PERMIT TO WORK SYSTEM
• TO MAKE SAFETY PLAN, BEING A PART OF RISK ASSESSMENT, JHA, RESCUE PLAN AS PER THE CLIENT STANDARDS AND NEEDS
• CONDUCTING AWARENESS PROGRAM FOR P T W AND HOW TO IMPLEMENT IN WORK SITE.
• WORK MONITORING BY METHOD OF STATEMENT PROCEDURE
• MONITORING WORK SITE P T W SYSTEM.
• MAKING PROJECT SPECIFIC SAFETY PLAN AS PER THE CLIENT’S REQUIREMENTS.
• CONDUCTING FIRE FIGHTING TRAININGS FOR ALL EMPLOYEES
• CONDUCTING SAFETY MEETINGS, AUDITS, TOOLBOX MEETING AND FIRE & SAFETY INDUCTIONS TRAININGS
• TRAINING THE CONSTRUCTION PERSONNEL AT SITE REGARDING THE SAFETY REGULATIONS OF CLIENTS AND HOW TO ACT IN CASE OF FIRE ACCIDENTS AND OTHER EMERGENCY
• ERECTION SCHEDULES ACCORDING TO SAFETY RULES AND REGULATIONS
• INSPECTION OF LIFTING TOOLS AND TACKLES
• AUDITING SAFETY RULES AND REGULATIONS, ESPECIALLY AT ELEVATED, RESTRICTED AND HAZARDOUS AREA
• EVACUATION WHILE EMERGENCY AND LEADING THE RESCUE TEAM
• INVESTIGATING ALL WORK RELATED ACCIDENTS/ INCIDENTS INVOLVING COMPANY PROPERTY
• INSPECTION RENDERING AND ADVISE FOR PROCUREMENT OF BEST QUALITY PERSONAL PROTECTIVE EQUIPMENT’S AND LIFESAVING EQUIPMENT’S INCLUDING PROPER USAGE
• ADVISING OF ALL ASPECTS OF SAFETY AND ENFORCES SAFETY RULES IN ACCORDANCE WITH THE COMPANY POLICY
• CONDUCT DAILY AND MONTHLY SAFETY, HEALTH AND ENVIRONMENT INSPECTIONS
• STOP THE OPERATIONS IN CASE WHERE, ANY DANGER OF THE EMPLOYEE, CLIENT AND ITS PROPERTIES AND NO APPROVED CLIENTS WORK PERMITS.
• TO VISIT ENTIRE AREA AND HAVE DISCUSSION WITH INDUSTRIAL WORKMEN SAFETY PROBLEM AND TAKE PROMPT ACTION TO SOLVE THE PROBLEM IF ANY.
• MAINTENANCE OF ALL EQUIPMENT’S OF THE PLANT OR ORGANIZATION LIKE FIREFIGHTING SYSTEM, DIFFERENT TYPE OF EXTINGUISHERS, INDUSTRIAL CYLINDERS, POWER SUPPLY FOR FIRE WATER PUMP AND PPE WITH THE HELP OF PROPER AND THOROUGHLY TESTING AND MONITORING
• TO INSPECT ALL OPERATIONAL TOOL EQUIPMENT’S AND PART OF THE PLANT SO THAT NO HAZARDS ARE OVERLOOKED.
• TO CHECK WHETHER ALL SAFETY PROCEDURES OF SAFETY SYSTEM ARE BEING FOLLOWED.
• TO ENSURE THAT PERSONNEL PROTECTIVE EQUIPMENT IS IN WORKING CONDITION AND BEING USED BY WORKERS IN HAZARDOUS SITUATIONS.
• TO GO ROUND THE WORK FLOOR TO SEE THAT WHETHER THE WORKERS USING THE PERSONNEL PROTECTIVE EQUIPMENT’S OR NOT.
• TO IDENTIFY HAZARDOUS TASKS AND PROCESS AS WELL AS HAZARDOUS ZONES IN THE WORK PLACE WITH SUITABLE DEMARCATION OF SUCH ZONES.
• TO INSPECT REGARDING THE CAUSE AND NATURE OF THE ACCIDENT & IDENTIFY ACCIDENT-PRONE WORKERS ALSO. TO RECORD ALL THE OBSERVATIONS AND CHECKLISTS.
• CONDUCT WEEKLY, MONTHLY AND OTHER IMPORTANT MEETING INTERNALLY ALSO COORDINATE MEETING WITH CLIENT, CONTRACTORS ETC.
• ACT AS A SAFETY EYE FROM THE MANAGEMENT.
• TO MAINTAIN ALL THE FILES WELL IN ORDER.
• TO MAKE PPHA, JHA AND RISK ASSESSMENT.
• TAKE DISCIPLINARY ACTION AGAINST VIOLATORS.
• TO MAKE A COST CONTROL PROGRAM ON ALL THE LEVELS.
• TO REDUCE UNSAFE ACTS AND UNSAFE CONDITION, TARGET OF ZERO LTI.
• TO MAKE SURE THAT ALL THE EMPLOYEES ARE UNDER COMPANY SAFETY POLICY, SEPARATE INDUCTION TRAINING FOR VISITORS.
• REGULAR CHECKLIST FOR WELFARE FACILITIES LIKE TOILET, WATER, SMOKING AREA ETC.
• REGULAR CHECKLIST FOR FIRST AID.
• TO CHECK ALL THE VEHICLES' IS IN PROPER CONDITION AND GIVE PROPER TRAINING TO THE DRIVERS ALSO IMPLEMENTING THE TRAINING PROGRAM.
• IMPLEMENT THE RULE THAT-DO IT SAFELY OR NOT AT ALL, THERE IS ALWAYS TIME TO DO IT RIGHT
! Provide support to the project by maintaining a visible presence to the field performing site visits to the entire project at least once per shift, if possible coordinate with the project manager.
! assist in the coaching, mentoring and implementation of the HS&E programs in the field.
! Regularly review and be familiar with all applicable legislation and applicable standards,
to ensure compliance.
! Inform the project management team and supervision of any new or conflictive legislative
matters that could impact the project.
! Develop a Site Safety Management Plan (SMP) for the project to ensure a safe work
environment for all company employees, contractors, visitors and community.
! Regularly audit the SMP for compliance and update to ensure the alignment with project
scope and conditions.
! Organize and schedule required safety staff and first aid coverage.
! Provide direction, support and resource to all site managers, supervisors, foremen and
safety advisors.
! Ensure that all incidents are reported immediately.
! Participate and assist the supervisors, foreman and safety advisors in the investigation of
incidents to determine root cause, and corrective actions where necessary.
! Ensure incident corrective actions are followed up on and completed.
! Ensure injured workers are offered modified duties and documentation has been
completed. Monitor and follow up on modified workers in the field.
! Ensure Safety Advisors are verifying field staff training and competencies; consult the
project management team and Regional Safety Manager for compliance and action plan.
! Review safety obligations of the clients and ensure they are carried out as per the terms of the agreement, and communicated to the Project Manager, Supervisors, Foreman and
Safety Advisors.
! Ensure new hires are orientated to the Valard Construction, and all required
documentation is completed accurately and forwarded to the head office.
! Ensure safety boards with postings including but not limited to: Health and safety policy, inspection and audit results, project hazard assessment, location of first aid, etc. are
maintained and current.
! Ensure that the following material is available and on site, KOC HS&E Manual, the
applicable provincial legislation and regulations, site safety inspection forms, observation
forms, tailboards and log books, fall protection plans etc.
! Prepare for, and participate in audits such as 18001, COR and/or Owner audits.
! Communicate, coach and assist the field staff to ensure that all safety expectations are
understood and met.
Implement and monitor the HSE Management System, Plans and Safe Work Procedures.
Promote the HSE Management System by personal example and leadership.
Promote a strong awareness and personal responsibility for HSE with all management and
supervisory personnel.
Review Company activities and ensure compliance with HSE Policies, HSE Plans and Procedures.
Ensure that Contractor HSE activities comply with Company & Contractor HSE Policies & Plans,
conform to the terms & conditions of the Contract and meet local statutory HSE regulations.
Liaise with and Coordinate HSE activities with NPDC HSE Department.
Ensure that all Hazards and Risks associated with Company and Contractor work activities have
been identified, assessed and actions implemented to eliminate or reduce these to ALARP.
Review the daily, weekly and monthly HSE site reports and statistics.
Compile and publish HSE statistics and communicate to all management and personnel
Ensure that emergency preparedness and response plans are developed, documented,
implemented and tested.
Ensure that effective medical, first aid, occupational health facilities, resources, equipment and
consumables are provided and maintained at all offices and work sites.
Implement and execute HSE training plan for Company HSE and other personnel.
Lead risk assessments and studies and ensure results are addressed as work is executed.
Develop specific safety procedures with the Site Team to address identified risks and challenges.
Organise and facilitate training, drills and exercises for emergency preparedness and response.
Ensure that Company HSE performance requirements are included in all contract documents.
Ensure that the Contractor activities comply with the Contractor HSE Plan and conform to the
terms and conditions of the contract between Company and Contractor.
Follow up accident investigations to ensure close-out or recommendations to prevent
recurrence and ensure communications of results across Company and Contractor workforces.
Promote HSE-related lessons learnt and the exchange of HSE information across Company and
Contractor workforces with the goal of achieving higher HSE awareness.
Prepare, convene and facilitate regular HSE Committee meetings at Lagos offices.
Monitor activities of and mentor HSE Coordinator located at Benin office.
Any other HSE related duties that may be required byPC Top Management.
