As Operations manager:
• Military C4I ( Command, Control, Communications, Computer, Intelligence) project Bid operational manager and CONOPs/OCD developer, (2010)
• Contribution to System Engineering Process: C4I Joint and Land tactical domain stakeholder requirements definition ( 2011-2012), as part of the C4I project System Engineering Concept definition and system specification phases by managing of a joint team of 40 systems engineers and operational analysts, (1st semester 2013)

o Operational tasks and business processes development using NATO Architecture Framework (NAF) for the following military war fighting functions: Operational planning, Situation awareness, Fire support, Logistics support, Force Protection, Joint and tactical Intelligence, (2012-2013)

As a Strategic Planner:
• As Strategic Management Policy & Interoperability branch chief of the NATO ACT C4I division, and as acting DACOS C4 ( May -September 2007), was responsible for the strategic analysis and planning of policy and interoperability aspects of C4I systems contributing to NATO Network Enabled Capability (NNEC) implementation in the complex environment of the 27 Nations of the NATO Alliance.
• Managed annual 1 Million US $ NATO architecture portfolio for all C4I systems related Reference Architectures (Bi-SC Automatic Information Systems RA, Communications RA, SATCOM RA, Deployable CIS, Wireless RA…)
As Strategic level Military C4I capability developer:
• Focusing on the architectural and interoperability framework aspects within ACT and across NATO as a whole and through dynamic interactions with Nations, especially US Joint Forces Command (Norfolk), has held chairmanship positions in various NATO CIS working groups and sub-committees (C3 Capability Coordination Group, Architecture Management Group, Integrated Capability Review Team, C3 Capability coherence sub-committee).
• Assumed ACT representation to NATO C4I senior committees:
- Chairman NATO C3 Capability audit team,
- Chairman NATO C3 Capability Coordination group,
- Co-chairman NATO architecture management group,
- NATO ACT coordinator for NATO C3Board, NATO C3 Capability Management board, NATO Capability Steering Group
Achievements:
• Developed the implementation aspects of C4I aspects of NNEC through the concept of architecture based planning and roadmaps, taking advantage of initial work done for communications systems in coordination with industry technology trends through interaction with Industry R&D efforts.
As Operational level C4I Planner:
• Operational analysis and planning of Joint operations deployment ( EU operation Artemis), and EU operational Artemis ( Congo Democratic republic), chief J6 at strategic level (OHQ Paris), June- August 2003,
• C4I operational planning of all joint multinational exercises, including French - United Arab Emirates joint exercise GULF 2005,
• Coordination of operational experiment of C4I systems at the joint level ( Syracuse MilSATCOM, Telecommunication ATM switches, Common Operational Picture, C2 Functional Application Services (SICA/SITOPS), with IT industry.
As Operational level Transformation planner:
• Chairman European Union Capability Action Plan (ECAP): Force Operational Headquarter: Concept of operations and deployment, TTPs and SOPs.
• Interaction with European Defence agency in C4I issues.
Achievements:
• Development of C4I concept for Joint operations at operational level,
• Development of Joint Command & Control Training plan and program based on Training Need Analysis for Joint C4I Functional applications ( SICA and SITOPs (J3), Topfas (J5)),
• Development of European Union Operational level command Concept and operational procedures.
• Manager of an operational work force of 1000 staff ( 50 officers, 450 NCOs and 450 signal specialist) in support of a multinational Corps level Command structure (European Corps),
• Managed and implemented HR development and Training plans for the full manpower force under his command,
• In charge of experimentation of specific C4I equipment to support of European Corps interoperability requirements ( HQ LAN deployment, Light Military SATCOM….).
Achievements:
• Deployed the signal regiment to Kosovo (KFOR, Multinational Brigade Command & signal regiment Commander) as regiment commander: August 2000 - December 2000.
