Since CBRMP-IRRDP was a government project, documentation was very strict and decisions were meticulously screened by a committee. Every purchase was treated as a contract, each of which would require at least 22 documents - from purchase requisition to proof of payment. The project followed a program of works as in any other proper project.
• Organized out-of-school youth and adults and grouped them into categories for the purpose of facilitating learning among them
• Engaged rural folks into livelihood projects and with the aid of the LGU gave them small starting capitals for home business
• Organized sports activities where the youngsters could engage themselves into instead of joining pot sessions and other harmful activities
• Conducted lectures in mobile schools for the purpose of refreshing the adults’ minds
