1. Ensure implementation and execution of the Lock Out Tag-Out (LOTO) program, including training, development and revision of procedures, and periodic auditing of program compliance.
2. Ensure all works on site only proceeds when required Job Safety Analysis/Risk assessments have been completed, and reviewed by a competent person and communicated to those who can be impacted by the hazards identified.
3. Ensure a safe work environment by frequent turn around on the project site. Advise the management of unsafe acts/conditions observed and track corrective action in appropriate system to eliminate the unsafe act/condition.
4.Conduct weekly safety inspections of construction activities to monitor compliance with EHS program, the Project EHS Program and applicable regulations. Edit inspection reports.
5. Stop works where conditions exist which is Immediately Dangerous to Life or Health (IDLH) or damaging to the environment. Inform partner & SM, edit report, propose corrective actions, track actions until closure and check the application of disciplinary action system.
Designated by the company to handle the Safe System of Work by implementing the Permit to Work Procedure. Coaching employees to be safety culture minded while working in the hazardous environment. To ensure High Risk Potential of work is properly coordinated, hazards are isolated and works can only be done after proper authorization from the Line Manager. Ensuring full implementation in two vessels the FPSO Cidade de Saquarema and Marica during the conversion construction, commissioning till the vessel sail away to Brazil for final integration.

Coordination of the Bridging work permit. Handling lectures training to all employees in the project site.
Directly responsible to provide centralized control over the LOTO while providing an equivalent high level
of safety to all employees that are working in energized system.

The person designated by the OIM, Commissioning Manager, Conversion Manager to be responsible
for coordinating and administering the Permit to Work System . He must ensure the implementation
and administration of the Lock out / Tag out (LOTO ) under the PTW procedure.
Encoding all work permits in the PTW Tracking Data Base. Make sure isolations certificates ( ICC )are cross
referenced to all active work permits that requires LOTO to prevent conflicting activities with the
construction, commissioning and operation.
1.Good understanding of LOTO operations gained by personal experienced and field supervisory level.
2.Verify that the scope of work is clearly defined on all permit applications.
3.Verify that all isolations, safety requirements and precautions and support documents are specified on each permit application.
4.Strong personal integrity with sufficient resilience to implement the procedures to those who would not to.
5.Responsible for the trainings in project sites. Handling direct lectures to trainees emphasizing the Loto procedures. Conduct orientation trainings to Authorized System employees. Lead employees and the Affected employees.
6.Full understanding of the work to be done and give authorizations of the protection required to make the system/equipments safe to work.
7.Conduct periodic audits of the Loto documentations and reports to the Site Manager regarding the results of the Loto audit.
8.Monitoring the installation of locks and tags done by Isolating Authorities in every isolation point to make sure complete safety in every items included in the Lock out/Tag out request.
9.Direct coordination with the Control Room operators regarding the equipments subject for lock out/tag out.
10.Coaching contractors requesting permits for compliance of the Permit to Work System process.
11.Ensure proper recording of permits through PTW Data base.
12.Maintain Awareness of PTW controlled task being carried out and the respective locations and ensure that any conflict in operations are highlighted.
The Permit to Work Engineer is responsible for managing and organizing the proper application of the Permit to Work System ensuring that the procedures and safety guidelines satisfy the local rules and regulations. He communicates with all the persons who perform or supervise work where permit to work must be applied. He reports directly to Commissioning Manager. Target of the Permit to Work Engineer is to have zero PTW related incidents.
