• Responsible that vehicle fleet at the country level is optimized in its size, vehicle models, utilization, running operational costs, and is used as per set rules and regulations described in the IRC Fleet Manual and relevant SOP’s.
• Ensure timely, accurate, and correct data entry into the fleet management system and to maintain the country level vehicle fleet files containing documentation with records of mileage, fuel, maintenance and repairs, accidents, and financial information as per IRC Fleet Manual, relevant SOP’s and set procedures.
• Plan, allocate and co-ordinate local driver resources to ensure the most effective use of their time and the efficient delivery of transport services using available resourcing and route planning tools as appropriate to minimize the costs of such resources.
• follow up monthly transport budget, available funding for vehicles’ operation and mange vehicles operation cost on a monthly basis
• Prepare annual budgets and reports regarding the fleet’s operational costs and raise them to the Senior Logistics Manager and Supply Chain Coordinator for review
• Identify major defects and maintenance in the vehicles and based on available budget, prioritize vehicles repair accordingly
• Ensure that all purchased, leased/rented, or loaned cars are legally registered and insured.
• Maintain vehicle operation files and keep records for internal and external audits.
• Organize the replacement or disposal of damaged cars and raise requests to the Senior Logistics Manager and Supply Chain Coordinator for revision
• Maintain all fleet equipment in a safe and user ready condition
• Provide support in testing, training of national fleet management staff to improve the management of quality and cost-effectiveness of fleet management operations, promote adherence to best practice principles and compliance with all relevant regulation, legislation, and IRC Fleet Manual
• Coach, train, and mentor staff to strengthen their technical capacity, exchange knowledge within the team and to provide professional development guidance
Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
• Provide constructive feedback and counsel on appropriate career paths and professional development.
• Carry out proper training to all drivers on necessary vehicle mechanic skills, daily vehicle inspection, drills on safe driving, defensive driving, etc
• Participates in the technical evaluations of bids received from vendors through the Procurement Section
• Perform the fleet capacity study monthly to ensure that the fleet size will achieve all the movements requests
• Monitor budget implementation and recommends reallocation of funds when required
• Perform the yearly performance evaluation for all the fleet department staff and monitors the performance evaluation of the drivers
• Conduct fleet meetings every month for all the fleet staff
• Ensures maximum utilization and effective use of vehicle and driver resources
• Follow up on the maintenance for the owned vehicles
• Create and implement procedures/policies related to the fleet (driver’s system, fleet manual…)

• Implement and audit the management system for all TOTAL’s Transporters (GPS, System Management, Safety procedures...)
