Review EPC ITB and package files sent to the Company from clients, to analyze the content such as drawings and supporting data to interpret, understand and confirm the scope of the work being requested.
Review the terms & conditions read through the specifications, using technical knowledge, ability, and skills to determine fullness of ITB.
Based on professional evaluation of the ITB, prepare synopsis and seek Manager & higher Management to bid or no bid options.
Perform the assigned duties as per the set policies and procedures to achieve the department goals.
Utilize lesson learned database, related to projects’ cost and expenses, recommendations, and best utilization of recourses.
Generate the Material Take off with client provided Feed or DBSP documents.
Prepare RFQ for material supply and subcontracting/ third party vendor services.
Review and evaluate supplier and subcontractor's offers.
Work closely and coordinate with the Procurement & Contracts department during the pre-bid evaluation phase to determine the prices of the materials, service, and equipment based on the market.
Calculate the calculation of other costs (Engineering, supervision, management, site & camp facilities, transportation, clearance, taxes, insurances, permits, license ... etc).
Ensure coordination with the Estimation Manager, Contracts Manager and Procurement to obtain updated info on the cost of materials and services to develop a precise cost estimate for the work in the project.
Review of Tender documents on receipt to ensure its completeness.
Co-ordinate & follow-up to ensure post bid clarifications are addressed.
Prepare technical proposal including execution plan, organization chart, descriptive scope of work, offer basis consideration, and all associated documents as required to fulfil technical proposal requirement
Estimation of cost associated to manpower/Construction Equipment's/site facilities/subcontracting works.
Preparation of unit rates for manpower/construction equipment's/activities.
Distribution of price as per price schedule.
Prepare presentations for management about scope overview/cost estimate overview/kick-off meetings.
Electrical & Instrumentation Estimation Engineer
Key Result Areas:
•Collaborating with Engineering, Construction, Procurement and Project Teams to review the scope & requirements of estimate
•Working for design documents including drawings, specifications, codes, and standards relevant to E&I estimation systems
•Managing materials used in the Oil & Gas industry, their specifications, applicable standards
•Adhering to technical aspect of bids & scope of works; participating in all bid clarification meetings and reviewing bid clarifications as required
•Checking the overall accuracy of the takeoff & specifications by the Engineering Department
•Formulating & reviewing:
•MTOs for E&I scope for proposals with no support available from engineering, as per demands & floating RFQs through the Procurement Department
•Technical & commercial evaluation of all vendor quotations to ensure compliance & competency
•Performing site surveys as per requirements and publishing the site survey reports
•Conducting risk analysis to address uncertainties & forecasting the technical problems; implementing & updating the standard risk matrix in accordance to work instruction
•Leading the entire analysis of bid for compliance with standard, statutory & client requirements
•Ensuring all electronic copies of deliverables & internal documents storing at the central directory & hard copies archived as per company procedures
•Monitoring and executing projects with respect to budgeted cost, demand forecasts & time overruns to ensure timely execution of the projects against cash flow
•Interpreting contractual obligations & rights and evaluating technical problems for management reporting
