Water Mega Reservoirs project (Package A & C)
Qatar General Electricity & Water Corporation (KAHRAMAA - Qatar)Due to the continues growth and development in Qatar KAHRAMAA is implementing a water security Mega Reservoirs project which will provide a minimum 7 days strategic water storage within its network, the project is consisting of 5 packages, CCIC awarded two of them (Package A 4no. reservoirs - Package C 5no. reservoirs) each reservoir is 500, 000 m3 capacity, the work includes a considerable MEP work (Pumping station, Surge system, Chlorination System, Generators (MV & LV), SCADA system, Ductile Iron & Carbone steel pipes)

In additional to Duties as senior QS Mechanical I take the responsibility of Subcontract Manager with Leading a team of QSs, material engineers to arrange the following related to Mechanical, I&E scope of work
• Preparation of Procurement, subcontract planes and repair the related Suppliers and subcontractors list to get the necessary PMO approvals.
• Coordination to Prepare RFQs as per procurement and Subcontracting plan agreed by PMO.
• Arrange and review Subcontract Package and purchase orders.
• Preparation of bid evaluation and comparison reports for both subcontractors and suppliers
• Arrange and preform price negotiations rounds to get the best prices in line with project budget.
• Arrange pre-award / kick off meeting
• Preparation subcontract agreement, Service Order and Purchase Order package and process the contract signature cycle as per company policy and level of authority
• Communication with LTSC / Suppliers related to contractual matters.
• Review and approve Subcontractors/Suppliers invoices.
• Follow with account Department the statues of Subcontractors/Suppliers payment to insure it’s affected within the contractual time frame.
• Retain all records related to subcontracting procedure or material purchasing.
• Make sure that all work processes are complying with company quality management procedures.
• Provide the necessary information to Project Contract Manager related to subcontractors and Suppliers work progress to be included in project invoice to Client.
• Monitor the activities and performance of the QSs, Material Engineers and Control Engineers providing technical advice and support, recommending the suitable training programs.

• Obtains quotations for specialist subcontractors and for the materials required for the direct works by preparing bid packages of drawings, technical specifications Etc. to insure accurate specification of CCIC requirements.
• Establishes procedures for implementation of, control over, monitoring and payments to specialist subcontractors.
•Establish for measurement all work carried out under the contract and preparation of detailed and accurate applications for monthly payments.
•Establishes the implementation of the variation procedures in line with the contract requirements ensuring that all variation are accurately estimated, authorized and processed with relevant supporting documentation.
•Maintains constant contact with project team to ensure the flow of information and identification of work outside the original scope of the contract.
•Implements a final account procedure and ensure that it is effectively pursed as the project progresses.
•Advice project manager on the all contractual maters promptly produces correct correspondence and advice appropriate courses of action to ensure CCIC’s contractual positions protected and profitability on contract is optimized.
•Ensures re-measurement of subcontract work, including agreeing variation orders, payments certificates.
•Recommend for approval, and implement, training and development programs to meet identified needs with the department and ensure that capable personnel with the relevant skills staff activities.
•Monitor the activities of junior quantity surveyors providing technical guidance and support as necessary.
•Monitor the subcontractors’ payment and prepare monthly payment certificates against work done and insure that the quantities are matching with the re-measuring quantities of the main contract.
•Hot tap Coordination between client (RasGas), contractor (CTJV), Subcontractor (CCIC) and specialist subcontractor (TDW Or Furmanite) with total Number of 30 hot tapes ranging from 1” up to the biggest stainless steel which is 36”
-Attending coordination meetings ( Client, Contractor, Subcontractor and specialist subcontractor) to follow up all arrangement and required documentation preparation for approval of Hot Tap Dossiers ( MS, JSA, ….etc)
-Following all technical and commercial issues with contractor as well as specialist sup contractor.
-Following up specialist subcontractor activity in preparation for performing Hot Tap.
-Monitoring specialist subcontractor payment and preparation of payment certificate.
• To review draft tender documents to insure all systems and components of the tender are included.
• To prepare tender documentation queries to consultants/clients to confirm and collect any missing data including; shipping costs, insurance, and any regional requires.
• To prepare reports and supporting documents to submit to proposal coordinator to identify area requiring more information to ensure the company is positional to win and secure bids
• To develop tender cost summaries including equipment, material, and labours calculations for final approval
• To interpret & review system drawings to identify any difference to tender requirements and rise queries against specification
• To review and generate bill of quantities against system drawings to insure alignment and to identify materials types & quantities and prepare equipment lists and rough drawings for cost estimation.
• To interpret and follow company tendering processes and procedures to ensure all aspects of tender are met including relevant discipline codes and sanders.
To prepare specification documents to submit to vendors for quotations of cost/price of materials and equipment and evaluate same against tender specifications to include in final tender documentation.
• Studying tender documents, preparing technical & commercial proposals, attending clarification meeting with client, review and negotiate contract drafts with client during contracting period up to final signature of the contract
• Make the necessary and active coordination between the various divisions participating in studying and preparation of proposals (Civil, E&I and equipment fabrication…)
• Preparation of budget report and cost estimation Related to mechanical activities for construction (Above and underground piping, steel structure, equipment erection, spherical & cylindrical tanks) including preparation of material requisition if required for bedding stage.
• Make the necessary studies to determine and divine all cost breakdown items (direct and indirect including cost of accommodation, over heads…)
