening of roads, discussing channels alignments, constructing pedestrian bridges, and relocation or protection of utilities.
• Attended meetings to identify utility conflicts with various utility providers.
• Prepared Interface Arabic Written Agreements and Arabic letters.
• Worked with young Saudi Engineers and assigned various related field coordination tasks to them to resolve conflicts issues on the 47km long project.
• The Design Team takes benefit from having a fluent technically competent Arabic speaker to assist as and when required. I help the team to translate all letters that we receive from the stakeholders to provide response quickly. This has been critical during the land acquisition process.

- Ghulail Dam: (March 2012 - February 2013)
Scope of work: Constructing Main Dam (250M long, 10M high) and Wing Dam (990M long, 6M high), constructing Access Roads, and providing a catchment Inundation water storage area with a 1M m3 volume.
Duties: Construction Manager

Responsibilities:
- Monitoring progress of construction and initiate corrective steps if required, to ensure schedule dates are met.
- Raised potential Time Cost impact and report of variation to JSDP Project Manager.
- Participated in the weekly progress meeting, daily staff meetings (in house), and daily meetings with the contractor and update the management with status.
- Made sure all the staff on site follow QA/QC procedures and follow safety procedures.
- Worked closely with the contractor’s managers to open new work fronts, anticipate issues before occurrence, and provided solutions to utilize equipment and manpower to expedite progress ahead of schedule.
- Ensured that the latest drawings & documents are available to project field personnel.
- Supervised a team of Area engineers, Construction Supervisors, and Projects engineers and made sure they work closely as one team with QC and Safety Teams and requested them to update me on their daily accomplishment and what value they add to the project.
- Managed completing exception items for the project and verified all red marking and as built drawings.

My responsibility was supervising work at three critical flood areas: 1, 1A, and 6 (Underpass at King Abdullah and Andalus, Al Corniche at Al Hamra Street, and Al-Salman Underpass near the Royal Salam Palace).
Duties: Supervised the construction of storm water drainage lines (gravity and pressurized), manholes, catch basins, perpendicular road drainage system, Swales, rebuilding Pumps Station, slow down chamber, out fall chamber, relocating of utilities, and Asphalting roads

I directly managed a big team of 9 members depending on the stages of the project. I gained enough years of construction management experience that made me experienced in the heavy construction and infrastructure sector. The values of the projects that I worked on were ($ 26 Million, $ 190 Million, $145 Million, and $68 Million, $668 Million, and $92 Million).
