Supervise all employees in the Human Resources Unit and provide them with the necessary support and training required.
Prepare annually manpower plan through coordination with departments’ directors to provide them their needs from professional work forces based on their projects’ and organizational plan.
Attract and hire talents through communication and coordination with recruitment agencies.
Analyse candidates’ CVs and prepare summary about the best candidate according to Job Description and Job Specification.
Select the best candidates through conducting job interviews with the qualified candidates to assess their personal & innovation aspects and issue professional recommendations.
Issue job offers and conduct orientation program.
Create job description for new positions based on job analysis.
Review Job Description and Job Specification for all positions in the organization.
Prepare organizational chart for sectors and departments based on GOIC’s Strategy and GOIC organizational structure.
Conduct training analysis based on: the gap between job requirements in JD and employee’s abilities, results of employee’s performance appraisal, line-manger recommendation to develop employee’s skills and finally based on GOIC goals and values in the strategy.
Prepare professional development plan including training program titles, participants, training objectives, potential training centers, time and projected cost.
Communicate with training centers to implement individual and group training programs.
Evaluate training programs by participants, analyse evaluation results and review post training action plan filled by participants to review training effectiveness.
Supervision on performance management system for all GOIC staff starting from identifying annually individual key performance indicators (KPIs) in the beginning of performance appraisal period, first revision at mid of period and review final results. This includes continuous communication with directors and staff to be sure sits smart KPIs and verifying of understanding the performance system by everyone in the organization.
Prepare Succession plan and career development plan and update these plans annually.
Update the HR procedures’ manual.
Prepare annually comprehensive report about all HR activities during the year, issue quarterly reports and other reports based on work needs or top management request.
Conducting some HR studies such as Compensation bench marks with the labour market, comparison pay structure with similar organizations, studies about modifying pay and grades structure for GOIC.
Design satisfaction questionnaire and conduct electronic satisfaction survey, analyze responses and issue report about survey results for top management with suitable recommendations.
Prepare annual manpower budget and annual professional development budget. Analyse the variance between the actual expenses and projected budget at the end of each month.
Prepare financial settlements for resigned employees; follow up handover and clearance form procedures. Prepare exit interview questionnaire and analyse the responses as well.
Support HR employees to prepare monthly payroll by Optimum system (ERP) and prepare the payroll if necessary.
Review monthly payroll sheet and review other benefits and allowances such as education, furniture, end of service and air tickets.
Management representative for HR audit operations and follow up with all internal and external auditors for HR audit activities.
Prepare official correspondences and internal memos.
Member in the HR Committee.
HR Projects at GOIC:
HR Policies and Employees’ bylaws, 2012.
Automated HR procedures - ERP system, 2013-2014. Including but not limited to: identifying policies, design workflow, design forms, implement test, train all GOIC staff and make update and upgrade.
ISO 9001-2008: HR Process, 2015-2016.
Prepare and develop policies and procedures.
Design applications for HR and Financial Transactions.
Prepare annual budget including manpower budget according to international standards and government rules.
Prepare employment contracts and renewal the contracts.
Prepare payroll sheets and salaries transfers; including over time charges and retirement & pension subscriptions.
Prepare monthly, quarterly and annual reports for internal and external purposes; including analysis, illustration charts, comments, notes, comparisons and recommendations.
Prepare letters / correspondences to other destinations.
Co-ordinate with other governmental bodies / private entities such as Retirement and Social assurance Authority, Supreme Education Council, Banks and Audit companies.
Supervise and follow up staff like HR admin, purchases in-charge, Storekeeper.
Prepare financial statements including balance Sheet & income statement according to international standard & government rules through the work with the biggest international auditing companies such as Ernst & Young, KPMG and BDO.
Controlling the assets and inventory through bar coding system and overseeing the annual inventory / asset physical count.
Prepare and follow all administration and finance operations during start up period.
Prepare accounts payables, accounts receivables, expenses and revenue transactions according to IFRS through accounting systems such as PeopleSoft (ERP) and Peachtree.
Prepare and follow banking works as transfers, cheques issuance, bank reconciliation, internet banking, follow deposits, withdrawals and others.
Prepare petty cash reconciliation and renewing petty cash.
Prepare fixed assets and assets depreciation records based on monthly and annual basis.
Prepare financial statements including balance Sheet & income statement according to international standard & government rules through the work with the biggest international auditing companies such as Ernst & Young, KPMG and BDO.
Prepare payroll sheets and salaries transfers; including over time charges and retirement & pension subscriptions.
Enter employee’s data and make continuous update.
Prepare HR forms such as hiring, annual leaves, absence, resignation, and termination.
Follow up financial affairs for employees through HR system.
Responsible about employee’s files.
Prepare monthly report about all employees’ transactions.
