Owner Representative Team of Shell for module construction at Dragados & ICA Fluor Yard Supported the fabrication and delivery of heavy industrial equipment and modules exceeding 300 tons for the Ethylene Cracker Unit at Shell’s Pennsylvania Petrochemicals Complex. Responsible for quantity surveying, progress measurement, productivity monitoring, and project controls activities to ensure compliance with project schedule, budget, quality, etc. Monitored structural, electrical, piping.

Marine Warranty Surveyor and Offshore Pipeline Specialist supporting PEMEX subsea pipeline
and offshore installation projects on behalf of insurers. Conducted design peer reviews, risk
assessments, and technical evaluations for approx 80% of offshore pipelines installed in the Gulf
of Mexico between 2015 and 2018. Reviewed pipeline routing, transportation, installation, lifting
operations, stability analysis among others. Verified fabrication and offshore construction
activities including welding, coating, cathodic protection, hydrostatic testing, HDD crossings,
dredging, and pipeline stabilization. Deepwater and shallow-water projects, including Lakach and
Dos Bocas developments, as well as offshore module transportation.

Developed piping and mechanical engineering deliverables for wastewater treatment plants
serving refinery, petrochemical, power generation, and municipal sectors. Coordinated
multidisciplinary engineering activities with civil, electrical, instrumentation, procurement, QA,
and construction teams to ensure integrated project execution. Supported the Atotonilco
Wastewater Treatment Plant, the largest facility in Latin America, providing engineering and
construction supervision for a project treating approximately 60% of Mexico Citys wastewater.

Led piping and mechanical field engineering activities for offshore platform construction projects.
Generated fabrication isometrics, supporting construction efficiency and field execution.
Managed engineering changes, man-hours, budgets, project tracking, and closeout activities.
Supervised HVAC installation works on offshore facilities, including the Independencia I MODU,
the first Mobile Offshore Drilling Unit designed and constructed in Mexico.

Designed piping systems and equipment layouts for Mobile Offshore Drilling Units (Jack-Ups),
including power generation, mud systems, fire protection, utilities, and marine services. Clients
