Monitoring of all public sector projects being executed in the Province of Sind. The provincial portfolio is worth PKR 3 Trillion 56 Billion financially. The schemes include Roads, Buildings, Irrigation & Drainage, Hospitals. Schools, Colleges & Universities and Public Health Schemes.

Under the direct supervision of Director General (Monitoring & Evaluation Cell) Planning & Development Department, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
• Provide strategic, technical, and operational support in the elaboration of the M&E Cell’s Strategic Plan, Program Budget (PB) and operational plans;
• Prepare guidelines and other technical documents for the implementation of corporate planning, program management, and performance monitoring and assessment consistent with the M&E Cell’s results-based management approach;
• Conduct analyses of current processes and practices, document lessons learned and make recommendations for the improvement and simplification of planning, program management, and performance monitoring and assessment processes at the provincial and division levels;
• Support the analysis and development of proposals to align M&E Cell’s Strategic Plan and its operational planning components with the Sustainable Development Goals;
• Provide technical guidance and support to Monitoring & Evaluation Officers in the elaboration of operational plans and their monitoring and assessment;
• Support the implementation of the strategic performance monitoring and assessment process across all Government of Sindh departmental levels.
• Collaborate with regional M&E teams to develop indicators and metrics to measure progress towards the achievement of impacts, outcomes and outputs, and with administrative departments, Executing Agencies and other enabling offices to define key management performance indicators;
• Gather, process and analyze programmatic and budget data to support the formulation and revision of policies, strategies, plans and/or management decisions;
• Implement capacity building on strategic and operational planning, monitoring and assessment, and provide support to organizational entities and members of the planning & development board and program management networks, ensuring effective and efficient program management;
• Implement planning and program management functionality for the Performance Monitoring and Evaluation System (PMES) and other institutional project management and assessment systems, as needed;
• Support organization-wide efforts for innovations in processes, mechanisms, and practices related to planning, performance monitoring and assessment, including convening or establishing communities of practice, as necessary;
• Collaborate in evaluation initiatives, at provincial and divisional levels, as necessary;
• Support the functions and strengthening of the planning and program management networks and other cross-departmental teams, as needed;
• Technical Checking and Assessing monitoring reports submitted by all four Regional Monitoring & Evaluation Officers (Karachi, Larkana, Sukkur and Hyderabad) against agreed targets and performance indicators mentioned in PC-I.
• Follow and strive to implement the policy guidelines for monitoring & evaluation of Public Sector (Infrastructure) Development Projects.
• Monitor & Evaluate the Annual Development Programme (ADP) Progress Monitoring Dashboard regularly and recommend for further improvement of Project Monitoring & Evaluation System of Monitoring & Evaluation Cell.
• Develop evaluation and impact indicator wing for the M&E success.
• Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project.

C• Planning, review designs, prepare bidding documents, evaluating reports, conducting basic engineering explorations in the field. Prepare and interpret construction documents, inspect and write technical reports.
• Manage office works in the head office as well as the field.
• Prepare drawings, specifications and tender documents for conclusion of contracts by department itself.

Review and Verification of drawings and project estimates, supervision of surveying and setting out, development of temporary site facility, checking plans, drawings and quantities for accuracy of calculations, ensuring that all materials used and work performed are as per specifications, managing, monitoring and interpreting the contract design documents supplied by the client, liaising with any consultants, subcontractors, supervisors, quantity surveyors and the general workforce involved in the project, liaising with the local authority (where appropriate to the project) to ensure compliance with local construction regulations and by-laws, communicating with clients and their representatives (architects, engineers and surveyors), including attending regular meetings to keep them informed of progress, day-to-day management of the site, including supervising and monitoring the site labour force and the work of any subcontractors, planning the work and efficiently organizing the plant and site facilities in order to meet agreed deadlines, overseeing quality control and health and safety matters on site and preparing reports as required.

Job Description:
Site & office supervision of building construction included full maintenance of Electrical and Mechanical Installations in Hyderabad Garrison. The duties included checking of project estimates and bill of quantities, checking the drawings for discrepancies, managing procurement, preparation & revision of work schedule on Primavera 6 for monitoring and control of capital, major and minor works according to BS and EN specification, preparation of progress reports, maintaining the risk register & technical checking of works before payment to contractor.

• Completion of Road and Drainage Development Project in DHA Phase - 8 Karachi.
• Completion of Operation Theatre Complex project for Combined Military Hospital in Hyderabad (cost Rs. 20 mil).

As Engineering Assistant (Water Management) IRC-SIDA supervised the introduction of improved water management practices on Gaja Branch, West Branch and Jamrao Canal through farmers’ participation, training of Daroghas and Beldars in measurement of water discharge through various methods and improved decision making.
