Specific Responsibilities:
• • A HS&E focal point in the Middle East, maintaining acceptable standards of personal competency, continual improvement, function best practice and technical excellence
• the general HS&E requirements for the Middle East business and other areas appropriate to the Company’s business activities
• support to the Middle East business in fully implementing the Doosan Babcock HS&E business operating procedures and address HS&E needs of the business creating local interface procedures as appropriate
• competent advice to the Middle East business to ensure compliance to in country HS&E legislation and
• compliant HS&E input to proposals and projects
• assist in the monitoring and reporting (monthly) of H&S Management System performance and monitoring of Supplier/Subcontractor H&S performance
• support to the Middle East business in achieving the corporate HS&E key performance indicators
• targeted/themed H&S audits and supply chain assessments to verify compliance to Company policy and standards and for the opportunity to facilitate improved working practice
• a central role in the detailed route cause analysis and reporting of any accident, or incidents in direct support to the Middle East business Management team and HS&E Manager - International
• consistent and timely input of HS&E Statistical data and appropriate reports onto the Doosan Babcock iQ system, in addition to any other regional or functional reporting requirements
• induction, orientation and training to new/ existing Doosan Babcock personnel in terms of HS&E relevant requirements,
• implementation of the HS&E planning process in advance of mobilisation for events and projects, supporting the Middle East business to produce the key scope specific documented HS&E deliverables
• With the Quality function, ensure that there is effective document management control with robust HSE record keeping and archiving integral to the system
• To positively encourage and promote our core HSE values and safety conscious attitudes in all employees and service providers and all times
• Preparation of internal audit programmes & aligned with Customers.
• Preparation & timely submission of CLP, Improvement Observation, Incident Reports, Weekly, Monthly & subcontractors HSE statistic reports, IQ, and to maintain record in central Data bank.
• Manage project close out of NCR’s and CAR’s
• Monitoring and reporting of HS&E performance including subcontractor’s
• To develop strong links with our customers in promoting best practice and continual improvement. To Facilitate achievement of Customer satisfaction
Specific Responsibilities:
• Prepare the Project HSE plans with all the required permitting forms in conformance to International and group HSE standards, Review and issue report with appropriate recommendations for improvement on all existing HSE practices.
• Ensure that all the project site conditions, resources and interfaces are carried out in a healthy and safe manner, HSE issues e.g.: HSE plans, Contractor HSEMS etc. are reviewed and in line with group policy for health, safety and environmental management systems.
• Own and be responsible for the entire project HSE.
• Initiate / prepare / participate in various studies like HAZOP / Risk assessment, Supervise / Coordinate and liaise with EPC contractor on all HSE Topics.
• Monitor Subcontractor/ HSE management system and review HSE documents Audit Subcontractor’s management system and other sub contractor’s etc.
• Prepare Presentation, other documents and Present to Client as per requirement
• Conduct HSE Trainings /Instructs trainees to objectives of complex plant systems, operations and controls
• Prepare RA / JSA, Checklist, and Other Documents related to HSE, etc
• Enforce the Safe Work Practices on all task and provide recommendations if needed.
• Conduct risk assessment and hazard analysis on critical jobs prior to start
• Responsible in dissemination of information in regards to Emergency preparedness and Safety Plan
• Monitoring the site major/ critical activities such as Excavation, Scaffolding, Lifting / erecting procedures and other hazardous jobs.
Specific Responsibilities:
• • Perform assistance to the Lead HSE.
• Control of HSE documentation filing and archiving system.
• Monitor the HSE internal and external auditing and inspection plans.
• Perform the reports that assigned by Lead HSE e.g. data, Weekly & Monthly analysis reports.
• Assist in compliance reviews, general risk assessments and other safety assessments to support Health, Safety and Environmental management.
• Update and improve the documentation level, and monitor its implementation.
• Monitoring of the HSE & processes for non-conformance close out and continual improvement.
• Follow up with project sites to update the HSE objectives and KPI.
• Keep HSE documentation up-to-date always.
• Keep and maintained the record of minutes of meeting.
• Ensuring with Project / Site Management and Supervision that all operations and activities are effectively executed in compliance with Company, Site and Project HSE regulations and relevant legal and other requirements.
• To contribute towards building a positive team spirit and Positive HSE culture at site on all HSE matters.
• To make sure the all the PTW requirements are in place and all the supporting documents are attached and controls are in place as per Risk Assessment.
• Effective active site monitoring, recording and reporting of our own and Subcontractors HSE performance and workplace conditions
• To actively challenge and report any unsafe actions and unsafe conditions
• To ensure near miss and improvement observation reporting is maintained
• Organize and attend TBT in specific area liaise with Customer representative
• Implementation of pre-start-up check list.
• PTW audit, Participation in site audit & inspection.
• Provision, arrangement & maintaining Safety Signage's and banners at site
• To make sure PPE’s compliance as per company standards
• To make sure all the workforce is aware about the site emergency procedures
• Close monitoring and supervision of Critical Activities
• Immediate reporting to Line Supervisors and Customer in case of uncertain event
• Full time presence in vicinity of work area
• Ensuring good Housekeeping standard at site
• Support Site Lead HSE for Record and maintenance of adequate Site HS&E records and report making and updating in central data bank.
