• Reports directly to the Vice President of Ruwais Area Services Department that reports directly to Senior Vice President Operations. Conducts the job roles and responsibility as Manager, Central Fire Brigade.
• Single accountability for proper functioning of Central Fire Brigade on fields determined in the Central Fire Brigade Scope of Service/functional statements,
• Manages Fire Training Ground and 5 Fire Stations which includes 12 Direct reports and 245 indirect reports.
• Review and approves road closures and ensure contingency plans in place.
• Compiling of emergency preparedness plans and execution and implementation of it.

• Ensures fire crew competencies by preparing and implementing of Central Fire Brigade's yearly programs of training, fire drill, maintenance and inspections.
• Compiling of new emergency response procedures and Standard Operating Procedures and issues instructions for Central Fire Brigade.
• Ensures that Central Fire Brigade is sufficiently equipped to provide the required emergency services by operational and technical verification, replenishment, improvement proposals, and standardisation of common firefighting equipment.
• Evaluates and verifies subordinates’ performances through the review of work assignment completion and work techniques as per Central Fire Brigade's procedures.
• Recommends disciplinary and recommendation actions for subordinates.
• Identifies deficient skills among subordinates Team Leaders Fire Service (Fire Chiefs), Senior Fire Officer Fire services and Fire Service Instructors. Plan and implement remedial.
• Prepares and control Central Fire Brigade's budgetary requirements.
• Comply with on-call duties as per business requirement.
• Provides Emergency Response, Basic Fire Fighting Training, On Scene Commander training etc. services to all Group Companies in Ruwais Industrial area Group Companies includes ADNOC Refining East, ANDOC Refining West, Fertil, Borouge, ADNOC Gas Processing, ADNOC Distribution, Petroleum Port authorities.
• Coordinate and ensure customer satisfaction through coordination meetings with all Group Companies in Ruwais Industrial area.
• Provide updates on Central Fire Brigade performance and challenges to all Group Company CEO’s and Plant Managers.
• Manage and coordinate various audit recommendations.

Performs supervisory functions as Fire Chief to a organisation chart of 80 employees.
Plans, directs and actively participates in the on-going in house training and development of own self and subordinates with special emphasis on UAE National employees. On all aspects of firefighting areas.
Supervises and directs all firefighting personnel involved in an emergency and acts as Incident commander until higher authority arrives on site.
Monitors specialist stand-by’s, hot work duties using firefighting equipment, breathing apparatus and specialist rescue equipment during plant routine maintenance and project works etc.
Supervises the testing and maintenance of a range of fire fighting vehicles.
Direct and manage the fire crew on conducting of standby duties at Halfaya airpoRuwais Refinery and providing training.
Conducting of daily, monthly, bi annual and annual inspections on all fixed and semi fixed firefighting installations and equipment, on the refinery facilities, all buildings.
Guiding and training of fire wardens on what to do in case of emergencies and ensuring they have an emergency plan in place in case of any emergency.
Manage the Common Fire Training ground facility in Providing training on basic firefighting skills, self-contained breathing apparatus usage and different extinguishers to all TAKREER employees.
Manage stock levels for firefighting media, to ensure proper planning for emergency preparedness.
Manage OPEX and CAPEX Budget, including forcast for 5 year business plan.
Plans, directs, maintains, and supervises the activities of the Fire Section efficiently and effectively.
Performs a variety of technical, administrative, and supervisory work in planning, organizing, directing and implementing fire prevention, suppression and emergency response services to prevent or minimize the loss of life and property by fire and emergency conditions.
Acts as the Principal Advisor on Fire, Rescue and HAZMAT operations. Leads the fire and rescue activities, emergency planning and business continuity planning.
Conducts fire hazard protection identification programs, review of new project design and plant modifications and ensures adequate protection measures to eliminate emergency incidents. Develops and implements procedures for protection of personnel, assets and environment at large.
Prepares a variety of reports and statistics on Fire Protection (incidents / accidents / near misses) and emergency incidents. Highlights shortcomings and recommends new techniques or programmes aimed at improving fire protection and preventing the recurrence of emergency incidents in Ruwais Refinery.
Implements effective Fire programs that include all departmental work units. Maintains an open work environment within the section
Ensures the proper inspection of work sites for integrity and availability of firefighting equipment and fixed systems. Checks the adherence by all personnel to fire protection rules and regulations.
Participates in establishing, implementing and reviewing comprehensive audit / inspection programmes for Ruwais Refinery to ensure that all Fire Protection and Fire prevention regulations and programmes are strictly complied with.
Provides engineering assistance to the Engineering Development Department in the fire safety design and specification of modifications or new equipment installations and projects.
Technically reviews bid for the supply of new fire safety and firefighting equipment. Liaises with manufacturers’ representatives as required in the installation, commissioning and post commissioning periods, to discuss and rectify any equipment deficiency.
Liaises with Inspection Section Head to arrange for and follow up on physical testing and inspection of modification and/or new installations.
Conducting Acting Health, Safety, Enviroment and Fire Department Manager duties in case of the absence of the HSEF Department Manager.

Conducting of daily, monthly, bi annual and annual inspections on all fixed and semi fixed firefighting installations and equipment, on the production facility, head quarter buildings and staff camp dormitories according to company’s safety standards.
Conducting of monthly fire precaution audits on different areas of PetroChina assists. This includes, production facilities, headquarters and staff camp dormitories.
Guiding of fire wardens on what to do in case of emergencies and ensuring they have an emergency plan in place in case of any emergency.
Providing training on basic firefighting skills, self-contained breathing apparatus usage and different extinguishers to production personnel and all staff camp personnel including kitchen personnel.
Designing of emergency evacuation action plans and installing them in all dormitories and buildings to indicate what to do in case of emergency, who to phone and where to find the nearest assembly point.
Compiling of daily, weekly and monthly reports with emphasis on all activities and short comings in the fire station.
Keeping inventory of all assets in the fire station, including stock levels for firefighting media, to ensure proper planning for emergency preparedness.

Approves issue of fire equipment required by departments operating within his jurisdiction. Ensures that new equipment issued is included in inspection program. Queries unusual requests at the superintendent level.
Communicates with dispatchers and superior officers utilizing mobile electronic communication equipment during emergency situation and routine daily activities. Communicates at the emergency scene utilizing radio, voice, or hand signals.
Inspects all Fire Apparatus for cleanliness and maintains personal protective equipment, protective clothing and self-contained breathing apparatus.
Uses personal protective equipment, self-contained breathing apparatus and abides by the incident command system to enhance personal safety by reducing exposure to hazardous materials and infectious diseases.
Facilitates post-incident analyses to evaluate and identify positive and negative aspects of the response.
Train on shift personnel to perform as job mentors.
Performs duties of the next highest rank in the absence of a person in the rank, needed.
If needed use the disciplinary system to discipline personnel that was miss behaving in accordance to SASOL rules and regulations
Compiling of weekly and monthly progress reports for

Ensure safety and wellbeing of all personnel involved in Emergency Management department during emergencies and in the fire station.
Enforcing of on the job training on a daily bases to upgrade skills and expertise of equipment
KPI discussions with key role players to discuss strengths and weaknesses of each individual and to highlight areas to be improved.
Manage organisational structure to ensure effectiveness

Firefighting equipment installations:
Review of all aspects of fire equipment installation drawings and ensure installed equipment is assigned according to the drawings
Ensure all firefighting fixed and semi fixed equipment comply to statuary inspections and tested on a monthly, bi-annually and annual bases

Reports:
Compiling of weekly and monthly reports regarding the status of all firefighting equipment in buildings and in production areas, type and quantity of training done, man power status, vehicles status and any short comings in the department

Emergency Preparedness:
Participate in emergency exercises to ensure effectiveness of the firefighting crew.
Compiling of an up to date stock list to ensure in case of emergency there is sufficient consumables to manage any type of emergency safely and efficiently.
Training plan to be implemented for the development of fire fighters and team leaders
Compiling and implementing of Standard Operating Procedures and Standard Operating Guidelines
Compiling of Emergency Response Plan to ensure proper and efficient turnouts to any emergencies or worst case scenarios
Ensure mutual aid agreements are in place

Fleet and equipment Management:
Ensure all vehicles and firefighting equipment are maintained and serviced accordingly to be prepared for emergencies
Preventitive maintence Plan to be in place to ensure all equipement in operational condition
