• Supervises Site / Construction management / Site co-ordination & Progress review of the contract work through weekly site visits.
• Ensures continuous value engineering initiatives to effect cost reduction and cost effectiveness of each resource
• Perform regular inspections of the project to ensure adherence to the project plan.
• Performs Contracts comprehensive review, provide comments and participate in the negotiation pre and post signing the contracts.
• Assists the technical team in reviewing the project drawings and specifications.
• Prepare comprehensive materials from project reports for Weekly/Monthly review.
• Prepare project executive summaries and reports for Qetaifan’s top management.
• Implements policies and mechanisms for management of sub-contractors, deployment of their services and their subsequent evaluation.
• Utilizes project management software “Oracle-Primavera” for better project management and coordinates with IT function for incorporating ideas based on specific Qetaifan’s requirements.
• Coordinate between all project stakeholders (internal/external) to insure the delivery of the project within budget, on a timely manner and as per the Client’s standards.
• Attend all meetings such as progress meetings, coordination meetings and subcontractor’s performance meetings.

Responsibilities:

• Plan and schedule the project by developing a project master schedule in line with the proposal requirements through the application of the primavera P6 software.
• Identify the project deliverables, milestones, and required tasks and targets to determine the staffing requirements, and allotment of available resources to various phases of the project through the project measurement system.
• Implement the work schedule and monitor progress of the work for timely execution of the project through daily/weekly/monthly/ reports with respect to review of the overall project.
• Progress monitoring of specific projects on a regular basis. Anticipate and resolve any problems, bottlenecks/scheduling conflicts. Prepare and maintain package work plans and monitor progress to achieve on time or earlier deliveries to keep the project on schedule.
• Co‐ordinate internal project team reviews followed by an approval and review by the client of the work schedule, progress measurement and reporting systems. Review status reports, modify schedules and plans as required and keep the management and Project director apprised of the progress on a regular basis.
• Ensure that project controls documents such as resources histogram, schedules, reporting systems, material controls systems, etc. are fully developed by the designated personnel and reviewed by Construction Management and that Engineering and Procurement interfaces are properly addressed.
• Perform any other duties and responsibilities as and when directed by the Supervisor.
• Develop and implement plan versus actual progress charts (histograms/S curves).
• Track, monitor and forecast progress of all activities and deliverable such as products, engineering documents, fabrication status and construction of all discipline.
• Analyze gaps between the planned and actual progress and highlight the areas of concern which required action of the associate task member.
• Perform probabilistic analysis of completion dates and potential alternatives. Present risk based analysis of most likely completion and expected deviation range.
• Prepare and update three weeks and three months look-ahead schedule that reflect the priority activities
• Liaises with all team leaders and/or members to communicate required completion dates and interface between functional team/operational team and project team.
• Participate all meeting ( i.e. schedule review meeting, progress meeting, coordination meeting).

DUTIES AND RESPONSIBILITIES:

Project Planning/Control
1. Develop and maintain a Work Breakdown Structure for the project.
2. Create and maintain the Project Management Plans, Project Initiation Document, Risk Register and Communication Plans.
3. Develop and maintain the Project Schedules.
4. Identify, agree, record and update all deliverables, risks, issues and key dependencies.
5. Implementing strategies developed by senior management to maximize staff utilization to target productivity.
6. Track the scope of work in all areas of the project and ensure it is properly authorized and recorded.

Project Systems/Processes
1. Develop project management systems and standards.
2. Monitor all parts of the project to assess if they are meeting internal requirements & escalate if not.

Project Research, Review & Reporting
1. Work closely with the PM and key staff to lead the timely delivery of weekly and monthly reporting processes.
2. Analyze and report progress against agreed Project Schedules.
3. Coordinate the production of reports, researches, minutes of meetings, specifications, activity plans and follow up actions arising with appropriate person.
4. Conducting researches, business analysis and strategy formulation, preparation of business plans for top management.

Project Resource/Budget Control
1. Work with the Project Manager and internal staff to identify all resources, budgets (CAPEX & OPEX) and timings required to deliver the project.
2. Coordinate the authorization of expenditure, production of purchase requisitions, receipt and authorization of all invoices.
3. Monitor and report resource utilization against project schedules.
4. Work closely with the market external medical stakeholders (Siemens, Philips & GE) for the implementation of fMRI in the facility.

Contracts Management
1. Put together plans and estimates, including budgets and timescales.
2. Prepare and present tender documents for tenders.
3. Contribute to work planning, and brief project teams, contractors and suppliers.
4. Supply information to resolve disputes if they arise or any queries.
5. Identify areas for improvement in existing contracting processes.

Scope of work includes construction and finishing works of the following main buildings:

• High Speed Railway Station: -
Total area of 150, 000 m², provides high-speed rail service to link Jeddah with Makkah and Al-Madinah.

• Multi-Storey Car Park: -
Total area of 235, 000 m², will be ready to accommodate nearly 4100 vehicles at a time.

• Passengers Terminal Building: -
Total area of 860, 000 m², will be prepared with 46 boarding gates to accommodate up to 80 million passengers annually.

• Main Rescue & Fire Fighting Station: -
Total area of 21, 051 m², with ready forces to maintain the safety of the passengers.

• Data Center 1:-
Total area of 16, 000 m², includes servers, data communication, security devices & power supplies.

• Radio Sites: -
Total area of 5, 220 m², control air traffic and organize aviation movements.

• Crisis Management Building: -
Total area of 1, 736 m², ready to control and manage any crisis incident at the spot.

• Meteorological Observation Building: -
Total area of 924 m², responsible for the meteorological forecasts and climate data gathering on daily bases.
