• Supervise the implementation for all the WatHab engineering programme within TYR sub-delegation area of responsibility including all the villages located at the blue line and the Palestinian camps in the South.
• Carry out field assessments and surveys focused on technical, social, and institutional aspects.
• Plan projects to address the need and problems encountered.
• Write comprehensive assessment reports and proposals, consolidating inputs from various internal and external sources.
• Perform detailed calculations and prepare technical designs and documents (bill of quantities, drawings, technical specifications, etc.) for engineering projects in collaboration with relevant stakeholders.
• Prepare tender and contractual documents in close collaboration with Logistics and in accordance with ICRC rules and regulations.
• Manage contractual relations with contractors as well as relationships with relevant authorities throughout the project cycle and ensures handover of projects to the beneficiary in accordance with ICRC rules and regulations.
• Supervise project implementation and ensure compliance with project documents, ICRC standards, and local building codes/standards, taking corrective action, if necessary, proactively, and independently.
• Create and maintain up-to-date project files in electronic databases (WPA, PAM, TeamSpace, SharePoint, etc.) as per institutional and departmental information management guidelines.
• Maintain precise financial follow-up and ensure timely financial forecasting at the project level.
• Support colleagues from other departments upon request for specific technical questions or field follow-up.
• Attend the monthly South Water and Shelter meetings within the wider humanitarian community as appropriate, ensuring mutual exchange of information and avoiding duplications.
• Develop and maintain contacts with relevant interlocutors (e.g., water establishment, municipalities, unions, or municipalities, etc.) and keep interlocutors informed on ICRC activities.
• Supervise the execution of large-scale water projects in the South (refer to annex), liaise with support departments for logistic and financial processes, and handle all administrative aspects until project completion.
