(According to guidelines of International Finance Corporation, World Health Organization, International Labour Organization and the legal requirements for Jordanian law)
•Monitoring the HSE performance of the Engineering, Procurements and Construction Contractor (EPCC) and other subcontractors, as well as ensure compliance with HSE contractual and statutory requirements (Site and technical office Supervision)
concerning the project construction sites, Camps, plant & equipment, facilities, and related materials (Mechanical, Electrical & Instrumental and Civil as per the projects’ scope)
• Preparing the HSE Management System for DIWACO including plans, procedures and other HSE documentation such as work methodologies, risk assessments/registers Job Safety Analysis and HSE statistical trend analysis as per the international best practices.
• Reviewing the HSE Management System of the EPCC and all other HSE related documents
• Issuing periodic and regular HSE reports & inspections and all HSE documentations
• Involving and participating in the design review process in order to avoid and mitigate negative impacts that may arise due to construction works
• Monitoring the Environmental Quality performance of the EPCC and other subcontractor such as the Baseline Environmental measurements (Noise, Dust and Vibrations), HAZMAT and Waste Management accordingly
• Interface with site supervisors to provide proactive technical advice for field activities.
• Verify third party certification for loose lifting gear, electrical equipment etc, is correctly colour coded and being used properly
• Verify all scaffolding is tagged and a safe condition
• Closely monitor high risk activities; confined space entry gas testing and air monitoring, lifting activities, work at height, movement of abnormal loads etc.
• Implementations of Safety and environment Rules & Regulations and continuous Monitoring of their Observances.
• Conducting Regular Training Program for the Factory Personnel on Safety and environment.
• Formulate general accident prevention policy, implementation & continuous monitoring.
• Report of all accidents in defined formats whether minor or fatal to FM. Safety
• Regular Update of Evacuation plans & Lock-Out systems when & where required.
• Identify the work places which are hazardous, make attestation of the same with respective Government Organs, Certify & Document with subsequent renewals.
• Responsible for periodical inspection of the working conditions of Fire Fighting Water Pumps & logging of the same.
• Fire Fighting Station should be well equipped with all required emergency gadgets
• Follow Good Work Practices, Company Hygiene Rules, "5S" Rules & any other rules enforced from time to time.
• Shall be prepared for providing assistance to other department on the behest of the Superiors.
• Responsible for carrying-out improvement & modifications as and when required or as directed.
• Maintain Relationship with Related Government Authorities like Fire Fighting Department, Emergency Department etc.
• Involved in the development and review of policies and procedures to manage risks and impacts
• Consulted where there are any changes that affect workplace HSE
• Represented on health, safety and environment matters
• Review all capital projects to be completed at the Site to ensure that all required HSE permits/exemptions have been applied for and received in the appropriate time frame.
• Advise the Market Management Team in all aspects of Health, Safety and Environment matters.
• Through knowledge of national legislation, codes of practice and company policy, ensure that the Market and Site SHE Management systems delivers legal and business compliance.
